2023-03-06 - Village Board Committee of the Whole - Minutes MINUTES OF THE COMMITTEE OF THE WHOLE MEETING OF THE VILLAGE PRESIDENT& BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE HELD IN THE JEFFREY S. BRAIMAN COUNCIL CHAMBERS AT VILLAGE HALL,50 RAUPP BOULEVARD, BUFFALO GROVE,ILLINOIS,MONDAY,MARCH 6,2023 CALL TO ORDER President Sussman called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Sussman;Trustees Stein,Ottenheimer, Weidenfeld,Johnson, Smith and Pike. Also present were: Dane Bragg,Village Manager;Patrick Brankin, Village Attorney;Chris Stilling,Deputy Village Manager; Mike Skibbe, Deputy Village Manager/Director of Public Works;Christine Berman,Deputy Finance Director;Art Malinowski,Director of Human Resources;Molly Gillespie,Communications Director;Nicole Woods,Director of Community Development;Darren Monico,Village Engineer;Brett Robinson,Administrative Services Director; Police Chief Budds;Fire Chief Baker;Deputy Fire Chief Kane. The Committee of the Whole Meeting consisted of staff reports and Board discussion on the listed topics,with staff answering questions from the Board on each topic. PRESIDENT'S REPORT President Sussman recognized that tomorrow,March 7,2023,is the 65th anniversary of Buffalo Grove's incorporation as a Village. President Sussman also noted that March is Women's History Month. PUBLIC WORKS EMPLOYEE OF THE YEAR Mr. Skibbe noted it is a pleasure to award the 2022 Employee of the Year Award to Mike Marquardt,as he reviewed a list of Mr. Marquardt's achievements and accomplishments throughout his 20-year tenure with the Village of Buffalo Grove. A video of Mr. Marquardt's typical day and responsibilities was then viewed by all. Mr. Marquardt thanked the Board,the staff,his co-workers and his family for their support as he was congratulated for the audience and the Board. FIRE DEPARTMENT ZOLL 1 PROGRAM Deputy Chief Kane then presented an overview of the Zoll 1 Program for Board consideration at a future date, details of which are contained in the memo to Mr. Bragg of February 10,2023,that he and Tina Hayes, EMS Coordinator,prepared. COMMUNITY EVENTS COMMITTEE Ms.Gillespie presented an update on the newly formed Community Events Committee,reviewing a PowerPoint presentation along with her remarks. QUESTIONS FROM THE AUDIENCE President Sussman reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonight's agenda;there were no such questions. EXECUTIVE MEETING Moved by Stein,seconded by Ottenheimer,to move to Executive Session to discuss: Section 2(C)(1)of the Illinois Open Meetings Act: the Appointment,Employment,Compensation,Discipline,Performance,or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine Its Validity. Upon roll call,Trustees voted as follows: AYES: 6—Stein,Ottenheimer, Weidenfeld,Johnson, Smith,Pike NAYS: 0—None Motion declared carried. The Board moved to Executive Session from 7:52 P.M.to 8:53 P.M. ADJOURNMENT Moved by Smith,seconded by Stein,to adjourn the meeting. Upon voice vote,the motion was un z nglisly declared carried.
