MINUTES OF THE REGULAR MEETING OF THE VILLAGE PRESIDENT& BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE HELD IN THE JEFFREY S. BRAIMAN
COUNCIL CHAMBERS,50 RAUPP BOULEVARD,TUESDAY,JANUARY 2,2024
CALL TO ORDER
President Smith called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag.
ROLL CALL
Roll call indicated the following present: President Smith;Trustees Johnson,Cesario,Ottenheimer, Stein,
Bocek,and Weidenfeld.
Also present were: Dane Bragg,Village Manager;Patrick Brankin,Village Attorney;Chris Stilling, Deputy
Village Manager; Mike Skibbe,Deputy Village Manager/Director of Public Works;Evan Michel,Management
Analyst;Katie Golbach,Human Resources Manager;Chris Black, Director of Finance;Nicole Woods,Director
of Community Development;Tom Wisniewski,Buyer;Kyle Johnson,Assistant Director of Public
WorksNillage Engineer;Brett Robinson,Administrative Services Director;Geoff Tollefson,Director of Golf
Operations; Fire Chief Baker;Deputy Fire Chief Kane;and Police Chief Budds.
APPROVAL OF MINUTES
There were no minutes to be approved tonight.
WARRANT#1363
Mr.Black read Warrant#1363. Moved by Bocek,seconded by Ottenheimer,to approve Warrant#1363 in the
amount of$9,204,772.56 authorizing payment of bills listed. Upon roll call,Trustees voted as follows:
AYES: 6—Johnson,Cesario,Ottenheimer,Stein, Bocek, Weidenfeld
NAYS: 0—None
Motion declared carried.
VILLAGE MANAGER'S REPORT
Chief Budds introduced Buffalo Grove's newest police officer,Officer David Olague,and reviewed Officer
Olague's credentials as he was congratulated and welcomed by the audience and the Board. Officer Olague then
introduced his family and thanked the Buffalo Grove Police Department for the opportunity to serve.
Chief Budds introduced the Buffalo Grove Police Department's three new Commanders,Thomas Nugent,
Tara Anderson and Anthony Turano. Chief Budds then reviewed their credentials and administered the Oath
of Office to them. Commander Nugent had his badge pinned on by his daughter;Commander Anderson had her
badge pinned on by her boyfriend;and Commander Turano had his badge pinned on by his wife. Each of the
new Commanders introduced their families and thanked the Board and the Buffalo Grove Police Department for
this opportunity as they were congratulated by the audience and the Board.
CONSENT AGENDA
President Smith explained the Consent Agenda, stating that any member of the audience or the Board could
request that an item be removed for full discussion;there were no such requests. The Village Clerk read a brief
synopsis of each of the items on the Consent Agenda.
Waive Bids and Seek Proposals
Motion to authorize waiver of bids and seek competitive proposals or negotiate for services as further detailed in
the memo contained in Board packets.

Ordinance No.2024-1 -Link Crossing Phase 2
Motion to pass Ordinance No.2024-1,Certificate of Initial Acceptance for the Link Crossing Phase 2
Development Improvements of the Link Crossing development located at Olive Hill Drive and Brandywyn Lane.
Staff recommends approval to begin the one-year maintenance period on January 2,2024.
Ordinance No.2024-2-K1 Speed,Inc.
Motion to pass Ordinance No.2024-2 approving an Amendment to the Special Use for K1 Speed, Inc,to transfer
the Food and Beverage Service Operations to a separate entity at 301 Hastings Drive. K1 Speed,Inc.at 301
Hastings Drive, is requesting to amend their Special Use to transfer the food and beverage service operations to
Paddock Lounge, LLC. The requested amendment will not change any other aspect of the business operations.
Ordinance No.2024-3-Chapter 5.04-Business Licenses
Motion to pass Ordinance No.2024-3 amending Chapter 5.04 pertaining to Business Licenses. Staff are
proposing an amendment to Chapter 5.04 pertaining to the definition of Hotel/Motel Establishments.The
proposed amendment clarifies the need for certain kitchen facilities for long-term stays in excess of 30 days.
Resolution No.2024-1 -22771-22825 N.Prairie Road
Motion to pass Resolution No.2024-1 authorizing Assignment and Assumption of Annexation Agreement at
22771-22825 N. Prairie Road. The Village Board recently approved an Annexation Agreement for the Prairie
Pointe Townhomes at 22771-22825 N. Prairie Road. The developer has recently purchased the property and is
seeking an Assignment and Assumption of the Annexation Agreement to their new entity name.
Moved by Ottenheimer,seconded by Bocek,to approve the Consent Agenda as presented. Upon roll call,
Trustees voted as follows on the Consent Agenda:
AYES: 6—Johnson,Cesario,Ottenheimer,Stein,Bocek, Weidenfeld
NAYS: 0—None

