Articles IX, X and XI
October 21, 1981
Chairman Sheldon called the Regular Meeting to order in the Municipal
Building, 50 Raupp Boulevard, Buffalo Grove at 7:34 P.M.

APPROVAL OF MINUTES
Commissioner Kaszubowski moved approval of the Regular Meeting minutes of
September 16, 1981 with Commissioner Reid seconding. Page 1, paragraph 2
change overrulled to overruled, delete IR bonds and add special service
district or reduction in the public improvements; Page 2, paragraph 2
delete paragraph and add After some discussion it was determined to change
the wording of Section 2.2 to "should be located not closer than 3' from
the interior lot line and not nearer than 5 ' of the rear lot line. In no case
is any accessory building or structure to be located on any easement. ";
Page 3, paragraph 5 delete that to all Districts and add will be placed in
the numicipal code. " Page 4, paragraph 3 add after Davis replied and change
hitches to trailers; paragraph 5 change could to should.
COMMITTEE AND LIAISON REPORTS
Village Board Meetings
Chairman Sheldon attended the October 5, 1981 Village Board Meeting where
the new Ken Tucker plan for the Jewel/Osco on the Henderson property was
discussed. She felt the plan was unacceptable as presented.
Commissioner Reid attended the October 12, 1981 Village Board Meeting at
which the Comprehensive Plan was discussed. There were some changes
involving the golf course and commercial sites around the Town Center.
Commissioner Goldspiel attended the October 19, 1981 Village Board meeting
where the Schwaben Center noise problem was discussed along with a variation
Of the flood plain ordinance for the new park on Lake Cook Road.

Transportation Commission
Commissioner Goldspiel stated that the Transportation Commission is going
to embark on the promotion of a monthly pass. They have also contacted
Nortran regarding the changes in the train schedule as they pertain to
the bus schedule.
ZONING ORDINANCE - ARTICLES IXZ X AND XI
Mr. Truesdell briefly reviewed his memo of October 2, 1981 to the Plan
Commission titled Zoning Ordinance Update - Articles IX, X and XI.
Commissioner Goldspiel felt that if the special spacing of detached buildings
in the R8 or R9 District was eliminated, the Village would be without controls.
He felt it would be more prudent to leave this in.
Mr. Truesdell replied the R9 District requires that a single family develop-

ARTICLE IX - Residential Districts
Page 77 - Minimum Lot Areas
Commissioner Glover felt that the mathematical signs should be replaced
with terms for "greater than" in the tables.
In response to a question regarding Inner Courts from Commissioner Goldspiel,
Mr. Krug replied that there is a fire problem with them and they tend to
collect garbage.
Mr. Truesdell stated that he would look into the reason for elimination
of Inner Courts. He further stated that there was a definition of inner
courts on Page 8 of the Zoning Ordinance.

In response to a question from Commissioner Goldspiel, Mr. Truesdell replied

minimum or maximum requirements.

In response to a question from Commissioner Goldspiel, Mr. Truesdell stated
the terms 'public parking areas" and 'garages" referred to any garage open
to the public.

Page 80 - Floor Area Per Dwelling
Commissioner Goldspiel felt the figures should state whether they are
minimum or maximum requirements.
Page 80 - Outer Court Standards
Commissioner Goldspiel felt the word, "and" should be added between court
and not less than.
Page 81 - Section 6, 6. 1 K
In response to a question from Commissioner Goldspiel, Mr. Truesdell replied
that he would research the proper terminology for this section and get
back to the Plan Commission.
ARTICLE X - Business Districts
Mr. Truesdell stated that staff has put in the fencing requirements along
with the landscape in the buffer areas in the B1, B2 and B3 Districts. He obtained a
definition for nursery schools from the Illinois Department of Public Health.
It refers to a nursery school as a child care center. On Page 87 nursery
school was deleted and on Page 85 child care center was entered. Bl and
B2 have not been changed. The special uses have been specifically listed.
Commissioner Glover questioned why Art Galleries are not allowed to be on
the ground floor within 50' of the street. Mr. Truesdell replied that the
term could be eliminated.
Page 89 -(back side) 2.9 Transitional Yards
In response to a question from Commissioner Reid, Mr. Truesdell replied
that the fencing requirements were put in here to insure adequate screening.
If someone did not want a fence they could seek a variance. After some
discussion i�t daoided that Mr. Truesdell would reword this section allowing
fin L&mm"iss ony as to the type of required screening and bring it back to the

Commissioner Goldspiel felt that drive-in restaurant facilities should be
moved to the B2 section.
Mr. Truesdell stated that it was illegal to exclude drive-in facilities
altogether. He would go over it with the Village Attorney and come back
to the Plan Commission with the results.

