ing, 50 Raupp Boulevard, Buffalo Grove at 7:40 P.M.

Chairman Sheldon read the notice of the Public Hearing as published in the
local newspaper and informed the audience of the format the hearing would
take. Chairman Sheldon then swore in Messrs. Haller, Capitel, Nitto, Campbell
and Wiss.
Mr. Capitel briefly reviewed what had taken place at previous meetings. He
I'I stated that this evening they are only considering the front portion of this
site which is office development. The rear portion is with a new land planner
and a new plan is being developed which will be presented to the Village at a
later date. He then described the site. The first building will be pushed
back 10 feet to allow better useage for berming and landscaping in front.

The north adjacent edge of the northern most building will be 127 ' from the
roadway, from the edge of the pavement.
In answer to a question from Commissioner Goldspiel, Mr. Haller stated that
the access drive from the church parking lot to the parking on the left side
of the site was originally contemplated to be 9'.
In answer to a question from Commissioner Glover, Mr. Campbell stated that
the distance of the north building to the east property line is 57'.
In answer to a question from Commissioner Glover, Mr. Haller stated that the
proposed sidewalks are along Dundee Road and on the eastern edge of the pro-
perty along Golfview Terrace on the right-of-way. The plan shows sidewalks
on both sides but we would like to only put them on one side.
In response to a question from Commissioner Kaszubowski, Mr. Campbell stated
that when a car is parked close to the building it will be 8. 5' from the
building. That there will be 3. 5' of grass area adjacent to the building
which would be ground cover material with some foundation planting.
In response to a question from Commissioner Davis, Mr. Haller stated that
the driveway between his property and the church lot will be locked during
the week and the key would remain with the church. It is to be used by the
church for overflow parking.
Ms. Carol Forcer, 2303 Arlington Heights Road, Arlington Heights stated that
she was representing the Arlington Heights Planning Department and wanted
to know if the Plan Commission had received a copy of Mayor Ryan's letter.
Chairman Sheldon confirmed that the Commission had received the letter.
Ms. Forcer stated that they are concerned about what will happen to the rear of
the property. They had no objection to the office development as it was not
against Buffalo Grove/Arlington Heights agreement.
Mr. Truesdell stated that this piece is coming in as two zoning classifications.
The front will come in as B-3 and the rear will come in as R-9.
Ms. Diane Spanier, 3327 Betty Drive, Dun-Lo Highlands stated that she is
concerned about the extension of Golfview Terrace. Mr. Haller stated that
is not in the current plan.
Ms. Spanier asked for an explanation of the storm water run off. Mr. Wiss
then explained it to her and stated that they would only be constructing a
portion of the original planned detention area which will be sufficient to
provide for the needs of this site.
Mr. Fred Harms, 207 E. Hackberry, Arlington Heights representing a homeowners
association stated that until very clear plans are presented regarding the
rear portion of this property they are totally against any construction in the
front portion of the property.

They have concerns as to what will happen to the traffic. They feel this
should be taken as a whole unit.
Commissioner Goldspiel - Under the proposed plan there is no way that the traffic
from this development can get into your development.
Mr. Truesdell - I have received an opinion from Mr. Raysa regarding the
handling of the boundary agreement with Arlington Heights and it does not
apply to the front portion.
Mr. Marienthal - The agreement that was entered into with Arlington Heights
was that we would interchange particular plans and we have done so and we have
been opposed to a number of ideas with Arlington Heights within this boundary
agreement. I think that we have lived up to more of the agreement than
Arlington Heights has.
Mr. David Lasky, 3307 Page, Arlington Heights. Mr. Lasky stated that the
original plan had very limited ingress and egress. To separate this piece
of property will result in traffic problems. I do not like to see this plan
come in piece meal.
Mr. B. Morgan, 1425 Fuente, Arlington Heights asked if this was a petition for
annexation and to classify this property for B-3 zoning.
Mr. Truesdell - We have the same zoning as we had before. The front was to
be B-3, that is called a planned business district. This is a petition for
annexation and for B-3 zoning.
In answer to a question from Mr. Morgan, Mr. Capitel stated it is to early
to give a construction schedule because there are many more details that have
to be addressed.
In response to a question from Commissioner Goldspiel, Mr. Haller stated
he would like to build the middle building first and depending on the
success of that building construct the other two. He would like to complete
the front portion within three years or less.
Mrs. Lesser, 334 Dundee Parkway, Arlington Heights stated that she is favor-
able to the development. She would like to see it go up. That trying to get
out on Dundee Road from her project is very hard. They are hoping for a
traffic signal. She lives 2 doors off of Golfview Terrace on Dundee Parkway.
The property to be developed is now nothing more than a weed patch. Some of
the children in the area play on it.
Mr. H. Green, 3316 Nitty Drive, Arlington Heights asked why Mr. Capitel was
not sworn in. Commissioner Shifrin stated that as acting as a duly licensed
attorney of law in the state of Illinois he does not have to be sworn in as
he is not testifying to the facts, but stating his client's case.