ORDINANCE NO.2024-4—CHAPTER 10.25
Moved by Weidenfeld,seconded by Cesario,to pass Ordinance No.2024-4 amending the Village of Buffalo
Grove's Code of Ordinances Chapter 10.25 Regulation of Unscheduled Bus Stops.
President Smith summarized the recitals of the proposed ordinance:
• there is nothing political about this ordinance,
• dropping off passengers within the Village without prior provisions being made for their care is
inhumane,
• dropping off passengers within the Village without prior provisions being made for their care can be
deadly when weather conditions are adverse,
• health and safety are jeopardized when passengers are dropped off without prior provisions being made
for their care,
• the health,welfare and safety of Village residents and others coming to the Village are jeopardized
when individuals are dropped off without prior provisions being made for their care.
The Buffalo Grove Village Board is considering this ordinance tonight to manage the potential for unscheduled
and otherwise unexpected passenger bus drop-offs in our community. The decision to adopt this ordinance is
rooted in care. Buffalo Grove has heart,and we have open minds,and we make smart decisions. Our top
priority is and always will be the public safety of our community and visitors alike. We want to ensure that
anyone coming to Buffalo Grove is cared for humanely with access to basic needs and resources,and that care
needs to be coordinated with advance notice. The bus drop-offs that have been taking place in other

municipalities have put the safety of those passengers at risk. The Buffalo Grove train and bus services have
very limited service to Chicago. If a bus were to drop off passengers late at night or on a weekend,there would
be no transportation and passengers could be exposed to extreme and dangerous weather conditions. The
ordinance being considered tonight puts no burden on bus passengers but requires the bus companies and drivers
to be responsible for humanitarian care for those passengers.
Trustee comments and Chief Budds were all in complete agreement with President Smith's comments.
Mr. Bragg reviewed the required information for the Application to drop off passengers in the Village of Buffalo
Grove which must be completed and submitted to the Chief of Police at least five calendar days prior to the date
of the proposed drop-off date.
Lee Goodman,2201 North Center Avenue,Northbrook,stated that he believes this ordinance violates public
policy against national origin discrimination and is unconstitutional, immoral,and illegal.
Daniel Vishny, 301 N. Riverwalk Drive,stated that this is not a national origin discrimination issue,but an issue
to uphold Buffalo Grove's first priority,which is that of protecting its residents. The proposed ordinance also
ensures humane treatment and safety of those bus passengers by eliminating the possibility of them being
dropped off in an unfamiliar area without the benefit of any basic needs being provided.
Kevin Dryman,200 Osage Terrace,questioned the procedure for violations of the ordinance,which was
answered by Mr. Bragg and is further detailed in the proposed ordinance.
Nancy Goodman,2201 North Center Avenue,Northbrook,noted that the migrants are not illegal,but are
arriving legally as asylum seekers.
President Smith reviewed his earlier comments noting that the entire purpose of the proposed ordinance is public
safety and there is absolutely no bias,or discrimination involved.
Mr.Bragg clarified that the proposed ordinance does not prevent a bus from making a stop in Buffalo Grove as
long as all the requirements in the ordinance are completed.
In answer to a question from Dennis O'Rourke, 1414 Madison Drive,Mr. Bragg reviewed the procedures to be
followed in the event that a bus arrives without prior notice.
Upon roll call,Trustees voted as follows:
AYES: 6—Johnson,Cesario,Ottenheimer, Stein,Bocek,Weidenfeld
NAYS: 0—None
Motion declared carried.
QUESTIONS FROM THE AUDIENCE
President Smith reviewed the parameters to be followed by speakers and asked if there were any questions from
the audience on items not on tonight's agenda;there were no such questions.
EXECUTIVE SESSION
Moved by Stein,seconded by Cesario,to move to Executive Session to discuss: Section 2(C)(2)of the Illinois
Open Meetings Act: Collective Negotiating Matters Between the Public Body and Its Employees or Their
Representatives,or Deliberations Concerning Salary Schedules for One or More Classes of Employees and
Section 2(C)(11)of the Illinois Open Meetings Act: Litigation,When an Action Against,Affecting or on
Behalf of the Particular Public Body Has Been Filed and is Pending Before a Court or Administrative
Tribunal,or When the Public Body Finds that an Action is Probable or Imminent,in Which Case the
Basis for the Finding Shall be Recorded and Entered into the Minutes of the Closed Meeting.
The Board moved to Executive Session from 8:18 P.M. until 8:50 P.M.
