Chairman Sheldon called the Regular Meeting to order in the Municipal Build-
ing, 50 Raupp Boulevard, Buffalo Grove at 7:37 P.M.

APPROVAL OF MINUTES
Commissioner Reid moved approval of the August 19, 1981 Regular Meeting
minutes. Commissioner Davis seconded the motion. Page 1, paragraph 6
change zones to districts and add at the end of the paragraph The Village
could not monitor the funds so a holdharmless clause was put in. Paragraph $
add Commissioner Goldspiel stated there had been a change of law and as far
as he knew there was not a misappropriation. Page 2, paragraph 2 change advise
to advice. Page 5 paragraph 5 change sentance to sentence. Paragraph 10
change to replied that a reverse corner lot is when the 'rear yard of one home
faces the side yard of another home.
COMMIMS REPORTS
Commissioner Reid attended the Village Board meeting of August 31, 1981. At
that meeting a public hearing was held on the Tax Levy Ordinance.
TOWN CENTER
Mr. Truesdell stated that this development will be before the Village Board on
Monday September 14, 1981. There will be a workshop to discuss their problems
obtaining money for the project. Mr. Eisenberg called Mr. Truesdell on
`/ September 9, 1981 to inform him that he would like to postpone the meeting with
the Plan Commission on the sign package until after his meeting with the Village
Board.
Commissioner Davis stated his dissatisfaction with the Town Center builder's
ability to obtain money and felt that if Buffalo Grove granted him an IRB that
other builders would approach Buffalo Grove with the same request.

Chairman Sheldon replied that their problems were caused by:
1) present high interest rates
2) the increased cost tacked on the project due to additional
Village requirements
3) because they are the first builder to bear the up front cost of the
Village Green.
Commissioner Goldspiel stated that he thought the Village Board was thinking of
doing away with the Village Green and this was a significant alteration of the
Town Center Plan.
Commissioner Button felt that the Village Board was not talking about doing
away with the Village Green but delaying development of it until the project
was further along. It was agreed that the Village Green was an essential part of
the plan as approved, and if it were changed, the developer should be returned to
the Plan Commission.
TRANSPORTATION COMMISSION
Commissioner Goldspiel stated that Mrs. Clayton was involved with mayors of
other north suburban communities trying to reach some resolution on the RTA
crisis.
SCHWABEN CENTER
Mr. Truesdell stated that the final plat of subdivision had been reviewed by
the staff. The plat did not have the building line on it. It is a special use
and there is no specific setback, it is an R-7 use. It was
added to the plat. You will see that there is a 10' easement for the water
main coming in off Weiland Road. They had to angle its direction to reflect
where the water has to come in. This change is reflected on the mylar copy of
the final plat. There was some question regarding engineering. They are pro-
viding on site detention and a fire hydrant. According to our engineer,
Mr. Kuenkler, all engineering problems have been resolved. Other than these
items it has met all of the requirements.
Commissioner Kaszubowski moved recommending to the Village Board approval of
the final plat of subdivision of the Schwaben Center dated August 20, 1981.
Commissioner Davis seconded the motion.

The motion passed 6 - 0.

ZONING ORDINANCE
Mr. Truesdell stated that at the last meeting the Plan Commission went through
the first four articles of the Zoning Ordinance and he was still working on the
Commission's suggestions.
ARTICLE V
Mr. Truesdell stated that this Article had not been changed.
Commissioner Goldspiel suggested that the wording in Section 1 "from the date
of the approval of this ordinance" be reworded possibly to adoption of the
original ordinance
Mr. Truesdell has written the Village Attorney on this but has not received a
reply as of this date.
ARTICLE VI
Mr. Truesdell stated that the Plan Commission discussed this Article in
February or March. Sections One through Four deal with Special Uses in a general
manner. He left blank the areas that referred to either the Zoning Board of
Appeals or the Plan Commission. It was his feeling the entire section should
be referred to the Plan Commission. This is dealing with special uses and they
have an impact on the Comprehensive Plan. The Commission agreed the Plan Commission
should hold. these hearings.
Section 5 - Planned Unit Development
Mr. Truesdell stated this section was rewritten. The procedural section was
changed only to a small extent
Commissioner Davis expressed his concern regarding the scheduling of a. public
hearing before the Plan Commission has had a chance to review the preliminary
plan of a development.
Mr. Truesdell stated that by the time you get to a public hearing we have a
preliminary plan.
Commissioner Goldspiel asked if the PUD shouldbe put in a section by itself.
Mr. Truesdell replied that Illinois State Statutes require PUD's to be
Special Uses.
Commissioner Goldspiel felt that on Page 35 where requirements are stated an
additional requirement should be added for a survey of existing trees.
Commissioner Glover felt that should be put under Section B-1.

