1981-09-16 - Plan Commission - Minutes REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Zoning Ordinance Review Articles VII and VIII September 16, 1981 Chairman Shields called the Regular Meeting to order in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove at 7:32 P.M. Commissioners Present: Chairman Shields Mr. Goldspiel - arrived at 7:36 P.M. Mrs. Sheldon - arrived at 7:35 P.M. Mr. Davis Mr. Glover Mrs. Reid Mrs. Kaszubowski Commissioners Absent: Mr. Button Mr. Shifrin Also Present: Mr. J. Truesdell, Village Planner APPROVAL OF MINUTES Commissioner Kaszubowski moved approval of the Regular Meeting Minutes of September 9, 1981 with Commissioner Davis seconding. Page 4 paragraph 8 change to Commissioner Kaszubowski felt the only thing the Village Board gets is a motion, we whould preface that motion or make part of that motion findings of fact. Approval was unanimous. COMMITTEE REPORTS Commissioner Kaszubowski attended the Village Board Meeting of September 14, 1981. She stated that at that meeting the Board 1) backed IR bonds for the Commerce Center, 2) there was a discussion on the golf course starting times, 3) there was a discussion on the Schwaben Center noise problem, 4) they the Appearance Commissionk recommendation not to allow a sign at Plaza Verde, 5) they turned down the Town Center developer's request for financial aid for their project.in the form of a special service district or reduction in the public improvements. ZONING ORDINANCE REVIEW ARTICLE VII Mr. Truesdell - The Zoning Board of Appeals met September 15, 1981. They have a particular interest in Article VII. They would like to have another opportunity to continue to discuss it at their next meeting on October 6th or 13th. They requested that the Plan Commission not discuss this article until they have given their report. - 2 - Section 2, 2. 1-Location of Accessory Buildings and Structures In response to a question from Commissioner Reid regarding problems with placement of accessory buildings, Mr. Truesdell replied that what the Ordin- ance does now is clear up the placement of accessory buildings. After some discussion it was determined to change the wording of Section 2. 2 to "should be located not closer than 3' from the interior lot line, not nearer than 5' of the rear lot line. In no case is any accessory building or structure o6be located on any easement. " CoH'i'issioner Goldspiel felt that 30% coverage of the required rear yard was too muc . Mr. Truesdell replied that he would look into it and get back to the Commission. Section 4 - Timing of Construction Mr. Truesdell - The way it is written now, an accessory building could be used for dwelling purposes. The Commission felt this was undesireable The Commission agreed that a period would be placed after "accessory" in the second line of the first paragraph and the rest of the sentence would be de- leted but the definition for accessory buildings would state that no residential uses are allowed. ARTICLE VIII Mr. Truesdell - We tried to reorganize the parking section. We redid the parking standards and put loading in a separate section by itself. Section 2 - 2.2 - General Provisions - Parking and Loading Commissioner Davis commented that there are a number of circular driveways in the Village. Mr. Truesdell - They are zoning violations. Commissioner Reid stated there can only be one crossing or connecting of a drive or a roadway per lot. I do not think that that would saddle us with being in violation of what is being done. I think those double curb cuts were made after occupancy. They were not put in by the builder. Buffalo Grove Plan Commission Regular Meeting September 16, 1981 - 3 - 2.3-Extent of Control Mr. Truesdell stated that he would change the wording of the "effective date of this ordinance" in response to a question from Commissioner Goldspiel. He further stated that Page 60 was the same as the current ordinance. 2.5 - Permissive Parking and Loading Spaces. After some discussion it was determined that the wording "without authoriza- tion by the Village Board of Truestees" would be put in a separate sentence and moved up earlier in the paragraph. 3.2-Joint Parking Facilities Mr. Truesdell - Previously there could be joint parking facilities. The total had to be the sum of combined uses. Now dual function parking may be permitted upon satisfactory evidence. 3.5 - Non-Residential Parking in Residential Districts Mr. Truesdell - This is the same as the previous Ordinance. 3.6 Design and Maintenance Mr. Truesdell - We have taken the table from the B-5 Ordinance and will be placed in the Municipal Code. Page 64 Mr. Truesdell - There is no change on this page. 3.7, D - Location of Parking Areas Commissioner Goldspiel felt the comma after shall should removed. The Commission concurred. D - Access (Page 64) Commissioner Reid pointed out that the word interfere in the third line, paragraph 1 was not complete. 3.6 Mr. Truesdell - The whole section on Construction Standards for Pavements has been taken out and will be replaced in the Municipal Code. 3.7, B - Location of Parking Areas Commissioner Goldspiel felt that the second sentence under B does not say what it means. Buffalo Grove Plan Commission Regular Meeting September 16, 1981 - 4 - After some discussion it was determined to leave the second sentence out. 3.8 Parking Mr. Truesdell - This is the Recreational Vehicle section minus some of the definitions. B, Parking or Storage of Recreational Vehicles Commissioner Davis replied that he has seen many pop-ups and boat trailers parked on the side/front of lots, on the ground, with weeds growing up around them. He felt there should be a requirement to put gravel under- neath them. Commissioner Reid stated that if a complaint is filed we have it covered in the Ordinance already. After some discussion it was determined that you should not require gravel put under a vehicle. Section 4 - Schedule of Parking Requirements 4.3, D - Residential Uses After some discussion it was determined to change the wording to Dormitory, Boarding House. 4. 5, D - Transportation, Communication and Utilities Commissioner Goldspiel asked- how this section worked out in terms of practicality. Mr. Truesdell replied he reviewed a number of ordinances regarding this issue. Buffalo Grove's standard is a little more restrictive than most but it works out. 4.7, B - Services and Institutions After some discussion it was determined to change the word "lane" to "teller station or customer service area". 4.8 - Cultural Uses, Entertainment and Sports D - Theater Mr. Truesdell stated that staff felt the 2.5 seats may be 3 or 4 seats. The Commission decided to keep it as 2.5. Buffalo Grove Plan Commission Regular Meeting September 16, 1981 - i - 5 - F - Amusement Park, Golf Driving Range, Miniature Golf, Kiddie Park After some discussion it was determined that "Golf Driving Range" would be taken out. 4.6 Commissioner Reid suggested that there should be a section included in 4.6 for drive in restaurant facilities. Mr. Truesdell will look into it. Section 5 - Off-Street Loading and Unloading Facilities Mr. Truesdell - It is the same as before. She construction standard is taken out and will be put in the appropriate section of the Municipal Code. G - Loading Berth Design - Description H - Loading Berth Location In response to a question from Commissioner Goldspiel, Mr. Truesdell suggested saying loading spaces open or enclosed. He would check into the Ordinance to see where the word berth was used and get back to the Commission Commissioner Goldspiel felt the Ordinance should say something about screen- ing regarding the loading zones. Mr. Truesdell stated he would look into screening. FUTURE AGENDA The next meeting of the Plan Commission will be on October 7, 1981. ADJOURNMENT Commissioner Davis moved adjournment with Commissioner Kaszubowski seconding. Chairman Shields adjourned the meeting at 9:00 P.M.
