Chairman Sheldon called the regular meeting to order at 7:30 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

COMMITTEE & LIAISON REPORTS
Commissioner Goldspiel attended the June 20, Villagemeeting 1988 Board at
which the BCS Properties Office Building was discussed and the Village Board
went along with the Plan Commission's recommendation to restrict uses with
the exception of the restaurant use. There was a preapplication conference
on the Sims Property which is a single family site that was deferred. The
New Life Church and a multi-family project on Checker Road were referred to
the Plan Commission.

Mr. Brawley noted that the wetland area on the site had been brought to their
attention and seems to be on Lot 9 but could effect Lots 8 and 10 also.
There are also some trees that need to be surveyed.
Mr. Pfeil put up a map depicting the suggestions made by the Village Traffic
Consultant changing the access from Lots 13 and 14 to Lots 14 and 21. This
would allow for access to the parcel east of the site should it annex into
the Village. The access between Lots 13 and 14 would become an emergency
access to Weiland Road and be constructed as such.
Mr. Brawley noted that they would be willing to reserve land for access to
the lot east of their site. Lake County will only allow the developer one
access to the site from Weiland Road.
Mr. Pfeil stated that the Village would want the right-of-way plated so that
there is no question for future access to the property behind the site. The
street could be put in and the watermain stubbed.
Chairman Sheldon suggested that Mr. Raysa might give a legal opinion on the
street access.
The developer will review Mr. Pfeil's June 17, memo to the Plan Commission
titled Weiland Road Greenhouse Property and Mr. Carmignani's memo to the
Village of Buffalo Grove of June 21, 1988 titled Project #320.41 Weiland Road
Greenhouse Development and be prepared with a reply at the next workshop.
Mr. Weiner is in agreement with Mr. Carmignani's suggestion for access to his
site. His concern is with the natural flow of the water. He would like it
to remain the same. It tends to run south of the property.

Since the developer was still not present,Mr. Pfeil briefly explained the
flood plain ordinance for the new members of the commission.
Mr. Kuenkler pointed out the developer has stated that he cannot develop his
business as he wishes and comply with the flood plain ordinance. There is
not enough land. The building will comply with the vehicle clearance
requirements. The developer cannot meet the elevation around the building
and does not want to provide compensatory storage for the building. The
parking lot he intends to build would be below the flood plain elevation.
Trustee Reid noted the paving that the developer is going to provide will not
effect the runoff. The gravel, which is where the paving will go, is so
compacted it is impervious and the water now runs off. The developer is
planning to blactop the same area that is gravel now. The parking lot was
increased without approval and the site was made worse. The basement of the
Buffalo House does not flood. If the ground were to be brought up to
standard, it would create a dam against the property next to it.

Commissioner Rhodes felt that there would be a substantial carry out business
and provisions for this type of parking would have to be included in the
plan.
ADJOURNMENT
Moved by Commissioner Goldspiel, seconded by Commissioner Case, and
unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the
meeting at 8:22 P.M.