Mx. Truesdell stated that Pages 37 and 38 were not changed.
3. 4 C Status of Preliminary Development Plan After Approval
Commissioner Goldspiel asked if the 60 days stated in this section for adoption
of an ordinance was enough time and what would happen if the Board did not adopt
the ordinance.
Mr. Truesdell stated he would check into this.
5. 5 C Application for Approval of Final Development Plan.
Mr. Truesdell stated that this section sets down very specific requirements for
final approval of a preliminary plan.

Commissioner Goldspiel asked if the sentence "The grant or denial of approval of
the final plan shall in cases arising under this paragraph, be in the form and
contain the findings required for a recommendation on an application for approval
of a preliminary development plan set out in Paragraph 5.2 of this Article. " is
something that the Plan Commission should be doing.
Commissioner Kaszubowski The only thing the Village Board gets is a motion but
we should preface that motion or_make part of that motion finding of fact.
Mr. Truesdell said he would check with the Village Attorney on this.
5.5 H
Commissioner Goldspiel - Regarding the sentence "In the event the Board of
Trustees has failed to so provide in the Ordinance approving the preliminary plan
and establishing the planned unit development, said Board shall within 60 days
adopt an ordinance repealing the planned unit development district " wanted
to know what happens if the Board does not adopt an ordinance.
Mr. Truesdell stated that he would check into this.
5.7 A L - General Standards
Commissioner Button asked if the phrase "Unless unusual conditions are present
which allow effective planning upon a smaller site" was in the original ordin-
ance.
Mr. Truesdell stated Section 5.7 was completely redrafted.
After some discussion it was determined that the phrase would be left out.

5.8 A - Residential Land Use Standards
Mr. Truesdell stated that this relates to the Comprehensive Plan.
5. 8 B - Incentives -- Solar Energy Incentives
Mr. Truesdell stated that this was a major addition to the ordinance.
Commissioner Goldspiel suggested that the Plan Commission should determine whether
incentives were met and how incentives were calculated should be clarified.
After some discussion it was determined that the Solar Energy Incentives section
would be further clarified.
5.8 C 1 - Open Space Standards
Commissioner Goldspiel asked if the Village had any problems with this point.
Mr. Truesdell stated that they had not had any problems with it.
Chairman Sheldon expressed her concern with the Village setting minimum acreage
for school sites.
Commissioner Goldspiel stated that there were two different sets of standards,
1) for two story schools and 2) for one story schools.
Mr. Truesdell stated that the standards that the National Education Association
puts on is eleven acres and our Ordinance provides for eight acres.
5.8 - G - Greenbelt Circulation
H - Public and Private Open Space Requirements
Commissioner Button felt these two sections should be reworded.
5. 10 A - Office and Industrial Planned Unit Developments
Commissioner Goldspiel felt that the word "Purpose. " should have the period
dropped after it.
FUTURE AGENDA
Mr. Truesdell stated that at the September 16, 1981 meeting the Plan Commission
would be discussing 1) Articles VII and VIII of the Zoning Ordinance and 2) possibly

ADJOURNMENT
Commissioner Davis moved adjournment with Commissioner Button seconding.
Chairman Sheldon adjourned the meeting at 9:08 P.M.
