1982-05-19 - Plan Commission - Minutes REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Wynnedale Village of Buffalo Grove Official Map Amendment Town Center May 19, 1982 Chairman Sheldon called the Regular Meeting to order in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove at 7:32 P.M. Commissioners Present: Chairman Sheldon Mr. Goldspiel Mr. Davis Mr. Glover Mrs. Reid Mrs. Kaszubowski Mr. Krug Mr. Goldberg Commissioners Absent: Mr. Shields Also Present: Mr. Freedman, Attorney, Wynnedale Mr. R. Raysa, Village Attorney APPROVAL OF MINUTES Moved by Commissioner Goldspiel, seconded by Commissioner Davis to approve the April 21, 1982 Regular Meeting Minutes. Page 4, paragraph 2 change "the" to "then". Approval was unanimous with Commissioner Glover abstaining. COMMUNI CATI Oi'l S Commissioner Reid attended the Village Board Meeting of May 17, 1982. The Board referred the Spoerlein Farm, a 20.3 acre residential, office and commercial development located at the northeast corner of Arlington Heights Road and Route 83 and the revision of the existing structure of the Buffalo Grove Mall to the Plan Commission. Chairman Sheldon closed the Regular Meeting at 7:36 P.M. Chairman Sheldon reconvened the Regular Meeting at 8:16 P.M. Commissioner Glover moved that the Plan Commission recommend to the Village Board approval of the revision of the Official Map incorporating the changes to the Buffalo Grove Town Center as presented on May 19, 1982. Discussion: In response to a question from Commissioner Goldspiel, Mr. Truesdell stated - 2 - the orange colored area designates an entertainment parcel. Commissioner Reid added that she was in agreement with the location of the village green in the proposed parcel. The access from both Checker Road and Church Street for pedestrian traffic is more attractive in this format. It is unlikely that there will be any curb cuts on Lake/ Cook Road nor would there be any very close to the corner. THE VOTE: Ayes: Commissioners Glover, Reid, Kaszubowski, Krug Nayes: Commissioners Goldspiel, Davis Abstain: Commissioner Goldberg Absent: Commissioner Shields The motion passed 5 - 2 CHAIRMAN'S REPORT Chairman Sheldon stated that on the corner opposite the proposed Wynnedale development there is excavating going on. She requested that Mr. Truesdell phone the newspaper and ask that an article be run stating that Wynnedale is being developed o ,one corner and the reservoir and forest preserve is being constructed on the other corner. FUTURE AGENDA Mr. Truesdell stated that for the June 2, 1982 meeting there will be the continued public hearing for Wynnedale, the initial plan on both the Buffalo Grove Mall renovation and the Buffalo Grove National Bank. At the June 16, 1982 meeting there may be a public hearing on the Buffalo Grove Office Center. STAFF COMMENTS Mr. Truesdell has on order a copy of Albert Solnit's "The Job of the Planning Commissioner" for each Commissioner. PUBLIC QDESTIONS AND COMMENTS In response to a question from Commissioner Davis regarding the condition of Checker Road, Mr. Truesdell stated that there will be some repair to the road. There was some discussion regarding excessive lighting in Emmerich Park North. Commissioner Davis asked the attorney how to go about abolishing the Park District. Mr. Raysa replied he was not prepared to answer that question. ADJOURNMENT Moved by Commissioner Glover, seconded by Commissioner Kaszubowski adjourn- ing the meeting. Chairman Sheldon adjourned the meeting at 8:30 P.M. Stone, Village Trustee Mr. R. Kuenkler, Village Engineer Mr. W. Raysa, Village Attorney Mr. J. Truesdell, Village Planner Chairman Sheldon read the notice of the Public Hearing as published in the newspaper. She informed the audience as to the format the meeting would take. Mr. Freedman stated that he was not sure the certified notification to the residents living within two hundred fifty feet of the development of this hearing had been sent out. He did not have the receipts with him and could not reach the party responsible for the mailing. A pole was taken to determine if it was the wish of the Commission to hold a meeting on May 26, 1982 for this Public Hearing. AYES: Commissioners Goldspiel, Davis, Reid, Krug NAYES: Commissioners Glover, Kaszubowski ABSTAIN: Commissioner Goldberg ABSENT: Commissioner Shields The pole was favorable 1+ - 2 Commissioner Kaszubowski stated that she would not be able to attend a meeting on May 26, 1982 and that was the reason for her vote. After some discussion it was determined that there would not be a quorum - 2 - for the May 26, 1982 meeting. Moved by Commissioner Kaszubowski, seconded by Commissioner Glover that the Public Hearing for Wynnedale be scheduled for the June 2, 1982 meeting. The vote was unanimous. Truesdell, Village Planner Chairman Sheldon read the notice of the Public Hearing as published in the newspaper. She informed the audience as to the format the meeting would take. In response to a question from Chairman Sheldon regarding notification for public hearings, Mr. Raysa stated that from day one, notice to residents within two hundred fifty feet of a development has been required, although not in the ordinance. The new Zoning Ordinance will cover the specifics of this type of notification. Chairman Sheldon asked Mr. Raysa to make a clarification for this particular type of hearing in the new Zoning Ordinance. Commissioner Goldberg expressed his preference for notification to residents living within two hundred fifty feet of a development be sent out by the Village in all cases. Mr. Truesdell explained that most of the Commission is familiar with the new proposed Town Center map, with the exception of Commissioner Goldberg. The revised master plan for the Town Center is in response to the recommen- dation to relocate the village green, which would be acquired through donations from developers, or whatever means the village can. This plan would use the village green as a central park area. In order to start implementing this plan it is necessary to 1) amend the official map of the Village to indicate the change in the road pattern and the bike path system throughout, 2) to amend the B5 Town Center Ordinance to adopt this plan and adopt the subdistricts within the Town Center itself. - 2 - In response to Commissioner Davis question, Mr. Stone replied that because of the uniqueness of this Town Center; the.basic plan will not change radically if a developer comes in with an alternation. Commissioner Reid felt that it is in the best interests for the Village to put in the official map an amended map that reflects the internal road system requirements, the bike path, etc. Commissioner Goldspiel stated that in his opinion; the village green is not in a good location He felt the lowest part of the parcel, near Buffalo Grove Road and Lake/Cook Road, is a better location. At the present location it will be bounded by a tight, crowded parking area and loading docks. The alternative piece, at Lake/Cook Road and Buffalo Grove Road; would open up the green and there would be space for detention. It would improve the aesthetics and complement St. Mary's Church and adjacent existing parks. Commissioner Davis felt the green would only be useable on evenings, weekends or holidays in its present location because of the parking situation. Commissioner Kaszubowski stated that one point to be taken into consideration was the previous plan had a major food store in it and that was why there were loading docks. This plan can work. Northbrook has an effective village green area in its downtown section, The Village has to locate the green here because they will not have everything donated They are going to have to buy something. Commissioner Glover stated that the corner parcel is part of the most valuable land, eventhough it is low. The present location is less expensive Commissioner Goldspiel felt the present location cannot be seen, people will not be attracted to it. Chairman Sheldon closed the Public Hearing at 8:15 P.M.
