1982-10-20 - Plan Commission - Minutes1 REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Zoning Ordinance Review NIPC Land Use Policy Plan Update October 20, 1982 Chairman Shields called the Regular Meeting to order in the Municipal Build- ing, 50 Raupp Boulevard, Buffalo Grove at 7:30 P. M. Commissioners Present: Chairman Shields Mr. Goldspiel Mrs. Sheldon Mr. Davis Mr. Glover Mrs. Reid Mrs. Kaszubowski Mr. Goldberg Commissioners Absent: Mr. Krug Also Present: Mr. S. Stone, Village Trustee Mr. J. Truesdell, Village Planner Chairman Shields referred to the letter from the Home Builder's Association of Greater Chicago dated October 18, 1982 signed by Mr. Ives to Mr. Truesdell. He suggested that since the Commission has just received the letter they might want to review it before discussing the Zoning Ordinance. APPROVAL OF MINUTES Moved by Commissioner Goldspiel, seconded by Commissioner Reid to approve the Public Hearing minutes of September 29, 1982. Page 1, paragraph 6 change "minor" to "minimum". Approval was unanimous. Moved by Commissioner Glover, seconded by Commissioner Kaszubowski to approve the Special Meeting minutes of September 29, 1982. Page 3, paragraph 8 change "zoning" to"financial impact"; page 5, paragraph 13 change "entrances where to "entrance monuments"; page 8, paragraph 9 after "underdrain" add "the northwest detention area and", at end of paragraph ad "It would be compatible with Bi- centennial Park"; paragraph 10 add "In view of the market study. " The vote was unanimous. COMMITTEE REPORTS - None ZONING ORDINANCE REVIEW Mr. Truesdell has met with Mr. Burton and his concerns regarding the ordinance have been resolved. There is one addition on Page Two in two paragraph that discuss the PUD' s. There should be a minimum listed in paragraphs four and five that states the height of a development should be no more than thirty- five feet or twice the height of the building, whichever is greater. - 2 - Commissioner Glover stated that Point Two on Page One was confusing to him. Mr. Truesdell stated what is really meant is the gross floor space. Commissioner Glover felt that in regard to parking per dwelling unit, 2. 3 for semi attached versus 2. 0 for single family, you get into a higher density when talking about townhomes. Mr. Truesdell stated that there would be less parking area on the street. Point Three would be made up. In response to Commissioner Goldspiel's question, Mr. Truesdell stated when this section, (Page Two, Paragraph Four) was put in the ordinance, the zoning stated there could be cases where the Park District, in using Title 19, would want cash instead of land. The Village may decide common open space would be desirable. However, Title 19 is a Village ordinance. Staff felt we had two ordinances saying the same thing. If the Park District wants cash and no land and the Village wants land, we can apply our ordinance and get the land. The Village has the final say on it. Commissioner Goldspiel asked if there was a single family development and there is a specific number of people requiring certain amount of park space. In addition to that park space there are also yards. If you take the same number of people and put them in the same amount of area but make it a PUD you would still have the same amount of park space requirements. We would take the yards and mass them into open space. We would still want to be able to control that open space which relates to those units which have nothing to do with the park district. Mr. Truesdell stated the only open space requirement would be Title 19. It would not specifically require that additional amount of open space but it is something that would have to be worked out through the planning process. Commissioner Goldspiel stated many of the Commission were concerned about the density in the Spoerlein Farm Development. The reason that there was not much space is because there was no park area. The Commission felt that development was too crowded. He suggested looking at the R-9 to see why that is too crowded. It seems the problem is the back to back space of the buildings. The back yards in the single family area were increased. He did not feel it was done propor- tionately with the R-9 yards. Mr. Truesdell stated that in the revised draft there will be some increase in that area. After some discussion it was determined that staff would go through the Home Builders Association of Greater Chicago's letter and report back to the Commission. Moved by Commissioner Glover, seconded by Commissioner Davis,that the Zoning Buffalo Grove Plan Commission Regular Meeting October 20, 1982 - 3 - Ordinance review be tabled until the next regularly scheduled Plan Commission meeting. Discussion: In response to a question, Mr. Truesdell stated the typing of the Zoning Ordinance's final draft will be ready for the