Mr. Garhart, 3320 Betty Drive, Alrington Heights stated he would like to see
Mr. Haller's engineer work closely with the village engineer. He is also
concerned about the traffic.

Commissioner Glover moved to reverse the order of the two remaining public
hearings those being the revision to Article XI, Section 6 of the Buffalo
Grove Zoning Ordinance and the Town Center. Commissioner Davis seconded the
motion. Chairman Sheldon closed the public hearing at 9:03 P.M.
Chairman Sheldon reconveniened the public hearing at 11:45 P.M.
Chairman Sheldon read the notice of the public hearing as published.
Mr. Truesdell briefly stated that the Town Center plan required an amendment
to the B-5 Ordinance as stated in his memo to the Plan Commission dated
April 10, 1981 titled B-5 Town Center District Ordinance Amendments.
As no persons present wished to be heard Commissioner Goldspiel moved the
public hearing be closed. Commissioner Glover-seconaea and the vote was-
unanimous.- Chairman Sheldon closed the public hearing at 11:50 P.M.

Chairman Sheldon read the notice of the Public Hearing as published in the
local newspaper and informed the audience of the format the hearing would
take. She then swore in Messrs. Winstead, Gitlitz, Lindgren, Stern, Schudt,
Eisenberg and Brown.
Mr. Gitlitz brieflyreviewed what had taken place at previous meetings. He

then submitted receipts for notification of this hearing sent to residents
within 250' of the site. He stated that this development would have e posi-
tive impact of $230,000 per year. He distributed an impact study to the
Plan Commission and a market study.

Mr. Winstead with the help of visual aids described the site plan, examples of
buildings to be constructed, architectual character and building materials to
be used.
Mr. Schudt presented the civil engineering with the assistance of a visual
aid. He stated that there is adequate water pressure at a fire flow and
there is no problem with the sanitary sewer system.
Mr. Lindgren with the help of a visual aid presented the traffic analysis.
He stated that they studied the flow of traffic from the church on Saturday
evening after mass and found there to be 120 some vehicles exiting onto
Buffalo Grove Road in about 7 to 10 minutes which equals 720 vehicles per
hour. The proposed development is only going to exit approximately 500
vehicles per hour onto Buffalo Grove Road. They feel they will only have an
inbound movement of 240 vehicles and an outbound movement of about 70 to 80
vehicles at that point. Twenty to thirty percent of the vehicles discharg-
ing from the church go north and the rest go south. In comparing Dundee
and Arlington Heights Roads, Dundee Road has a mountable median. The develop-
ment is going to put in a pork chop island limiting the traffic flow. He
stated he has no capacity problem with the traffic on Buffalo Grove Road.
Father Duffy, St. Mary's Church stated that his concern is with the school
children. St Mary's enrollment in September, 1981 is now projected to be
950. Of those students 575 will be bussed out. They try to hold all of the
parents out of the parking area until the busses have left. The RTA stop is
across the street from the school. A number of the students take the RTA.
They have a very heavy traffic pattern. Father Duffy is concerned with the amount
of additional traffic that is going to come into a very crowded area. They
anticipate 50% of the traffic to the shopping center will come from the south.
In order for that traffic to get into the shopping center they will have to
pass the school. St. Mary's has put 283 vehicles in the parking lot. They
can handle more. Father feels we are over taxing an already over taxed
Buffalo Grove Road. Buffalo Grove Road stops as a four lane highway just north
of the rectory.
Mr. Truesdell - Buffalo Grove Road is going to be widened. I am not sure if
that will start before next year. We are assuming, if things go well, it will
be done.
Mr. Marienthal - There are no funds earmarked for widening Buffalo Grove Road
into four lanes within the next three years.
Commissioner Goldspiel - We have not heard any mention of the parking lot on
the east side of Buffalo Grove Road.
Father Duffy - There are about 35 cars there on Sunday. During the week we
have 46 people on our faculty. We put half of the faculty in that lot.

