January 7, 1981
Chairman Shields called the Regular Meeting to order in the Municipal Building,
50 Raupp Boulevard, Buffalo Grove at 7:40 P.M.

FINAL PLAT OF SUBDIVISION-BUFFALO GROVE COMMERCE CENTER, UNIT I
Mr. Truesdell - The staff has reviewed the plat. Previously concern was ex-
pressed by the Ridgewood and Northwood Subdivision homeowners regarding access
to their subdivision via Armstrong Drive. Agreement has been reached on an
effective intersection design which would limit industrial traffic on Armstrong
Drive. The Horatio Gardens homeowners were concerned about hazardous wastes.
We do have our own performance standards and the developers have submitted
restrictive covenants. The developer does have to meet all the standards
and regulations of the Village.
Mr. Freedman - There are areas, primarily in appearance,that we want to be more
restrictive. At the request of staff we are putting a provision in the covenant
that it could not be amended without the Village Board's approval.
Mr. Kuenkler - When we met with the representative of the homeowners he had
expressed concern regarding a restrictive covenant for Lots 40 and 41. For
access onto Armstrong Drive we would like a restrictive covenant for Lot 1
for access onto Lake Cook Road.

Mr. Freedman - We will do it if you want, but it could cause problems at a
later date. We do not agree with the homeowners that we should restrict
access from Lots 40 and 41.
Mr. Badalamenti - Regarding the limited access on Pauline Avenue, we had
asked that prior to approval of your plan we would be shown plans to terminate
Pauline.
Mr. Pissot - That is covered on our next phase and will be presented at
that time.
Commissioner Button moved that the Plan Commission forward to the Village
Board with its recommendation for approval the plat of Unit I, Buffalo Grove
Commerce Center revised December 22, 1980 subject to:
1. Addition of a restrictive covenant prohibiting access to
Armstrong Drive from Lots 40 and 41.
2. Addition of interior angles on boundaries.
3. Signing of the plat by the private utilities, owners, and
notaries.
4. Show scale graphically.
5. Creation of a reproducible linen for recording in Cook County.
Commissioner Reid seconded the motion.
Mr. Freedman - I did not understand that restrictive covenants prohibiting
access to Armstrong Drive from Lots 40 and 41 was a staff recommendation
rather that it was a suggestion. Our inclination is not to do it.
Mr. Kuenkler - In our conversation with the homeowners representative, he
was not hard fast on that.
Commissioner Button - I amend the motion to delete item one but to provide
turns only to the east. Signing to prohibit movements from Lots 40 and 41
to the west on Armstrong.
Commissioner Glover - '1Vo Truck"signs at the western boundaries of the
development should be sufficient.
Mr. Freedman - We are agreeable to signs prohibiting truck traffic turns to
the west from Lots 40 and 41.

COMPREHENSIVE PLAN
Mr. Truesdell - We have been working on the revision to the Comprehensive Plan.
We have been working on the land use phase. The map tonight represents comments
that we have received from the Plan Commission over the last three workshops.
It incorporates the changes for the areas east of the Soo Line tracks plus
other changes discussed at the previous workshops. Mr. Truesdell then briefly
reviewed Mrs Park's memo dated December 30, 1980 titled Land Use Plan Update
to the Plan Commission.
Mr. Truesdell - We tried to revise a bike system and a highway plan. The
highway plan has the least new items in it. Mr. Truesdell then briefly
presented the highway plan. The bike path system is fairly simple. It
reflects the Citrust/Hilltown Plan. We have added in the arterial bike system
and the recreational bike path system which connects the open space. I
thought this would be a good time to discuss whether the Plan Commission
feels that there should be any new consideration of land uses in the Citrust/
Hilltown area.
Commissioner Reid - Are all the existing and the land donations for bike
paths that we have gotten depicted on this map?
Mr. Truesdell - Yes.
Commissioner Reid - What about the plans for the bike path for the White
Pines strip? Could that be connected with Bernard?
Mr. Truesdell - I have not heard anything new lately, that is something I
will have to check into.
In answer to a question from Commission Reid, Mr. Truesdell replied that
any part of the bike system that the Village owns the Village maintains.
Commissioner Goldspiel - Has the Transportation Commission given any determin-
ation to the railroad station use?
Mr. Truesdell - Not at this time, we are going to be talking to them about
it though. +�
Commissioner Goldspiel - I have several concerns. On Dundee east of Buffalo
Grove Road I think we need to think about using a collector system for the
golf course. On the south end we have Village owned property next to the
Happ Farm. It might be a good idea to get an idea as to what we want in
terms of a collector and bike path system there. The Johnson property, I
wonder about that collector skimming along the golf course. It is a narrow
parcel that should have access on both sides. Regarding the Citrust/Hilltown
Plan, it might be a good idea to talk to the owner and get an idea of what
he invisions for this land.

Commissioner Goldspiel - Regarding the Citrust/Hilltown Plan, it might be an
idea to talk with the owner and get his thoughts on what he envisions for
that land.
Mr. Marienthal - The Village has had conferences with the Fiore 's. They
wanted to bring in their property without a plan at all. The reason the
other plan failed is because the Fiore 's wanted to bring that plan in them-
selves.
Mr. Truesdell - Tonight I wanted to get a consensus of approval from the Plan
Commission so that we could get a final draft document.
Commissioner Goldspiel - Regarding the Taggart Property, are they still think-
ing of it as a nine hole golf course?
Mr. Truesdell - I believe they wanted to develop the whole thing.
There is a preliminary engineering study taking place between Route 83 and
Aptakisic to extend Buffalo Grove Road. If we should get federal funding
to extend that road, we will have to replace the wet lands that would be
used for it.
We will finalize this and put together a draft document that we will re-
submit to the Plan Commission for review before the public hearing.
Mr. Marienthal - I would like to see one public hearing in Cook County and
one public hearing in Lake County for this master plan.
Mr. Truesdell - Regarding the updating of the Zoning Ordinance the Zoning
Board of Appeals is going to discuss it at their January 20, 1981 meeting.
FUTURE AGENDA
For the January 21, 1981 meeting the Northwest Community Medical Arts Center
Final Plat will be ready. The Planned Unit Development portion of the
Zoning Ordinance will also be presented.
ADJOURNMENT
Commissioner Davis moved the meeting be adjourned. Commissioner Button
seconded the motion. Chairman Shields adjourned the meeting at 9:10 P.M.