Commission's review in three to four weeks. They will receive it one week before a_ full Plan Commission review. i Mr. Truesdell stated the tentative future agenda will include a fifty foot width strip for annexation near Lake/Cook Road by Lexington Developments. There might be something coming up on the Commons. NIPC LAND USE POLICY PLAN UPDATE Mr. Truesdell stated NIPC is going through a review of the land use policy. There is no new map. They did have an old map that was outdated before it was printed. It was never very useful because of this. Included with the new do- cument will be a map but they are not going to emphasize it. It is to our benefit if they do not have a map. We can interpret policy on our own. The map would become outdated quickly. Commissioner Goldspiel felt the other plan was a good one and this one leaves Buffalo Grove out on a limb. He felt they did not have a logical planned growth pattern, with shadings of density and it is missing planning criteria. Mr. Truesdell stated this is an update for land use policy plan. They have several separate documents for planning. Some of this kind of material is covered in another element. Commissioner Goldspiel felt there was a problem when you get to the part where they say it is alright if you are going to less than half a acre per unit and thei►re not to worry about being counter to the plan. Mr. Truesdell stated there will be a public hearing and Buffalo Grove can make their comments at that time. Buffalo Grove Plan Commission Regular Meeting October 20, 1982 Commissioner Goldspiel stated they are talking about at least another half a million people. He did not like the idea that they could revise the population projections without a public hearing. Mr. Truesdell pointed out that NIPC is bound, under state law which says the population figures are done by the Bureau of the Budget. They put out the projections and give them to NIPC. They do the distribution. IBOB says this is hat the population is going to be and NIPC says this is how it is going to be. Commissioner Goldspiel moved that the Plan Commission recommend opposing the provision on Page 31, Section II A that allows a revision by NIPC without a public hearing of forecasts for the region, county forecasts, municipal forecasts, scoring criteria, schedule of capital improvements and priorities. The motion was seconded by Commissioner Davis. Discussion: Commissioner Kaszubowski asked if they are making these projections on or by what the county would give them or a municipality would give them. Mr. Truesdell stated no, they gave Buffalo Grove the preliminary numbers. They did give us a chance to comment. The last projections they worked well with the Village. We managed to come together on a mutually agreed projection. It was determined that Mr. Truesdell would check with the attorney regarding a statement from Buffalo Grove at the public hearing. Commissioner Goldspiel wanted the motion held until Mr. Truesdell talked with the attorney. Commissioner Goldspiel asked the Commission what their pleasure was pertaining to the fact that NIPC can hold them back from progressing further northward. Mr. Truesdell stated that as he read the policy, this could be interpreted as there being no change. In response to a question, Mr. Truesdell stated that anything that requires federal funding is reviewed by NIPC and they report to whatever agency is in charge. It is only a recommendation but it does carry weight. Commissioner Goldspiel felt the area to work on would be the definition of "any building three miles from the expressway". Commissioner Davis suggested keeping a low profile and talking to Mr. Raysa regarding this plan. If Mr. Raysa says we should oppose it, Mr. Truesdell could prepare a position on it and the Commission can vote on it at the next meeting which is one day before the public hearing. Buffalo Grove Plan Commission Regular Meeting October 20, 1982 - 5 - Mr. Truesdell will check on the public hearing and make sure what is done regarding the population projections. Commissioner Goldspiel restated his motion that he moved, with Commissioner Davis seconding that the Plan Commission recommend to the Village Board that it review very carefully the potential impact of the proposed 1982 update to the regional land use policy plan as it would pertain to the present Buffalo Grove Master Plan in view of the potential areas that should be considered (Page 31, Section II A of the update) based on the recommendation of legal council. Commissioner Goldspiel moved, with Commissioner Davis seconding that the Plan Commission recommend to the Village Board that the study of the 1982 draft update of the regional land use policy plan as compared to the Buffalo Grove Master Plan to determine the position that the Village should take regarding possible inconsistencies.
