BUFFALO GROVE PLAN COMMISSION
SUBJECT: Petition to the Village of Buffalo Grove for Preliminary Plan
approval in the B-1 Zoning District (Southwest corner of Busch & Weiland
Roads) .
September 3, 1986
Chairman Goldspiel called the public hearing to order at 7:35 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

Chairman Goldspiel read the notice of the public hearing as published in the
Buffalo Grove Herald and informed the audience of the format the meeting
would take. He then swore in Messrs. Conrardy and Norkett.
Mr. Conrardy briefly reviewed the history of the site. They are requesting
preliminary plan approval. They are not asking for any changes or variations
from their plan. It meets the ordinance and requirements of the Village.
They wanted to have all the engineering and requirements met before coming
before the Commission and that is why they missed their last meeting. On the
present plan they have shown the sidewalks, the pork chop is increased as
sketched. The side, back and front views are shown. The property is already
in the Village. This is part of a PUD they were not part of. It came into
the Village zoned B-1. They are not requesting a zoning change. The
original parcel was 12 acres and this was shown as a separate lot.
In response to Mr. Cohen, Mr. Conrardy stated the back of the lot will be
bermed. There is 80' of green belt between the property and the residential
area. The dumpsters will be screened.
Mr. Kuenkler stated the Village has entered into an agreement with the county
for a light at Weiland and Busch Roads which should be in when the center is
completed. There is a 30' service drive which is sufficient for 2 cars to
pass. There would be no long term parking behind the building. There is a
120' right-of-way on Busch Road.
Mr. Conrardy reviewed Mr. Kuenkler's August 25, 1986 memo to Mr. Truesdell
titled Highlands Commercial Preliminary Plan Review.
1. Their engineer will show Busch and Weiland Roads improvements as
proposed by Zale on the plan.
2. They would like to see where their obligation starts and the
Village's ends regarding Weiland. Without that access their center
will fail.
3. Busch Road entrance is designated. A larger pork chop should be
installed, according to Mr. Kuenkler, and the developer felt that
they could accommodate it.
4. They will connect downspouts to the storm sewer.
The overall building height will be 14' or 15' including the HVAC on the
roof toward the rear of the building. The bike path will be the sidewalk.
They are talking to convenience type tenants. None of the stores will be 24
hour operation. There will be no parking in the fire lane. They will try to
keep the large trees. The detention requirement has been met for this
parcel. The bike path is on Busch Road (8') and Weiland Road (5') . The
residential to the west will be slightly lower than their site. The
right-of-way on Weiland has been changed from 45' to 51' .
Mr. Cohen stated Weiland is a 50 mph street and he feels the speed limit
should be lowered. As there are 2 commercial centers in that area, he felt
this speed could be a hazard.
Trustee Glover shared Commissioner Rhodes' concerns with the trees. Some of
them are 26", 34" and 36" in diameter. He would like to see the plan altered
to save more trees in the parking lot.
Mr. Conrardy agreed. The final engineering will determine which trees will
stay. There will be a bike rack at the north end of the building.
Chairman Goldspiel closed the public hearing at 8:18 P.M.

APPROVAL OF MINUTES
Moved by Commissioner Gal, seconded by Commissioner Rhodes, to approve the
Regular Meeting minutes of July 23, 1986 as amended. Approval was unanimous
in favor and the motion passed.
Moved by Commissioner Gal, seconded by Commissioner Rhodes, to approve the
Public Hearing minutes of August 20, 1986 as amended. Approval was unanimous
in favor with Commissioner Musfeldt abstaining and the motion passed.

Regular Meeting minutes of August 20, 1986 as amended. Approval was

COMMITTEE & LIAISON REPORTS

HIGHLANDS COMMERCIAL (SOUTHWEST CORNER OF BUSCH & WEILAND ROADS)
Moved by Commissioner Rhodes, seconded by Commissioner Musfeldt that the Plan
Commission recommend to the Village Board approval of the Highlands
Commercial at the southwest corner of Busch and Weiland Roads dated September
2, 1986 subject to:
1. The installation of turning lanes on Weiland Road, left and right
going into the development.
2. The final engineering of the parking lot to accommodate the large
existing trees.
3. Right in and right out lanes with appropriate curbing to discourage
people from turning inand out on Busch Road into the development.
Discussion:
Mr. Conrardy felt the motion was stating they had to save the trees and would
like the words "if possible" inserted at the end of Point 2. Commissioners
Rhodes and Musfeldt concurred and the motion was amended.
Mr. Conrardy stated the only sign will be a free standing one at the
entrance.

DOMINION SUBDIVISION, LOT 2 - PRELIMINARY PLAN
Mr. Rice stated this is a 6,000 square foot retail center zoned B-2. He
reviewed the history of the site. They feel that they will have 3 or 4
retail shops. The exterior will be black brick. They presented a revised
plan showing screening from the county residential, one handicap parking
space (which is sufficient) additional parking as required by the village, a
shielded refuse area, the drive widened to 26' with 28 parking spaces that
are 9' x 18.6' . The back corridor is 3.5' down from a 5' side walk to
accommodate the increase in the drive. The drive entrance is 24' .
Chairman Goldspiel stated there has historically been major problems with
detention and traffic on this site.
Mr. Soltan stated they plan to put the detention area in the front similar to
the Schwinn shop.

As to the water coming from off site going across their land, they would have
to look into this.
Mr. Kuenkler stated the flow of water is coming from one single family home
over Buffalo Grove Road and would not be a problem. The grades along the
back of the lot would match up to the Schwinn lot and the drive would
continue on to the site.
Mr. Rice referred to Mr. Carmignani's August 26, 1986 memo to Mr. Truesdell
titled "Project 320.21 Dominion Subdivision Plan Review". He further stated
they are considering a real estate office on site. The rear walk would be
3.5' and adjacent to a parking lot. The grades would be the same. The walk
will not go out to Buffalo Grove Road
Commissioner Rhodes would like a sidewalk along Buffalo Grove Road and in
front of the last building.
Mr. Rice noted they would like to have a sign at the entrance pivot point at
the corner of Busch and Weiland Roads. Employee parking will be at the back
of the lot.
Mr. Soltan stated they could accommodate the sidewalk for the last store
which could be a cleaners. According to the site line study, you can see the
entire building. The rear and the back of the building will be the same
treatment as the side of the last store. The loading zone was decreased with
the new plan. It is according to code. The detention area will be separate
from the Schwinn detention area. They could reshape the handicap parking
space so that it would not be intrusive.
The Commission would like the developer to:
1. Show sidewalk in front of the last building.
2. Show sidewalk on Buffalo Grove Road.
3. Treatment of the handicap space compatible with the sidewalk rather
than the parking lot.
4. Reconfiguration of the building.
5. Show the detention.
6. A few cars sketched on the parking lot of the Schwinn lot.
7. Sketch of the screen for the green space of the parking.
8. Present overall plan showing the Schwin, St. Paul Savings and
subject properties in that area and the connecting driveways
across Buffalo Grove Road.
Mr. Soltan stated they would be using a 6 to 1 slope in the front of the site
and provide whatever type of detention they are required.
Mr. Mirro felt that if they could not get this project going this winter they
probably would not build it.
Mr. Rice stated they would move the handicap space and eliminate parking in
front of the building.
The Commission determined this plan could go to a public hearing when all the
necessary material is received by staff. However, if the water does not work
it would come back for another workshop.

FINAL PLAT OF SUBDIVISION - THE LINCOLN CLUB
Moved by Commissioner Musfeldt, seconded by Commissioner Rhodes that the Plan
Commission recommend to the Village Board approval of the final plat of
subdivision for The Lincoln Club dated August 27, 1986.
Discussion:
Mr. Kuenkler stated this plan is in order.

The motion carried 5 - 0.
FUTURE AGENDA
On September 17, 1986 there will be a public hearing on both the Town Center
and B'Nai Shalom.
On September 24, 1986 there will be workshops on the Taco Bell, Corporate
Grove and Cotey/Necker sites.
STAFF REPORT
The Transportation Commission is working on the railroad station.
ADJOURNMENT
Moved by Commissioner Gal, seconded by Commissioner Musfeldt, and unanimously
carried to adjourn the meeting. Chairman Goldspiel adjourned the meeting at
9:54 P.M.

Chairman Sheldon read the notice of the public hearing as published in the
Buffalo Grove Hearld and informed the audience of the format the meeting
would take.
Commissioner Krug arrived.
Chairman Sheldon stated that the petitioner had requested a continuation of
the public hearing to September 3, 1986 as he was unable to complete the
final revisions requested by staff in time for this meeting. These revisions
will be completed for the September 3, 1986 meeting.
Mr. Truesdell pointed out that there were two workshops scheduled for the
September 3rd meeting. He was instructed by Chairman Sheldon to reschedule
one of the workshops so that this public hearing could be continued on that
evening. The public present for the meeting were advised of the rescheduling
of the hearing and the Village Planner offered to notify them of the
date of the future hearing. They were asked if they had any comments.
Moved by Commissioner Krug, seconded by Commissioner Rhodes that the public
hearing on the Highlands Commercial development be continued to September 3,
1986.

ABSTAIN: Commissioner Goldspiel
