Chairman Sheldon called the regular meeting to order at 7:35P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

GOLF COURSE EAST (GLEN EAGLE ON THE GREEN) P.U.D. AMENDMENT & PRELIMINARY
PLAN
Mr. Green, with the aid of Exhibit 3 reviewed the former plan. With the aid
of Exhibit 4, the new modified plan, he explained that:
1. The setback on the townhomes and massing of them has been altered.
They have increased the rear yard setback to 40' . They have
maintained the angle orientation of Buildings C and D so that they
are 60' from the east end of the lot line.
2. They have increased the front yard to 25' , the minimum depth from a
garage door to the street.
3. The townhomes will be 27' high at the peak of the roof. They have
3 and 4 unit buildings instead of 6 unit buildings. Buildings A
and B are 3 units and have the least impact on the single family.
4. They have shown the surrounding uses around the site.
5. They did not reduce the density from the closest building to the
golf course lot line.
6. In order to avoid the main road becoming a cut through they have
separate entrance and exit provisions using a center island. On
the exit side there would be a free standing exit gate that would
open for any car to pass.
7. The end units have wing windows at the rear separation of the
condominium buildings which will give a view from the living room
out through the buildings.
8. They will provide the extension of the bike path down Church Street
providing the Village finds a right-of-way.
9. They have developed a sidewalk system to connect the buildings
which goes into the bike path system.
10. The emergency access point will be through the police station
secured parking lot at the northeast corner.
11. The buffer between the golf course and the site will also be
developed.
Some discussion then took place regarding the use of a fence along the golf
course lot line.
Mr. Green then reviewed the revised site and zoning sheet contained the the
packet dated June 7, 1988.
Mr. Vane said he reviewed the site with both Messrs Kuenkler and Molinaro.
Storm water drains to the west and into the pond which then releases the
water into the creek. The water will travel over the surface into the pond.
There will always be 6 acres of water in the pond which will be 10' deep.
The pond will have to raise 6' of water before it will encroach on the other
areas of the golf course. The pond will be built to Village ordinance. They
will require a variation for Enkamat on the pond. This project will stub a
sanitary sewer line to the single-family area to the east. The closest home
is 18' to the property line on the east side.
Mr. Martin reviewed the landscape berming, the buffer and screening to the
homes to the east and the entrance to the police secured parking lot, how
they will treat the golf course screening and screening from Checker Road
frontage.

They will provide a 5' cyclone fence on the golf course property adjacent to
the site. . The fence would not affect the view through. The fence could
possibly be vinyl.
Mr. Green noted that having the sidewalk on the west side of the street gives
an internal paved loop as opposed to installing a sidewalk along the townhome
side of the street.
The Commission was polled as to sidewalks on the townhome side of the main
street. Yes indicating favoring the sidewalks on the opposite side of the
street from the townhomes.

The poll was favorable 8 - 0.
The first phase will contain Condominium Building 5 and Townhome Building F
and proceed from north to south. The pool and clubhouse will be constructed
in the first phase.
Mr. Pfeil noted Mr. Carmignani was not enthusiastic about the exit gates to
Church and Checker Roads. .
Staff was directed to:
1. Consult with Mr. Molinaro concerning fencing and landscaping along
the Golf Course.
2. Check with the Police Department to see if the fence should go down
behind the police station for security
3. Give the Commission more information for the public hearing on how
the drainage works going into the lake and the impact on the golf
course.
4. The health aspect regarding the septic fields in the Circle Drive
area.
5. The financial burden for the single family homes along Circle Drive
to connect to the Village sanitary sewer system.
6. Review Church Street right-of-way to determine where the bike path
should go.
Chairman Sheldon called a break at 9:14 P.M. and reconvened the meeting at
9:24 P.M.
ROGERS CENTER FOR COMMERCE (ARBOR CREEK) INDUSTRIAL P.U.D.
Mr. Schmitz gave a slide presentation depicting some of the sites they own,
manage or have converted and sold. He stated their project is a single story
face brick and masonry, on all sides building, which will have steel joists
and a flat roof.

1. They have eliminated the drive on the northeast corner off of
Barclay Boulevard south of Aptakisic Road.
2. They have narrowed the interior truck court to 100' and distributed
the extra 20' in green spaces along the buildings and the west
property line.
3. They have added planting areas in the parking lot which is 18.6' x
9' .
4. They have decreased the number of truck docks by 33%.
Mr. Poliak briefly reviewed the landscaping. They have tried to buffer the
buildings and complement the architecture lines.
Mr. Schmitz noted they feel the project will create jobs in the area and
increase the tax base.
Ms. Rogers stated they will adjust the 35' setback from Barclay and do not
see this as a hardship.
Chairman Sheldon suggested the developer consider making a place by the lake
to sit and enjoy the view and to consider a path around the lake.
Mr. Schmitz pointed out they intend to move the snow into the wetlands. They
do not salt their developments, they use sand. They expect a 2 year build
out. The first phase will be the north portion and they feel it will be 40
to 50% rented before they open the doors.
He also stated there would be no common vending areas in the building. Their
tenants would provide their own lunch rooms. The users will be light dis-
tribution, warehousing, service and sales and light assembly.
Phase #1 will have 26 tenants and Phase 2 will have 32.
Commissioner Goldspiel was concerned that this project meet the criteria for
the Arbor Creek development that were included in the annexation agreement.
He felt that a side yard was required next to the wetlands and it was
unacceptable to push snow in there.
The Commission would like more information on possible damage to the wetlands
if snow was put into it.
Mr. Rogers pointed out they are not looking for a large user tenant. They
gear their business to small users. There will not be any windows in the
truck court. There is a man door into the truck area in addition to the
overhead doors. The rental would be $6 to $6.50 per square foot triple net
range.
Commissioner Krug suggested opening up the north end of the building for
security and safety reasons and for police patrol.
Commissioner Braiman was concerned with the green space and would like to see
more on the site.
The questions to be answered were:

1. Alignment of the back to increase the green space.
2. Some type of handling of pedestrians to and from Barclay Boulevard
to the building.
3. Additional information on the engineering of the project.
4. More details on the effect of this project on the wetland
5. Some attention to the front of the building in terms of green
space.
6. A list of the uses for the site.
CHERBOURG TOWNHOMES - PLAT OF RESUBDIVISION #3
Moved by Commissioner Goldspiel, seconded by Commissioner Krug and unanimous-
ly carried to recommend to the Village Board approval of the Cherbourg
Townhomes Plat of Resubdivision #3 dated June 9, 1988.
RANCH MART SUBDIVISION - FINAL PLAT
Moved by Commissioner Goldspiel, seconded by Commissioner Krug and unanimous-
ly carried to recommend to the Village Board approval of the Ranch Mart
Subdivision Final Plat Lot #1 revised June 9, 1988 2 of 2 pages subject to:
1. Addition of concrete monuments at all corners of the subdivision.
2. Revision of the location of the 10' watermain easement along the
north side of the proposed building addition.
The motion was amended with both Commissioners Goldspiel and Krug concurring
to change subject to 1, to read:
1. Addition of concrete monuments at the northeast corner and at the 2
south corners on Dundee Road.
CHAIRMAN'S REPORT
A training session of the Commission will be tentatively scheduled for July
27, 1988.
Mr. Krug questioned the sidewalks on Dundee Road on the west side, between
Weidner Road along Chatham. Mr. Pfeil will look into this.

ADJOURNMENT
Moved by Commissioner Rosenston, seconded by Commissioner Rubin, and unani-
mously carried to adjourn the meeting. Chairman Sheldon adjourned the
meeting at 11:25 P.M.