Mr. Marienthal - If traffic found out they could double back to Lake Cook Road
through the church property what would happen?
Mr. Lindgren - They should be ticketed.
In response to a question from Chairman Sheldon, Father Duffy stated that
the enrollment capacity most probably could be 1,000.
Commissioner Davis - If you moved the main entrance of the shopping center
over to Checker Road would that help that problem? I have a problem with the
internal circulation. The stop signs in Plaza Verde are totally ignored.
I think we are doing nothing but creating a traffic hazzard.
Mr. A. Sere, Mark Drugs, Ranchmart asked if Buffalo Grove could support the

number of business in this project with the number of businesses already in
the area. He also asked if Dundee Road would become a ghost town with this
shopping center.
Mr. Brown - We envision serving the area west and to the south of Lake Cook
Road. We feel the potential is there for much more business in Buffalo Grove.
Mr. Eisenberg - As we pointed out in the market study more than half of the
sales volume in the first phase will come out of the Jewel/Osco. The rest of
the retail and restaurant space will be specialty shops which will cater
to the people that live within 3 or 4 miles. We will have goods that are not
available in the area.
Mr. Sere - With the current vacancy rate and turn over rates of tenants in
the business end, I cannot see this development.
Mr. Eisenberg - The vacancy rate in other areas is greater than that of
Buffalo Grove.
Mr. B. Harris, 701 Silver Rock Lake, Buffalo Grove read a letter to Patrick
Shields, Chairman dated April 14, 1981. It was signed by 13 businessmen in
the area. We are all members of the Buffalo Grove Chamber of Commerce.
If this developmentgoes further alongin the process there will be a state-

ment by the Chamber of Commerce. I know there are other merchants in Buffalo
Grove that feel as we do. What has become of the concept of a central area?
A theme of what Buffalo Grove is all about. It is another Plaza Verde or
another Ranchmart. This is not where we were going to put a shopping center.
At the time the Town Center Proposal, there was promise
that it would not compete with the existing commercial developments in the
Village, because of limitations of the uses at the Town Center.
Mr. Leikham, Route 83, Buffalo Grove asked what this meeting was about.
Mr. Truesdell - The public hearing is on the zoning to approve this plan.
This property will be rezoned to B-5.

