Chairman Sheldon called the Regular Meeting to order in the Municipal
Building, 50 Raupp Boulevard, Buffalo Grove at 7:35 P.M.

APPROVAL OF MINUTES:
Commissioner Goldspiel moved approval of the Public Hearing Minutes of
January 6, 1982 with Commissioner Glover seconding. Page 2, paragraph 2,
change site to sight; paragraph 6 change cast to precast and after concrete
add shown on the building elevations; paragraph 9 after lengthened add
instead. Approval was unanimous.
Commissioner Goldspiel moved approval of the Regular Meeting Minutes of
January 6, 1982 with Commissioner Glover seconding. Approval was unanimous
with Commissioner Davis abstaining.
Commissioner Goldspiel moved approval of the January 20, 1982 Regular
Meeting Minutes with Commissioner Kaszubowski seconding. Page 2, paragraph
4+, "Judgement" was misspelled and should be corrected. Approval was un-
animous with Commissioners Davis, Reid and Krug abstaining.
COMMITTEE AND LIAISON REPORTS
Commissioner Davis attended the February 1, 1982 Village Board Meeting. They
discussed the North West Water Commission situation and reported on the fin-
ancing in process and the cost to build a water pipeline. . From a planning
standpoint he felt the Plan Commission should have been given enough infor-
mation as to the total cost of the program. Most of the people in this
Village will be put in the position where they will be able to pay their
monthly mortgage but not their water bills. In his discussions with
Messrs Brim and Balling he was informed it will cost 7,000,000 for im-
provements before the pipeline is built. The Village is looking at the
possibility of submitting water bills of 450.00 every two months for
Lake Michigan water to its customers. We need some industry in the Village

to help pay for those water bills. It will cost $67,000,000 to build a
pipeline to Evanston plus interest. Unless we find some way of bringing
more people into the Village to lower the cost we are going to be facing
a very serious situation. The Village should have issued revenue bonds
to build the recently approved Buffalo Grove Plaza shopping center to
help pay for the pipeline cost. Water bonds have to be sold next month
so that all the contracts will be in place by March or May 1st. They are
asking us to start up general obligation bonds because the Water Commission
is unable to sell their bonds because of the interest. Our Village Board
has not decided whether or not there is going to be a change in the real
estate taxes or the water bills.
Commissioner Goldspiel stated that the former Village Engineer, Arnold
Seeberg, gave the Plan Commission a thorough presentation on the water
problems and how they were going to solve them. It is a planning function.
It has been his understanding that when Buffalo Grove gets the Lake
Michigan water the water bills would double.
Commissioner Davis asked Mr. Balling what happens as development proceeds
and was told the greater the development the lower the cost of the water.
Commissioner Goldspiel felt a commercial development would not help that
much. He stated in 1973 Buffalo Grove could have frozen the development
or gone in the growth direction. Everything done was in a growth program.
This is based on a need to continue that growth. He couldn't see that a
particular development was going to accomplish that. It should be looked
at in the long term. Any kind of intensive water using facility couldn't
make it here.
Chairman Sheldon suggested that is would be prudent for the Plan Commission
to receive an update from the Village Manager and have him either come to
a Plan Commission meeting or give the Commission a written update. This
would be helpful in their roll as a Plan Commission.
Commissioner Goldspiel reported that Nortran came to the Village late in
January for a meeting and the Transportation Commission used that opportunity
to review their ideas. Nortran is working on those suggestions.
Chairman Sheldon noted that Arlington Heights was having a public hearing
tonight on McDonald's. She felt a member of the Commission should have
attended that meeting.
Commissioner Reid stated the Lake County Regional Planning Commission held
the last of a series of public meetings on their framework plan. They stated
it was not a zoning map that was being presented. At this point they have
not put together all the input from the various townships. Our comments
were well received. A difference of opinion surface over the fact that
Lake County has an Economic Development Committee and they have done some
projections. There is a corridor that goes up north through Fiore. The
Committee had not seen this map but would review it. Mrs. Park stated
that at Aptakisic and Route 22 the Lake County Commission is intent on keeping
acreage for estate planning, which represents 1/2 of 1 . We are asking to

have a suburban and estate mix. I feel we had a lot of support. We asked
that the record be kept open so that we could submit our Comprehensive Plan
when it becomes available. We were cordially invited to attend their next
meeting. It will be six or seven months before this plan comes together.
Chairman Sheldon stated that she requested of the Village President that at
the February 9, 1982 meeting a representative of Buffalo Grove deliver a
copy of the Master Plan to the Lake County Commission. We came away from
that meeting feeling we had made a small step forward.
DEVELOPMENT ORDINANCE
16.50 General Development Design Standards and '_SEecifications
16. 50.010 - General
In response to a question from Commissioner Krug regarding standard specifi-
cations, Mr. Boysen stated that we get all the latest editions of the speci-
fications for Road and Bridge Construction and Water and Sewer Main Construc-
tion in Illinois.
16.50.030 - Drainage and Storm Sewer System
D. Basic Design Standards
1. Design Flows
In response to a question from Commissioner Davis, Mr. Boysen stated that
Buffalo Grove requires all drainage to be captured on the site. In Cook
County you are required by the NW to have storm water detention.
4. Runoff Coefficient - a.
In response to a question from Commissioner Glover, Mr. Boysen stated that
the figures shown are somewhat conservative.
Mr. Kuenkler replied the figures are really for two specific types of surface.
You use both figures together.
11. Vacant Lot Drainage
In response to a question from Commissioner Davis, Mr. Boysen stated when-
ever development occurs that creates a lot, the developer is responsible.
10. Building Drainage
In response to a question from Commissioner Reid, Mr. Boysen stated that the

final outcome of their discussions on this matter was that we could require
that the sump pump be directly connected to the storm sewers. This means new
construction will be connected to the storm sewers but existing structures
will not be required to be connected to the storm sewers.
Commissioner Reid felt the ordinance encouraged the developers not to put
in sump pumps in the houses.
Mr. Boysen stated the Village Code requires one. If you had a slab on grade
you did not have to have a sump pump.
9. Storm Water Inlets - 3rd line
Commissioner Goldspiel pointed out that the word "runoff's" should be
"runoffs".
Commissioner Kaszubowski stated that sbe did not object to sump pumps but
did object to connecting them to the storm sewers as it was not economically
feasible.
17. Open Channels - b (iii)
In response to a question from Commissioner Davis, Mr. Boysen replied that the
underdrain's primary purpose is to dry out the condition of the soil.
Mr. Kuenkler stated that the depth of the water mains is 5', sanitary is
7' or 8' and storm sewers is 3' or 4'. There would be no freezing at these
depths.
Commissioner Davis congratulated Mr. Boysen on the excellent job done this
season keeping the streets clean of snow.

In response to a question from Commissioner Goldspiel regarding an open channel,
Mr. Kuenkler stated that it is basically a large swale.
E - Material Specifications
1. Sewer Pipe
In response to a question from Commissioner Goldspiel, Mr. Boysen stated that
we use PVC underdrain pipe now.
2. Sewer Pipe Joints - b
Commissioner Krug pointed out that the word "soluent" should be "solvent".

F - Inspection and Test
1. Clesniz g
In response to a question from Commissioner Krug, Mr. Boysen stated that the
cleaning is done by the developer.
In response to a question from Chairman Sheldon regarding time limits,
Mr. Boysen stated that this was covered in the earlier part of this
ordinance. It is required to be completed within 2 years. The time
could be shortened.
16.50.040 - Storm Water Detention Facilities
C. Basic Design Standards

In response to a question from Commissioner Glover regarding the fact that
this is the same as presently required, Mr. Boysen stated that yes it is.
In response to a question from Commissioner Goldspiel referencing Trustee
Schwartz's report to the President and Board of Trustees dated December 15, 1981
titled Development Ordinance Committee Report, Mr. Boysen stated that this
is a case where you have a pond. We require certain distances above the water
and certain distances down to have a small similar treatment.
We originally had the slope at 1:1. The steeper it is the less exposure to
sunlight and weed growth. A 2:1 would not be excessive in that case. It
all has to be developed to a 2:1 slope now.
3. - second sentence
In responce to a question from Commissioner Glover, Mr. Boysen stated that
we are not requiring it to meet our Park Donation Ordinance. It was deter-
mined that "park areas" be changed to "active areas"

Ia response to a question from Commissioner Davis, Mr. Boysen responded
that all ponds are to be provided with aeration equipment.
Commissioner Reid stated that the developers felt that that should be limited
to the size of the pond.
Commissioner Kaszubowski asked if the smaller ponds needed the aeration
equipment
Commissioner Glover suggested an exhibit would be helpful to clarify this point.

16.50.050 - Sanitary Sewer System
D. Basic Design Standards
1. Design Flows
In response to aquestion from Commissioner Golds iel Mr. Boysen stated

they felt these figures to be reasonable. They didn't feel that they
were so excessively high that it would be a cost burden.

In response to a question from Commissioner Goldspiel, Mr. Kuenkler stated
that those figures are the current requriements.
8. Lift Stations
In response to a question from Commissioner Goldspiel regarding alternative
sources of standby power for sanitary sewer facilities, Mr. Boysen stated
that there are two major connections. Re then went on to explain how the
emergency back up system would work.
16.50.060 - Water Distribution System
B. Basic Design Standards

1. System Extension - 3rd paragraph
Commissioner Goldspiel felt the last line should read "32 residential units
or 500" rather than'iand/or 500 feet"
G. Watermain Protection

In response to a question from Commissioner Goldspiel refering to Trustee
Schwartz's memo, Mr. Kuenkler stated that between the time of the development
of this ordinance and now the EPA has come up with an alternate so this is now
permitted. You can do it in lieu of the carrier pipe. It is intended to
keep the sewer from getting into the water pipe.
K. Disinfection
In response to a question from Commissioner Goldspiel, Mr. Kuenkler stated
that a corporation stop is that portion that connects your service connection
to the watermain.

