OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD MONDAY, FEBRUARY 27, 1984,
AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS.
President Clayton called the meeting to order at 7:39 P.M. Roll call
indicated the following present: President Clayton; Trustees Marienthal, Stone,
O'Reilly, Hartstein, Glover, and Reid. Also present were: William Balling,
Village Manager; William Raysa, Village Attorney; James Doyle, Assistant
Village Manager; William Brimm, Finance Director; Gregory Boysen, Director
of Public Works; Ray Rigsby, Superintendent of Public Works; Richard Kuenkler,
Village Engineer; Frank Hruby, Director of Building and Zoning; Dominic
Saviano, Deputy Building Inspector; Ray Henning, Housing and Zoning Inspector;
James Truesdell, Village Planner; Paul Kochendorfer, Village Treasurer; Police
Chief McCann; Deputy Police Chief Voigt; and Fire Chief Wayne Winter.
PROPOSED FY 1984-1985 BUDGET
Mr. Balling reviewed his 1984-1985 Budget Message to the Board of February 17,
1984. Mr. Balling thanked the Finance Committee for their time in putting
together the Budget.
CORPORATE FUND
Mr. Brimm then explained the Revenues of the Corporate Fund, after which he
answered questions on same from the Board. Mr. Balling then reviewed the
various graphs which are contained in the Budget for the first time this year.
Legislative Department - 401
Mr. Doyle, Mr. