1981-07-01 - Plan Commission - Minutes REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Village of Buffalo Grove Comprehensive Plan Amendment. July 1, 1981 Chairman Shields called the Regular Meeting to order in the Municipal Build- ing, 50 Raupp Boulevard, Buffalo Grove at 7:30 P.M. Commissioners Present: Chairman Shields Mr. Goldspiel Mr. Button Mrs. Reid Mrs. Kaszubowski Commissioners Absent: Mrs. Sheldon Mr. Davis Mr. Shifrin Mr. Glover Also Present: Mr. J. Truesdell, Village Planner Mrs. I. Park, .Staff Planner APPROVAL OF MINUTES None COMMUNICATIONS None COMMITTEE AND LIAISON REPORTS None Chairman Shields closed the regular meeting at 7:31 P.M. Chairman Shields reconvened the regular meeting at 7:55 P.M. BUFFALO GROVE COMPREHENSIVE PLAN AMENDMENT Commissioner Goldspiel moved recommending to the Village Board adoption of the Village of Buffalo Grove Land Use and Policy Plan, also known as Master Plan, subject to correction by the staff in accordance with discussion at the public hearing and also in accordance with recommendations submitted. Comm- issioner Reid seconded the motion. - 2 - Discussion Commissioner Reid - Regarding the Land Use and Policy Plan, I would like to know if the Plan Commission agrees to Master Plan as a title? Mr. Truesdell - It has to be called the Master Plan. TheCo r Comprehensive Plan title includes much more material than is presented here. AYES: Commissioners Goldspiel, Button, Reid, Kaszubowski NAYES: None ABSTAIN: None ABSENT: Commissioners Sheldon, Davis, Shifrin, Glover The motion passed 4 - 0. FUTURE AGENDA Mr. Truesdell - On July 15, 1981 we will have a public hearing on the B-5 Ordinance; a workshop on the Schwaben Center; a workshop on the Callaghan/Ross property and some discussion of the Wheeling/Buffalo Grove boundary agreement. ADJOURNMENT Commissioner Goldspiel recommended adjournment with Commissioner Button seconding. Chairman Shields adjourned the meeting at 8:04 P.M. Commissioners Present: Chairman Shields Mr. Goldspiel Mr. Button Mrs. Reid Mrs. Kaszubowski Commissioners Absent: Mrs. Sheldon Mr. Davis Mr. Shifrin Mr. Glover Also Present: Mr. J. Truesdell, Village Planner Mrs. I. Park, Staff Planner • Mr. Truesdell briefly went through the Comprehensive Plan land use map. Commissioner Goldspiel felt there were two issues that the Plan Commission might want to consider. The first on Page 17 of the Land Use and Policy Plan under Libraries. There is an absence of a library facility in Buffalo Grove and he felt there is a need to have some type of facility in the Village that will eventually work into a library. He fel, it should be pointed out that other libraries are inconveniently located to the Village. Commissioner Reid - With the completion of their new facility the Indian Trails Library District may feel it is in their best interest to -serve Buffalo Grove from one locality. Commissioner Goldspiel - I feel that a library is an essential part of the community even if it is only a branch, a drop off or something that is open occassionally. Commissioner Reid - Maybe such a statement should be put in the section titled Problems and Deficiencies on Page 47 after the last paragraph. We could point out that there is space and it would be an asset to our community to have access to library services within the Village, preferably centrally located. The Plan Commission agreed. Commissioner Goldspiel - My second and final point is in regard to Commercial Policies on Page 61 Numbers 1 and 2. This was fine as long as we were think- ing of a Village Center in terms of a major area that we would not have any- where else. Now that the Village Center is beginning to shape up as a shopping center, I do not know if those statements are still appropriate. I think we - 2 - should reconsider that language and put them on the same footing as any other kind of a commercial development. Commissioner Kaszubowski - The failure of the Jewel could cause the failure of the Town Center as well. Commissioner Button - We are talking about developing something that would draw traffic from the center. There are good and sufficient reasons not to have additional commercial activity on Dundee Road. The more I think about I it the more I agree with you. (Commissioner Goldspiel) Mr. Truesdell - Could we say we have identified commercial property on the Master Plan and we should encourage it in those areas. That is the place where they should be put. We have sufficient commercial to support the type of population for our Master Plan. Commissioner Goldspiel - We could say future development of neighborhood commercial centers shall be compatible with the development of the Village Center. The Plan Commission agreed to the change. There were no representatives of the public or public agencies present to be heard Commissioner Goldspiel moved adjournment of the public hearing with Commissioner Button seconding. Chairman Shields adjourned the public hearing at 7:52 P.M.
