Chairman Shields called the Regular Meeting to order in the Municipal
Building, 50 Raupp Boulevard, Buffalo Grove at 7.40 P.M.

APPROVAL OF MINUTES
Moved by Commissioner Kaszubowski, seconded by Commissioner Goldspiel to
defer the January 6, 1982 Regular Meeting Minutes. The vote was unanimous.
Commissioner Button read a letter of resignation which he would be submitting
to the Village President.
DEVELOPMENT ORDINANCE
Page 1 16.10.020 - Purpose
Commissioner Goldspiel asked for an explanation of the phrase "this ordinance
is hereby made a part of the Official Plan".
Mr. Boysen was not sure how that was set up and would discuss it with the
Village Attorney and get back to the Plan Commission
16.10.030 - Jurisdiction
Regarding the 1-1/2 mile boundary outside the Village limits Commissioner
Goldspiel asked if this ordinance was in effect in that area. Mr. Boysen
replied yes.
In response to a question from Commissioner Goldspiel, Mr. Boysen replied
the Village has the power to prescribe streets, sewers, etc. in that 1-1/2
mile area. After some discussion it was determined that Mr. Boysen would
go over this with the Village Attorney.

In response to a question from Commissioner Goldspiel, Mr. Boysen replied
that you cannot subdivide with 1-1/2 mile radius of Buffalo Grove without
its approval.
16. 10.01F0 - Interpretations Paragraph C, line 4
Commissioner Goldspiel pointed out that there is a comma that does not belong
after "prepared,". Mr. Boysen would take care of it.
16. 10.050 - Scope
Line 3 - Commissioner Kaszubowski pointed out that it says "exept" and should
say "except".
Page 3 - Line 3 - Commissioner Kaszubowski pointed out that the word judge-
meat was misspelled and should be corrected.
16.10.0/0 - Variations and Exceptions Paragraph 2 Line 2
Commissioner Goldspiel felt there should be a comma after "opinion".
Commissioner Goldspiel asked for an explanation of "All requests for var-
iations shall be reviewed by the Plan Commission which may recommend a
variance to the Corporate Authorities. "
Mr. Truesdell replied that they would be varying the subdivision
regulations.
Mr. Boysea stated an example would be varying the street regulations that
usually comes up in the preliminary plan. The variation power is the same
as previously held.
16. 10. 110 - Definitions
Easements - Commissioner Kaszubowski pointed out there is a typographical
error in the first line. It should read "grant by" instead of"grant be".
Improvement - Commissioner Goldspiel felt it should read't hanging any of the"
instead of "Changing the existing" and he felt "as well as" should become "or".
Intersection Street - In response to a question from Commissioner Goldspiel,
Mr. Kuenkler stated that should read "Intersection, Street".
Street - In response to a question from Commissioner Goldspiel, Mr. Boysea
stated that street normally means the right-of-way, street intersection
normally means the intersection of two roadways.
In response to a question from Commissioner Goldspiel, Mr. Boysen replied
major streets would include highways and major streets. Roadways on the

Comprehensive Plan are knows as highwasy and major streets. From the stand-
point of design it makes very little difference, what is important is the
speed and volume of the road. There is no problem with this.
Parkway - In response to a question from Commissioner Goldspiel, Mr. Boysex
replied that normally there would be 1' between the sidewalk and the edge
of the right-of-way. It could read the area between the back curb and the
sidewalk or the back curb and the right-of-way.
Subdivision - Commissioner Goldspiel asked why it states that all multi-
family, business or industrial is a PUD. Mr. Kuexkler stated that is ix
error and will be reworded.
16.10.120 - Adoption by Reference L and N
Commissioner Goldspiel asked how someone's catalogue can be adopted as a
standard.
Mr. Kuenkler replied that certain specifications are being adopted as a
reference.
Mr. Boysex would check with the Village Attorney on this.
16.20.020 - Preliminary Plan Filing Procedure
Commissioner Kaszubowski stated that the ordinance is talking about the
concept plan and then jumps to the preliminary plan.
Mr. Boysex stated the concept plan was created from comments received
from the staff, from planning, the Village Manager and the Plan Commission.
The Commission had expressed a desire to make it simpler to move the frost
portion of the review submittal initiation process so we did not require the
full preliminary plan which is described ix the front section, but a concept
plan for which only a few items are required. AU we do with the concept
plan is look at it and give indications about it. The developer then can
go ahead but he has not been forced to make a large initial outlay.
Ix response to a question from Commissioner Kaszubowski, Mr. Kuenkler replied
that in paragraph B, line 2 it should be concept plan not preliminary plan.
The engineering fee ix the next paragraph should be ix another section.
Ix response to a question from Commissioner Glover, Mr. Truesdell stated the
clerk distributed the 30 copies of the concept plan. The first 20 go to the
Village Board, file, staff, Park District. The last 10 are distributed among
other staff members for review and comments.
Commissioner Kaszubowski voiced her feeling that as the ordinance states,
if any revisions are required, 20 prints of the revised plass will be required
21 days prior to the public hearing. She felt this should be strictly
adhered to. The Commission concurred.

16.20.040 - Preliminary Plax Approval Procedure A.2
Commissioner Goldspiel felt the word "essentially" is the wrong word there
and "adequate drainage" should be changed.
Mr. Boysen suggested stating that no plan will be approved unless it is
demonstrated that it is in conformance and the standards of this and other
ordinances of the Village can be met.
16.20.060 - Development Plan Requirements A.
Commissioner Kaszubowski pointed out that "but are" should read "but is".

Commissioner Button pointed out that "Engineer" should be gxgineer"

Ix response to a question from Commissioner Glover, Mr. Boysen stated the fee
is justified.

Ix response to a question from Commissioner Glover, Mr. Boysex stated the
main reason this was put in the ordinance is because of an engineering study
that was done. Basically we are televising sanatory sewers, occasio*ally
we do it on storm sewers. Commissioner Glover felt this vas excessive.
Ix response to a question from Commissioner Goldspiel, Mr. Kuenkler stated that
we are requiring easements for cable T V. Mr. Boysen would check with the
Village Attorney on this again.

16.30.050 - Streets A. General Design Criteria 5
In response to a question from Commissioner Kaszubowski, Mr. Boysen replied
that occasionally we get stuck with half streets and this would establish a
standard for them. He would review and revise the wording of this paragraph.
16.40.030 - Inspection of Improvements A, line 8
Commissioner Kaszubowski stated it should read "developer or contractor" rot
"of contractor".

Mr. Truesdell stated that at the February 3, 1982 meeting the last half of
the Development Ordinance would be discussed.
ADJOURNMENT
Commissioner Goldspiel moved adjournment, with Commissioner Kaszubowski
seconding. The vote was unanimous. Chairman Shields adjourned the
meeting at 9:30 P.M.