3.2 Permitted Uses
Mr. Truesdell stated that Section 3. 2 should be changed to Section 3. 4.
Page 96 - B
Commissioner Goldspiel felt the sixty (60) day period was not long enough.
Mr. Truesdell stated that some time limits are required by state statute.
He would review it with the Village Attorney and get back to the Plan
Commission.
Page 97 - G
Mr. Truesdell stated that after the word Article "XVI" should be inserted.
Page 99
In response to a question from Commissioner Glover regarding required fencing,
Mr. Truesdell stated that the intent was that the Village wanted a solid
screening fence although not necessarily stockade. It could be changed to say
a'ommolid.s reeving fence to be determined as appropriate by the Appearance
Section 5 - B-4 Business Services and Wholesale Districts
Mr. Truesdell stated there was not any change in this section.
Commissioner Glover felt that"ear wasH' should be defined as a facility
where you can only wash one car at a time and be placed in the B-3 section.
He felt that "auto laundry" should be defined as a facility where you can
wash more than one car at a time on a conveyor mechanism and should be
placed in the B-4 section.
Page 101 - Pattern Making
Chairman Sheldon questioned putting this title in this section when it is
also listed in Page 102. After some discussion it was determined to eliminate
the term "pattern making" on Page 101.
Page 106 - 2 Commercial/Recreational
The Plan Commission agreed the term Child Care Center should be placed in
this section.
Mr. Truesdell stated that the parking requirements have been taken out of
this section and put in Article VIII.
Page 109 - 8
Commissioner Goldspiel felt the 100' height of a building was too tall.
He suggested that it should be a special use.

In response to a question from Commissioner Goldspiel regarding the statement
"or two paved areas" Mr. Truesdell replied that he would research this and
get back to the Plan Commission.

In response to aquestion from Commissioner Goldspiel regarding the term

instead of the administrator.

In response to a question from Commissioner Goldspiel regarding the phrase
"Preliminary Development Plan except for the development schedule (14)
and rrth��err statement on variations (16)", Mr. Truesdell stated he would

After some discussion it was suggested by Commissioner Reid that this
section be put in the front of Article X so that the Town Center is developed
according to the goals and objectives as so stated.
ARTICLE XI
Mr. Truesdell stated there are no real changes in this Article. Staff took
out the building variations and put them in the variation section.
Page 134 - 1.3 A and Page 137 - 2.3 D
Commissioner Goldspiel stated these are not residential PUD's. They are
office or industrial PUD's.
Mr. Truesdell replied that they can be referred to the appropriate sections
in the PUD Ordinance.
Page 139 - 2.8 Off-Street Parking and Loading Facilities A
After some discussion it was determined to change the wording to "Off-Street
parking and loading facilities must be in accordance with Article VIII of
this ordinance. "
STAFF REPORT
Mr. Truesdell stated that on October 13, 1981 he had a meeting with the

Zoning Board of AAppeals. They discussed the accessory building section of
the Zoning Ordinance. They are putting some technical language together
for the Plan Commission which was discussed at a previous meeting. It
will be in their recommendation to the Plan Commission at the next meeting.
Mr. Truesdell will have a draft of the language for the variance section at
the next meeting. The Zoni Board of Appeals' discussed the special use
section in general and they 1) disagree with the Plan Commission and feel the
Zoning Board of Appeals should be the one to handle special uses and 2)
They want to have authority for commercial special uses in a residential district.
FUTURE AGENDA
Mr. Truesdell stated the next meeting will be November 4, 1981 at which
the Zoning Ordinance will be discussed.
November 18, 1981 there will be a public information meeting on the Compre-
hensive Plan and possibly a workshop on the Jewel/Osco for the Henderson
property.
ADJOURNMENT
Commissioner Goldspiel moved adjournment with Commissioner Glover seconding.
Chairman Sheldon adjourned the meeting at 9:45 P.M.
