CALL TO ORDER
President Smith called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the
Flag.
ROLL CALL
Roll call indicated the following present: President Smith;Trustees Johnson,Cesario, Stein,Pike and
Weidenfeld. Trustee Ottenheimer was absent.
Also present were: Dane Bragg,Village Manager; Patrick Brankin, Village Attorney;Chris Stilling, Deputy
Village Manager; Mike Skibbe,Deputy Village Manager/Director of Public Works;Chris Black, Finance
Director;Art Malinowski, Director of Human Resources;Evan Michel,Assistant to the Village Manager; Molly
Gillespie,Communications Director;Brett Robinson,Director of Purchasing;Nicole Woods, Director of
Community Development;Kyle Johnson,Assistant Director of Public Works;Geoff Tollefson, Director of Golf
Operations; Fire Chief Baker;and Police Chief Budds.
REMOTE ATTENDANCE
In accordance with Section 2.02.220 of the Municipal Code, it was moved by Weidenfeld, seconded by Stein,
to allow Trustee Ottenheimer to participate in the meeting remotely. Upon roll call,Trustees voted as follows:
AYES: 5—Johnson,Cesario, Stein, Pike, Weidenfeld
NAYS: 0—None
ABSENT: I —Ottenheimer
Motion declared carried.
Trustee Ottenheimer joined the meeting at 7:33 P.M.
The Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics,with
staff answering questions from the Board on each topic.
PROCLAMATION—BELMONT VILLAGE
President Smith read Proclamation honoring Belmont Village Senior Living's 20th anniversary,expressing our
gratitude to Belmont Village Senior Living for its exceptional service to the Buffalo Grove community and
beyond.
BUFFALO GROVE HIGH SCHOOL
President Smith recognized five members of the Buffalo Grove High School Scholastic Bowl team for their 2nd
�./ place finish in the nation at the Scholastic Bowl High School National Championship Tournament. After
earning several regional and state titles,the team concluded their triumphant journey as Runner Up at the
NAQT High School National Championship Tournament-an accomplishment of monumental proportions.
Noteworthy in individual accomplishments is Rohan Ganeshan. Rohan not only won the Independent Player
National Championship for NAQT but also was the top individual player in the High School National
Tournament(Team). Other team members were Ben Finkelshteyn,Jack Omansky, Lucas Pasdo, and Joe Van
Hoy. Their tenacity,coupled with the guidance from their coaches,Chris Karl and Scott Russell,was
instrumental in the team's success.
STRATEGIC PLANNING UPDATE
Mr. Michel reviewed the Strategic Planning Update,details of which are contained in his memo to Mr. Bragg of
June 1,2023,as well as the PowerPoint presentation displayed. The core objective of this process is the
creation of a comprehensive Strategic Plan to assist the Village Board and staff in policy prioritization,action
sequencing,and initiative identification for the next five years,while defining a long-term vision.
2023 TWENTY-YEAR WATER PRO-FORMA

Mr. Black reviewed the Twenty-Year Water Rate Pro-Forma which reflect the latest rates and capital
expenditures,details of which are contained in his memo to Mr. Bragg dated June 4,2023.
2023 FIVE-YEAR GENERAL FUND FORECAST
Mr.Black reviewed the 2023 Five-Year General Fund Forecast,the purpose of which is to provide a basis for
the Village of Buffalo Grove to make informed operational decisions through strategic forecasting to anticipate
future revenues and expenditures.
QUESTIONS FROM THE AUDIENCE
President Smith reviewed the parameters to be followed by speakers and asked if there were any questions from
the audience on items not on tonight's agenda.
Lorenzo Davis, 1030 Belmont Lane, noted that the catalytic converter was stolen from his vehicle while parked
at the Buffalo Grove train station parking lot,and he was concerned after learning that the security cameras at
that location are not in operation.
President Smith assured Mr. Davis that the Board and staff are aware of the situation,and Chief Budds added
that staff is working on potential solutions to enhance security in that area and that the Village is definitely
going to resolve this issue.