Mr. Henderson - We have a projected entrance that will be about 600' on the
north end of the Seidl piece.
Commissioner Goldspiel - You are amenable to moving that entrance 600' to
line up?
jMr. Lindgren - If you are talking about somewhere in the proximity of
Nursery Drive.
Mr. Gitlitz - We are amenable to work it out.
Mr. Truesdell - We have worked closely with Mr. Henderson. I have evaluated
the area east of the Town Center along Route 83. It seems the best thing
to do is to move the driveway 50' to the north to align drives on Route 83.
Then the driveways will align on both sides of the street.
Mr. Lindgren - How does that effect Route 83?
Mr. Gitlitz - That proposes a hardship on us. If we move this entryway 50'
north, we eliminate a substantial amount of parking for the food store.
Mr. Knaak, 681 Woodhollow, I feel the Town Center is being cut in two by the
Village Green and the store. We will have 3 of something.
Mr. Leikham expressed concern regarding the trees around the pond.
Commissioner Davis - I think the curb cuts on Route 83 should be eliminated, at
least one of them. I think the internal roadway is bad. The entrance on
Buffalo Grove Road bothers me less than the internal circulation. I feel this
plan has no imagination. I do not find this plan at all acceptable.
Commissioner Shifrin - Mr. Harris and Mr. Knaak have stated my position.
We have a fundamental difference regarding what this plan should be. There is
a difference between a town center and a shopping center.
Commissioner Goldspiel - Regarding the traffic, the presentation ignored the
pedestrain traffic. The tax impact should take into account the losses to the
other developments. What effect does this study have if the tax on food is
continually decreased?
Mr. Stern - It will not effect this development.
Commissioner Goldspiel - Would you be able to serve the parcels at the corner
of Lake Cook and Buffalo Grove Roads with sewer.
Mr. Schut - No.

In answer to a question from Commissioner Goldspiel, Mr. Schudt stated that
the slope would be a 3 to 1.
Commissioner Goldspiel - It seems to me that the internal traffic plan is not
conducive to the traffic going out the exits on Lake Cook Road rather than
Buffalo Grove Road.
Commissioner Glover - The BDDC favored the proposed land use including the
food store. The Village Board referred this to the Plan Commission with
the food store. The Plan Commission's opposition to the food store was
reversed. I am in agreement at this point. I am also encouraged and feel
that this is a viable land plan. I would think that a town center in the
revised sense of the plan will come about. I do strongly oppose the
drive in financial institution use. I cannot accept this proposed traffic
plan. I would like to see channelized, signalized intersections. I have no
opposition to the Lake Cook driveway as right-in/right-out. I
am concerned about the left turn lane. I think the design lacks imagination.
I think the design lacks integration of the existing facilities. I believe
we are turning our backs on them. The Jewel is causing a bottleneck for the
project to the north. The traffic is my main concern.
Commissioner Kaszubowski - My concerns are very similar. I have problems
picturing bike and pedestrain traffic in that area. I have a concern about
a back door approach. It is the Y intersection that bothers me. I have
difficulty because I had different visions for the Town Center. I realize
that we have to have an attraction to the Town Center. To me it is a shopping
center.
Mr. Brim - Basically most of the subject matter has been addressed. In
looking at the Town Center as a whole including this particular development
but considering the possibility of how the other parcels of land are going to
integrate, I think the location of the Village Green is appropriate. I do
have a problem with the location of the major food store. Checker Road should,
I feel, be the major entrance to the Town Center. We have the same concern of
the development of the south/west corner as well as the property adjacent to
the proposed site. It would tend to be a separate development and not part
of this development. We have some concern of servicing the small shops. Part
of the problem is that the developer has been attacking this on a concept
basis and the Plan Commission is attacking it on a specific basis. We feel
very strongly that the building elevations and the Jewel store be specifically
delineated. I think the whole question of traffic does not revolve around
statistics but around the character of the center. We would suggest that
Checker Road be considered as the major west approach and you have the
eastern approach off of Route 83 which would preclude the necessity for the
approach on Buffalo Grove Road.

Commissioner Goldspiel - Have you had any opportunity to review the marketing
aspects of this?
Mr. Brim - Basically we would find it hard to conceive of a regional type
use here. I think the food store is not the best use of a Town Center but
is the best in this case. The small shops and restaurant are appropriate.
We are not marketing people. I think the B-5 Ordinance has to be studied
because it is overstated on the amount of commercial.
Commissioner Goldspiel - Do you have any feelings about the service drive
F for the Jewel?
Mr. Brim - It is in a location which makes it part of the focal point of
the center. It is hard to determine unless you know what the rest of the
land to the north is going to be.
Mr. Callahan - We have agreed to have the access roads come up Checker Road.
We have entered into an agreement regarding the utilities. We had some site
plans drawn and made application to the Village. I am disappointed this
evening in that there seems to be somewhat of an impasse. I would hate to see
it fold right here. I am suggesting that we continue down this road together
to make some viable and feasible land use.
Mr. Gitlitz - We are 14 months into this project. We have revised our plan
probably 17 times. We have worked with Mr. Callahan. We have engineering
people with great experience and we have been unable to satisfy the various
members of the various commissions and the staff of Buffalo Grove. I felt we
had reached a meeting of the minds. We feel we have a tremendously creative
plan. We have incorporated 99. 9i0 of the recommendations of the staff and
the various commissions.
Commissioner Goldspiel moved adjournment of the Public Hearing with Commissioner
Shifrin seconding. Chairman Sheldon closed the Public Hearing at 11:43 P.M.

