Chairman Shields called the Regular Meeting to order in the Municipal Build-
ing, 50 Raupp Boulevard, Buffalo Grove, Illinois at 7:40 P.M.

APPROVAL OF MINUTES
Moved by Commissioner Glover, seconded by Commissioner Kaszubowski, to approve
the January 5, 1983 Public Hearing Meeting Minutes. Page 2, paragraph 5,
change "area" to Buffalo Grove Road"; Paragraph 6, change "side yards on corner
lots" to "area or lots that appear to be under 6,000 square feet", change
"standard" to "6,000 square foot minimum"; Paragraph 8 change "extended to the
north and developed on the north" to "built"; Paragraph 10 add "single family"

the January 5, 1983 Regular Meeting Minutes. Page 4, paragraph 3, change

M.r. Krug attended a Village Board meeting at Which they discussed_ monies

necessary for engineering of the Lake Michigan Water Project.
Commissioner Kaszubowski attended a Village Board meeting at which the Spoerlein
Farm was discussed. The commercial area was a large issue, without it the
Board felt the project was not acceptable. There was discussion on industrial
revenue bonds for development of the commercial. The phasing plan was criticized.
Commissioner Goldspiel, who also attended this meeting, stated it appeared
that the Board was going to accept the plan. It appeared that they were will-
ing to try and get revenue bond status to develop the commercial. They dis-
cussed the phasing plan. The concern was that the commercial would not be
built. The developer might develop the residential and after that walk away
from it.
Commissioner Glover, who also attended this meeting, stated he felt the developer
did a good job of selling his plan to the Village. The Village Board was con-
cerned that the commercial would not be developed and they were distressed
with the high density in the residential. The Plan Commission accepted the
residential and was not concerned about the commercial.
Chairman Shields received a copy of a letter from the Wheeling Park District
to Mr. Balling regarding the Johnson property annexation. The Park District
is saying that they have to have this piece of property. They plan to make
a statement at Buffalo Grove's Public Hearing on the Johnson property.

Mr. Truesdell stated this is a ten foot additional right-of-way dedication along
the Commons (Wellington Hills) subdivision to provide for the additional ten
foot right-of-way for expansion along Route 83 and Buffalo Grove Road.
Mr. Kuenkler stated this would come with Phase II which would be at some point
in the future.
In response to Commissioner Goldspiel, Mr. Kuenkler stated the interior angles
could be added to the plat. There is enough information on the plat to compute
them. Mr. Kuenkler will put the interior angles in.
In response to Commissioner Goldspiel, Mr. Kuenkler stated the Commons Phase II
would include right-of-way monuments. It does not create any problems to wait
until then to do that.
Moved by Commissioner Glover, seconded by Commissioner Kaszubowski, that the
Plan Commission recommend to the Village Board approval of the Illinois
Route 83 and Buffalo Grove Road right-of-way dedication adjoining the
Commons of Buffalo Grove. The plat dated December 23, 1982.

The motion passed 6 - 0.
SMALL AREA PLANS
Mr. Truesdell stated the details of the Comprehensive Plan limit itself to more of a
general land use. He has begun. to look at some small areas of the plan
which he feels should have a more indepth study. He is trying to look ahead.
The five areas he has identified are:
1) The Town Center
2) Buffalo Grove Manor
3) Busch/Weiland Corridor
4) Busch/Aptakisic Corridor
5) Aptakisic South
He would like to develop. a plan, such as the Town Center, for other smaller
areas in the planning area of Buffalo Grove. His basic intent is to lay out
a proposed road pattern so that if the Village were to consider development
there would be a plan to relate to the rest of the area.
Commissioner Glover questioned whether there was a real advantage to do this.
He felt it could be changed when a developer came in.
Mr. Truesdell felt some goals should be set so there is a plan when a developer
comes in.
Commissioner Sheldon felt perhaps when a developer approached the Village
it would be advisable to have a plan with the surrounding -development
immediately available. Probably a change in procedure concerning these small
areas might be something to consider. She felt time and money would be spent
and these plans would be changed at a later date.
Commissioner Goldspiel stated the Village was in a new phase because of a
new stage in planning, one of filling in the gaps. Instead of a plan with
the annexation, sometimes it is an advantage to annex and plan later. This
approach is better suited to having a plan in advance. By doingthis some
of the other planning tools can , e brought to bear. He felt it would be a
good idea to do these five areas one at a time putting the Town Center lowest
on the priority list.
Commissioner Glover suggested having some rules or footnotes listed, some
goals and objectives for these properties.

Mr. Truesdell stated what he was looking at was laying out some type of street
pattern.
Commissioner Glover stated what was proposed tends to lay streets out on a
lot line basis. Mr. Truesdell stated that it is still something that should be
looked at. Even if it would change, at least we are forcing ourselves to
think about it.
Commissioner Kaszubowski favored having an informal type of plan that could
be used as an overview when an area comes in for development. She would not
want it to be there and then have to hope someone can develop around it.
Commissioner Goldspiel felt, regarding the objection to having a public
hearing on this, the purpose of the public hearing is to protect the rights
of everyone.
Commissioner Sheldon considered this planning more of a reminder to the
Village to look for things.
Commissioner Kaszubowski felt it would be more beneficial at the time when
a developer approached the Village and staff pointed out items to consider
in planning.
Commissioner Reid would like to maintain the flexibility of how these small
lots will be developed. She would like to see it go into an addendum of the
Comprehensive Plan.
Commissioner Goldspiel suggested viewing what is proposed as being the begin-
ing of the review of the Comprehensive Plan as required to these areas.
At that time the Plan Commission can decide what it wants to do to it.
Mr. Truesdell stated it could be looked at as a working file, no more than
that for now and at some later date used as a revision.
The Plan Commission was polled as to whether to continue any discussion of
this subject. Yes meaning they wanted to continue.

The poll was 5 - 1 favorable.
The Commission was polled as to whether they wanted Mr. Truesdell to give
them a more complete projection at a future meeting. Yes indicating they
wanted him to proceed.

The poll was 5 - 1 favorable.
It was the consensus of the Plan Commission that Mr. Truesdell would do
some work on this and bring it back to the Commission.
FUTURE AGENDA
February 2, 1983 will be the public hearing on the Johnson property and a
review of the Schwaben Center sidewalk.
February 16, 1983 - As of this date there is nothing planned for this meeting.
Commissioner Sheldon questioned Mr. Truesdell if there had been any move by
the Village Board or anyone to pull out some of the file to review the
traffic study to ease the situation at the new Jewel/Osco.
Mr. Truesdell did not know if it could be done at thispoint. .Part of the
annexation agreement was that they were to construct a traffic signal at
their entrance on Route 8. Perhaps this is the time to contact IDOT for
traffic study. Mr. Tri.ecdpll will look into it.

Moved. Ly Commissioner Glover, seconded dy Commissioner Kaszubowski to
adjourn the meeting. Chairman C ieds adjourned the meeting at 9:09 P.M.
