1990-10-29 - Village Board Committee of the Whole - Minutes SUMMARY OF COMMITTEE OF THE WHOLE OF THE PRESIDENT AND BOARD OF TRUSTEES, �./ VILLAGE OF BUFFALO GROVE, COOK AND LAKE COUNTIES, ILLINOIS, HELD MONDAY, OCTOBER 29, 1990, AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS JOINT VILLAGE BOARD AND BUFFALO GROVE PARK DISTRICT MEETING CALL TO ORDER President Clayton called the meeting to order at 7:35 P.M. ROLL CALL Roll call indicated the following present: President Clayton, Trustees Marienthal, Reid, Shifrin, O'Malley and Kahn. Trustee Mathias arrived at 7:39 P.M. Also present were William Balling, Village Manager; Lee Szymborski, Assistant Village Manager; William Raysa, Village Attorney; and Robert Pfeil, Village Planner. Park District Director Michael Rylko called the roll for the Park District, indicating the following present: Commissioners McNeely, Hedlund, Weiss and Reiner. PARK DISTRICT SENIOR CITIZEN PROGRAMS Commissioner Reiner reviewed the Park District's discussions to date regarding Senior Citizen programs. Lengthy discussion took place regarding several possible programs, particularly the joint purchase of a bus for transportation for the seniors. President Clayton summarized: . . .Look into the formation of an advisory board. . . .Staff will look into the possibility of sharing the cost of capital improvements , approximately $70,000, and also the sharing of the operational costs. . . .Mr. Raysa will look into drawing up some type of a governmental agreement between the two Boards to formalize the relationship. PARK DISTRICT ZONING AND SPECIAL USE PROCEDURE Mr. Balling reviewed the discussions which have taken place regarding this topic, details of which are contained in Mr. Pfeil's memo to Mr. Balling of October 25, 1990. If approved, the Village will make sure that all of the future plans carry the detail plans that will allow the Park District to move right ahead in the development. The goal is to have the park developed as soon as possible and to give the Park District as much flexibility as possible. There was discussion regarding parcels which the Park District is reluctant to take because of not being useable. EXTERIOR LIGHTING STANDARD FOR RECREATIONAL FACILITIES Commissioner Reiner reviewed the ideas of the Park District regarding lighting. There was discussion between both Boards with regard to lighting needs of the Park District and light intrusion into neighborhoods. Village Board members suggested that lighting plans should be in the plan from the beginning so that residents are aware of the lighting plan and are not surprised by it. SITE PLANNING FOR THE ROUTE 22/BUFFALO GROVE ROAD PROPERTY Mr. Balling reviewed this site. Mr. Rylko summarized the Park District plan for the site. CONVEYANCE OF ROUTE 22/BUFFALO GROVE ROAD PROPERTY (20 ACRES) AND ADJOINING 1.8 ACRE DETENTION BASIN SITE - CONVEYANCE OF BICENTENNIAL PARK - STATUS OF OTHER CONVEYANCES Mr. Balling reviewed the site that the Village wishes to convey to the Park District. There was discussion on sites to be conveyed to the Park District. PLANNING OPTIONS FOR THE SCHWENNESEN PROPERTY Mr. Balling reviewed the planning options for the Schwennesen Property. There was discussion regarding the possibilities for this land, and the desire to purchase it for open space if at all possible. CHILDRENS' MUSEUM The Concept and feasibility of a "hands-on" children's museum was discussed. BUFFALO GROVE DAYS SITING Mr. Balling reviewed the possible sites discussed between the Village and the Park District. Discussion took place regarding the pros and cons of the various site possibilities. ADJOURNMENT Moved by Shifrin, seconded by Kahn, to adjourn the meeting.