COMMITTEE AND LIAISON REPORTS

Transportation Commission
In the next packet that the Plan Commission received there will be material
concerning proposals for locations of the railroad stations on the Soo Line.
The Transportation Commission will have some representatives at our next
Plan Commission meeting and ask that we incroporate into the Master Plan
locations for these stations.
Arlington Heights is considering joining Nortran. Nortran is interested in
our Town Center proposal. They view Buffalo Grove as a focal point for the
northwest area.
CEDAR VIEW
Commissioner Glover recommended that the Plan Commission forward to the
Village Board for approval the B3 zoning and the Preliminary Plan for
Cedar View Number 21022 dated March 26, 1981 revised April 7, 1981, the land-
scaping Plan dated March 26, 1981 revised April 7, 1981 and recommend grant-
ing of the 10' variance allowing a 40' building setback from the R 1 Special
Use zoned property. Commissioner Kaszubowski seconded the motion.
Commissioner Goldspiel - I was concerned about the office area and I think it
has been improved. I am mindful of the position of the village of Arlington
Heights and that they have no opposition to this proposal.
Commissioner Davis - I think we should make it clear to the people of the
surrounding area that this development will not add to the water problems
they have. It will help them.

Commissioner Goldspiel moved that the Plan Commission recommend to the Village
Board disapproval of the Buffalo Grove Town Center Preliminary Plan Number 8077
presented by Ken Tucker and Associates dated April 9, 1981. Commissioner
Shifrin seconded.
Commissioner Davis - I think we should state that the idea of the concept of
the Town Center with the food store is no problem. I find it difficult to
e nvision pedestrain traffic in that area. I think it has to go back to the
drawing boards.
Commissioner Glover - The land use has been considered and has been accepted
at every level of the Village. I think what should be looked into is that
this should be considered as part of the whole parcel and I encourage all
developers to work together in this area.

Kaszubowski

ABSTAIN: None
ABSENT: Commissioners Shields, Button
The motion passed 6 - 0.
Mr. Lindgren stated that he would like to know the two engineering firms
that have reviewed his plan.
Commissioner Glover stated that they gave the Plan Commission ideas on drive-
'; way spacing, but did not review his plan.
Mr. Truesdell - Mr. Miller took a look into the Town Center side of his
plan and the potential of the property developed north of his property and
driveway alignments.
Commissioner Goldspiel - I think it is premature to consider the ordinance
revision at this time.
Commissioner Shifrin recommended that the Plan Commission table revision of
1 the ordinance revision until there is a plan. Commissioner Goldspiel seconded
the motion. The motion was withdrawn.
Commissioner Glover recommended denial of the revision to Article XI, Section
6 of the Buffalo Grove Zoning Ordinance regarding allowing a food store and
revising the Town Center Land Use Map. Commissioner Goldspiel seconded.

Commissioner Davis - I think that there are some people on the board that have
no problem with the land use. You are denying the plan. I do not think that
what we want will come across with this.
Commissioner Goldspiel - I see no reason to revise the map unless we have a
plan.
Mr. Gitlitz - I think if we have a plan that the board agrees on you should
make a recommendation that you have no objection to the commercial use.
Mr. Harris - If you are going to discuss the zoning amendment you have to
consider the three items on the amendment. You are talking about knocking
out the Village Green.
