CALL TO ORDER
President Sussman called the meeting to order at 6:32 P.M. Those present stood and pledged allegiance to the Flag.
ROLL CALL
Roll call indicated the following present: President Sussman;Trustees Berman,Stein,Ottenheimer,Weidenfeld and
Johnson.
Also present were: Dane Bragg,Village Manager;Kevin Kearney,Assistant Village Attorney;Jennifer Maltas,
Deputy Village Manager; Brett Robinson,Director of Purchasing; Scott Anderson,Director of Finance;Andrew
Brown,Deputy Director of Finance;Art Malinowski,Human Resource Director;Peter Cahill,Human Resources
Management Analyst;Evan Michel,Management Analyst;Chris Stilling,Director of Community Development;
Nicole Woods,Village Planner; Mike Reynolds,Director of Public Works;Mike Skibbe,Deputy Director of Public
Works;Darren Monico,Village Engineer;Brian Sheehan,Building Commissioner;GeoffTollefson,Director of
Golf Operations;and Fire Chief Baker.
The Committee of the Whole Meeting consisted of staff reports and Board discussion on the following issues.
2017 AUDIT MANAGEMENT LETTER
Joe Lightcap from Baker Tilly Virchow Krause was present to discuss the findings of the 2017 annual audit of the
Village of Buffalo Grove,and the Finance Department's responses.
`0, FEE&FINE CHANGES FOR FY 2018
Mr.Anderson reviewed staff recommendations to update current fees and/or fines that will impact the FY 2018
budget,details of which are contained in his memo to the Board of July 27,2017.
SUNSET PROVISION ON HOME RULE&UTILITY USE TAXES
Mr.Anderson reviewed the staff recommendation of no changes to Home Rule Electricity or Natural Gas use Taxes,
further details of which are contained in the Village Board Meeting Agenda Item Overview.
FY 2017 SIX MONTH BUDGET PERFORMANCE
Mr.Brown reviewed the FY 2017 Six Month Budget Performance Report,details of which are contained in his
memo to Mr.Bragg and Mr.Anderson of July 14,2017.
PRELIMINARY 2017 TAX LEVY
Mr.Anderson presented the tax levy,including the full debt service amount,prior to discussion about tax abatement,
details of which are contained in his memo to Mr.Bragg of July 27,2017.
2018 CAPITAL IMPROVEMENT PLAN
Mr. Skibbe provided an overview of the Capital Improvement Plan requests that were received leading into the 2018
budget cycle,details of which are contained in the 2018-2022 Capital Improvement Plan that he prepared.
WAGE POOL
Mr.Malinowski presented staff recommendation for the 2018 wage pool for employees,details of which are
contained in the July 18,2017 memo that he and Mr.Cahill sent to Mr.Bragg.
PROGRAM-BASED BUDGET
Mr.Anderson provided the Board with a preview of the FY 2018 Program-Based Budget,as illustrated in the Public
Works Department Street Division's budget,organized using the new program-based format.
RV PARKING IN RESIDENTIAL DISTRICTS
Mr. Sheehan reviewed recent complaints from residents concerned that the Village's parking regulations are too
permissive,details of which are contained in Mr. Stilling's memo to the Board of July 27,2017.
LAKE COOK CORRIDOR
Mrs.Woods provided the Board with an update on the status of the Lake Cook Corridor Market Study and Plan,
details of which are contained in her memo to the Board of August 7,2017
FUTURE COMPREHENSIVE PLAN
Mrs.Woods provided the Board with the benefits to the Village of an updated Comprehensive Plan,details of which
are contained in her memo to the Board of July 27,2017.
DRAFT BOARD PRIORITIES
President Sussman reviewed the Draft Board Priorities with the Village Board,after which discussion ensued.
QUESTIONS FROM THE AUDIENCE
President Sussman reviewed the parameters to be followed by speakers,and asked if there were any questions from
the audience on items not on tonight's agenda;there were no such questions.
Mr.Raysa introduced Kevin Kearney,a member of the legal team from Tressler. LLP as the Assistant Village
Attorney.
ADJOURNMENT
Moved by Weidenfeld,seconded by Johnson,to adjourn the meeting. Upon voice vote,the motion was
unanimously declared carried. The meeting was adjourned at 9:08 P.M.
