1983-12-14 - Plan Commission - Minutes SPECIAL MEETING BUFFALO GROVE PLAN COMMISSION Johnson Property East December 14, 1983 Chairman Shields called the special meeting to order at 7:35 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove Illinois. Commissioners Present: Chairman Shields Mr. Goldspiel Ms. Sheldon Mr. Davis Ms. Kaszubowski Mr. Krug Commissioners Absent: Ms. Reid Mr. Goldberg Mr. Musfeldt Also Present: Mr. Johnson, Developer, Johnson Property Mr. Wexler, Attorney, Johnson Property Mr. Angelotti, Engineer, Johnson Property Mr. Powers, Chevy Chase Homeowners Association Mr. Stone, Village Trustee Mr. Balling, Village Manager Mr. Kuenkler, Village Engineer Mr. Tresdell, Village Planner APROVAL OF MINUTES There were no minutes to approve. COMMUNICATIONS None COMMITTEE AND LIAISON REPORTS None JOHNSON PROPERTY EAST Mr. Johnson briefly reviewed an exhibit of the zoning as it pertains to the Village of Buffalo Grove's master plan. The site is a 150 acre parcel on the east side of the Soo Line tracks. There are four different zoning catagories in this parcel R-9, I, B-3 with a commercial/office mix, and B-1. Mr. Angelotti briefly reviewed: 1) The preliminary cuirculation plan. (All of the points of access have been approved by the county.) The roads have been widened to provide for a jogging trail. He did not have a traffic study at this time. He felt the individual developers would provide this. 2) A water distribution and supply system for the project. 3) Sanitary and sewer system to service the project which was planned for in two stages. The second stage to be initiated when the first stage could no longer accommodate the site because of heavy use. 4) An exhibit showing the storm water management. Chevy Chase Utilities Company sewers drain into a sewer on Linden and into a sewage treatment plant that has been notified by the IEPA that they have to abandon it. The utility company is going to be a part of the sewer system of the project. Mr. Balling stated the Village has indicated that it will accept the water and sewer system in the existing subdivision. The Village is not pursuing the annexation of the Chevy Chase subdivision. It will provide Lake Michigan water to the Johnson development. The utility company will be phased out as soon as possible. In the summer of 1984 the water and possibly late 1984/1985 the sewer service will start. This area will be subject to the cost of Lake Michigan water and has been defined in the Village's plan for such. In response to a question, Mr. Angelotti summarized that there would still be some flooding in the multi-family Chevy Chase section after their development is in. With the three detention basins, water flow will be slowed down to a two year intensity and the flooding situation is going to be improved. Mr. Powers stated there is flooding in their area. Mr. Johnson noted the collector system going through the golf course is inadequate. It was noted by Mr. Angelotti that the detention basins will work whether the creek backs up or not. They have been attempting to get Lake County and their public works department into the creek to clean it out. This maintenance will help clear up some of the flooding in the area. It backs the water up now. In response to Commissioner Goldspiel, Mr. Angelotti stated the only feasible way to connect with the Inverrary subdivision is to go behind four homes along the railroad tracks but you would have to get the permission from those homeowners. Commissioner Goldspiel would like the road in the R-9 and I areas permanent, creating it so that the truck traffic could not go into the residential but the residential could go into the I area. Commissioner Davis felt the biggest single benefit Buffalo Grove could provide the neighbors to the north is the water service, if it proves Buffalo Grove Plan Commission Special Meeting December 14, 1983 - Page 2 reasonable and possibly some other services. In response to Commissioner Goldspiel, Mr. Balling stated on a preliminary basis an additional fire station is reasonable. The Village is very much involved with sharing manpower and services and districts could be combined. There has to be more development in the area first. This site would not be suitable for a fire station, it is too far south. This area will need a new police district. Moved by Commissioner Davis, seconded by Commissioner Kaszubowski that this plan be moved to a public hearing. Discussion: Mr. Truesdell will provide a fiscal impact study on this site. How it relates to the comprehensive plan is covered in his memo sent out with the packet for this meeting. When individual developers come in they will have to come before the Plan Commission with their development. After some discussion it was pointed out that the site is in the Wheeling Park District. Mr. Raysa will have an opinion on the park district situation soon. Commissioner Kaszubowski felt this should be moved to a public hearing if the necessary information is in and pointed out that the public hearing could be continued if it was to run more than one night. Commissioner Goldspiel would appreciate more information on the site. THE VOTE: AYES: Commissioners Sheldon, Davis, Kaszubowski, Krug NAYES: None ABSTAIN: Commissioner Goldspiel ABSENT: Commissioners Reid, Goldberg, Musfeldt The motion passed 4 - 0. FUTURE AGENDA The next meeting would be January 11, 1984 and there would be a public hearing for the Johnson Property and the Trammel Crow plan would be reviewed. ADJOURNMENG Moved by Commissioner Davis, seconded by Commissioner Kaszubowski that the meeting be adjourned. The vote was unanimously in favor and Chairman Shields adjourned the meeting at 9:31 P.M.
