1991-03-09 - Village Board Committee of the Whole - Minutes SUMMARY OF COMMITTEE OF THE WHOLE OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD MONDAY, MARCH 9, 1992 AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS CALL TO ORDER President Mathias called the meeting to order at 7:36 P.M. Those present stood and pledged allegiance to the Flag. ROLL CALL Roll call indicated the following present: President Mathias; Trustees Marienthal, Reid, Kahn, Rubin, Braiman, Hendricks. Also present were: William Balling, Village Manager; Lee Szymborski, Assistant Village Manager; William Brimm, Finance Director; Phil Versten, Administrative Assistant; Gregory Boysen, Director of Public Works; Ray Rigsby, Superintendent of Public Works; Robert Pfeil, Village Planner; Frank Hruby, Director of Building and Zoning; Richard Kuenkler, Village Engineer; Police Chief McCann; Deputy Chief Voigt; Fire Chief Allenspach; Deputy Fire Chief Joe Wieser; Paul Soucy, ESDA Director; and Joseph Tenerelli, Village Treasurer. SCHOOL DISTRICT #96 Trustee Rubin noted a newspaper article stating that the new school in District #96 might not have a sprinkler system; he believes that the Village should urge the school district to have sprinklers installed in the new school, since that would be a violation of Village code, even though schools are covered under their own code. Trustee Reid stated that he is not sure how far the Village wants to go in telling the school board what to do, since we have had good relationships with the school board. Trustee Rubin stated that parents had contacted him asking the position of the Village Board. Chief Allenspach stated that sprinklers do save lives in that they contain the fire to the area of origin. President Mathias asked Chief Allenspach to share the sprinkler data and information that he had with District #96. WILLIAM SOMMER Mr. Balling noted the recent death of former Assistant Village Manager William Sommer, recognizing his contributions to the Village, and expressing deepest sympathy to his family. 1992-93 BUDGET Mr. Balling noted the summary table comparison of budgets which was requested by the Board last week; this table will be a permanent part of future budget presentations. Mr. Balling reviewed the Fire Service budget. There was lengthy discussion regarding the reasons that a second Deputy Fire Chief is being requested in this budget. Staff also answered various other questions from the Board regarding the Fire Service budget. Mr. Balling then introduced the Police Service budget. Harry Wells, Director of Omni Youth Services, gave a brief description of the services Omni provides for the Village of Buffalo Grove. Staff answered questions from the Board regarding the Police Service budget. A lengthy discussion ensued with regard to feasible options to contain health care coverage costs. Mr, Balling then introduced the Building & Zoning budget; staff answered questions from the Board regarding this portion of the budget. The next budget reviewed was that of Public Works. The major discussion with regard to this budget centered on the paving of the Public Works parking lot. Mr. Balling said that, rather than complete repaving, it would be more prudent to just resurface at this time since the tanks will have to be replaced in approximately five years, at which time the entire parking lot will have to be redone. Staff reviewed and answered questions from the Baord on the various other funds in the budget. It was decided that the presentation of the Fire Department Administrative Center would be put on next week's agenda. ADJOURNMENT Moved by Kahn, seconded by Reid, to adjourn the meeting.