16.50.070 - Pavements
3. Composite Pavement Strength
e. Commissioner Goldspiel pointed out that that section did not follow.
Mr. Boysen would rework it.
H. Sight Distances
In response to a question from Commissioner Goldspiel regarding the speed
limits, Mr. Boysen stated it is talking about what the projected speed might
be. He would review this section again.
M. Design of Pavement Thickness
Commissioner Davis questioned "Concrete pavement shall be reinforced
with 6" x 6", No. 6 steel fabric if required by the Village Engineer".
Mr. Boysen would look into that and clarify it.

In response to a question from Commissioner Goldspiel, Mr. Boysen stated
it is specified when you can start in the IDOT speicifications.
16. 50.090 - Sidewalks and Driveway Aprons
1. Sidewalks
In response to a question from Commissioner Goldspiel regarding the cost
differential between a 4' and 5' sidewalk, Commissioner Reid replied it is
about 135 a lot.
2. Driveway Aprons
F Forms
In response to a question from Commissioner Davis, Mr. Boysen stated the
reason for the statement is that 2 x 4's are typically used. We are saying
no 2 x 4's or smaller.
J. Protection from Low Temperatures
Commissioner Goldspiel pointed out that in the last sentence "damage" should
be "damaged".
16.50.100 - Street Lighting System

In response to a question from Commissioner Goldspiel regarding specifying
American Concrete Pole Company as a standard, Mr. Kuenkler replied that is
what we use in the Vill■ge. If you leave way for at alternate you would
have to stock it.
Commissioner Kaszubowski stated that it says "are to be as manufactured by".
That means if you have something equal to it,you can use it.
16.50.120 - Landscaping
d. Areas to be Graded and Sodded
In response to a question from Commissioner Goldspiel, Mr. Boysen stated
that in this section we are simply creating a definition.
Commissioner Goldspiel referred to Trustee Schwartz's memo on this point and
asked if hydroseeding was now allowed.
Mr. Boysen stated yes.
P. Areas to be Graded mad Seeded
1. Material - b and 3 Planting - a
In response to a question from Commissioner Goldspiel, Mr. Kuenkler stated
that in 1.b you specify the mix and in 3.a you are stating how it is to be
planted.
F. Trees NOT Allowed
In response to a question from Commissioner Goldspiel, Mr. Boysen stated that
this is just a list of the trees that were not allowed.
Commissioner Kaszubowski stated that it was not all inclusive.
Commissioner Krug felt this section should be left out and only the trees
that are allowed to be listed.
I. Requirements for Planting Trees and Shrubbery
In response to a question from Commissioner Goldspiel, Mr. Boysen stated
that normally we do go out to the nursery and tag the trees.
Mr. Kuenkler stated that the intent is that the tag should remain on the
tree until it is installed in the parkway.
16.50.130 Lot Grading

B. Lot Grading
Commissioner Goldspiel pointed out that in the last line, 2nd paragraph
"than onle lot" should be "than owe lot".
Commissioner Goldspiel refered to Trustee Schwartz's memo regarding a 10p
slope of a driveway. He felt this was too steep. After some discussion it
was determined to leave it at 8p and allow a variance.
16.50.150 - Parking Lots
A. General
Mr. Davis asked Mr. Boysen to check to make sure that there is no conflict
between the Zoning Ordinance and the Development Ordinance.
Mr. Kuenkler stated the reason is that the Zoning Ordinance establishes
the amount and this Ordinance establishes the construction.
4. landscaping Islands
Commissioner Davis pointed out that in the recent approval of the Buffalo
Grove Plaza we did not require islands on the ends of the parking spaces.
7. Striping
Commissioner Davis stated that yellow is a warning color. He felt "fire
lanes" should be painted red or bright orange.
16.20.090 Final Plat Requirements
Commissioner Goldspiel refered to Trustee Schwartz's memo on this section.
Mr. Kuenkler stated that it originally read that surveyors markers shall be visible
when occupancy occurs and prior to final acceptance. Sometimes you can get
lots occupied prior to finished grading and sodding. We have eliminated
that situation and occupancy is at the time of final acceptance.
Commissioner Davis moved that the Public Fearing for the Development
Ordinance be held on March 3, 1982 based on the fact that revisions of the
plan► will be submitted to the Plan Commission two weeks prior to the Public
Hearing and that a copy of the revised development plan will be available for
scrutiny in advance of the hearing by any developer who wishes to attend.

CHAIRMAN'S REPORT
Chairman Sheldon suggested that the Commissioners try to seek out people
who would be interested in serving on the Plan Commission to fill the seat
left by Mr. Button's absence. She also requested that an application form
be inserted in each of the Commissioner's packets for the next meeting.
