CALL TO ORDER
President Hartstein called the meeting to order at 7:33 P.M.
ROLL CALL
Roll call indicated the following present:President Hartstein;Trustees Marienthal,Braiman,Hendricks,Glover and
a Berman. Trustee Reid was absent.
Also present were William Balling,Village Manager;William Brimm,Assistant Village Manager/Finance Director;
Ghida Sahyouni,Assistant Village Manager;Scott Anderson,Assistant Finance Director;Art Malinowski,Director
of Human Resources;Phil Versten,Administrative Assistant;Ed Schar,Director of Building&Zoning;Robert Pfeil,
Village Planner;and Brian Sheehan,Village Health Officer.
1999 ANNUAL REPORTS—VOLUNTEER COMMITTEES,COMMISSIONS AND BOARDS
Representatives from each of the following Committees, Commissions and Boards presented and reviewed their
1999 Annual Reports:
1. Plan Commission
2. Zoning Board of Appeals
3. Board of Fire and Police Commissioners
4. Commission for Citizens with Disabilities
5. Joint Commission on Aging
6. Board of Health
7. Blood Commission
8. Buffalo Grove Days Committee
9. Police Pension Fund Board
10. Firefighters' Pension Fund Board
11. Electrical Commission
12. E.S.D.A.
Comments made by Trustees are as follows:
PLAN COMMISSION:
• It was suggested that there be training for Plan Commissioners
• It was suggested that Plan Commissions in surrounding communities be observed to see how they conduct
business.
• It was suggested that a log be kept of the types of variations that residents are requesting.
• Plan Commissioners noted that minutes of Village Board meetings would be beneficial in making policy
decisions.
• It was noted that liaisons need to be sure there is adequate communication.
4' • The Village Board needs to be sure that,when something is referred to the Plan Commission,it is something
that has a good possibility of being approved by the Village Board.
ZONING BOARD OF APPEALS
• It was suggested that commission members have some type of Village identification to show when visiting a
property.
• It was noted that the ZBA worked very well with seven commissioners,and is not necessarily working any better
with nine.
• The number of commissioners is not as important as the composition of the board.
BOARD OF HEALTH/COMMISSION FOR RESIDENTS WITH DISABILITIES
• A Lending Closet will be investigated.
• It was noted that the commission should see a copy of plans before they are approved.

There is a need to upgrade the warning system.
ADJOURNMENT
Moved by Glover,seconded by Braiman,to adjourn the meeting. Upon voice vote,the motion was unanimously
declared carried. The meeting was adjourned at 9:35 P.M.
