2023-05-01 - Village Board Committee of the Whole - Minutes MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE VILLAGE PRESIDENT& BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE HELD IN THE JEFFREY S.BRAIMAN COUNCIL CHAMBERS AT VILLAGE HALL,50 RAUPP BOULEVARD, BUFFALO GROVE,ILLINOIS,MONDAY MAY 1,2023 CALL TO ORDER President Sussman called the meeting to order at 7:34 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Sussman;Trustees Stein,Ottenheimer,Weidenfeld,Johnson, Smith,and Pike. Also present were: Dane Bragg,Village Manager;Patrick Brankin,Village Attorney;Chris Stilling,Deputy Village Manager;Mike Skibbe, Deputy Village Manager/Director of Public Works;Chris Black, Finance Director;Art Malinowski, Director of Human Resources;Katie Golbach,Human Resources Management Analyst;Molly Gillespie,Communications Director; Brett Robinson, Director of Purchasing;Nicole Woods, Director of Community Development;Jim Warnstedt,Deputy Director of Public Works;Kyle Johnson,Assistant Director of Public Works;Geoff Tollefson,Director of Golf Operations; Fire Chief Baker;and Police Chief Budds. The Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics,with staff answering questions from the Board on each topic. SPECIAL RECOGNITION Mr.Bragg noted that there are several special guests present this evening who wish to provide recognition to President Beverly Sussman as she completes her term of office. State Representative Didech, State Senator Johnson and Lake County Board Member Altenberg all read Proclamations, Resolutions and Commendations from their respective bodies of government thanking and commending President Sussman for her years of outstanding service to the Village of Buffalo Grove. President Sussman thanked everyone for their kind words and commended the entire Village staff for the accomplishments that have occurred during her tenure. PROCLAMATION—NATIONAL POLICE WEEK Trustees Weidenfeld and Smith read a Proclamation recognizing National Police Week 2023,calling upon all citizens to observe the week of May 15-23,2023,as Police Week,commemorating police officers who,by their faithful and loyal devotion to their responsibilities,have rendered a dedicated service to their communities and have established an enviable and enduring reputation for preserving the rights and security of all citizens. PROCLAMATION—BE KIND TO ANIMALS President Sussman read a Proclamation recognizing the first week in May as Be Kind to Animals Week in the Village of Buffalo Grove. REVOLVING LOAN PROGRAM Using a PowerPoint presentation, Mr. Stilling reviewed the Revolving Loan Program for Residential Utility Improvements to assist homeowners with water/sewer repairs and upgrades,private drainage improvements and sewer service lining projects,details of which are contained in his memo to Mr. Bragg of April 26,2023,after which he answered questions from the Board. Staff will review comments and questions posed by the Board tonight and will bring this information back to the Board. k I PUBLIC WORKS FACILITY Mr. Skibbe presented an overview of the bid results for the Public Works Facility at 1650 Leider Lane,after which he answered questions from the Board. QUESTIONS FROM THE AUDIENCE President Sussman reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonight's agenda;there were no such questions. ADJOURNMENT Moved by Weidenfeld,seconded by Smith,to adjourn the meeting. Upon roll call,Trustees voted as follows: AYES: 6—Stein,Ottenheimer,Weidenfeld,Johnson, Smith,Pike NAYS: 0—None Motion declared carried. The meeting was adjourned at 8:16 P.M. e ,,,k/Th_ et M.
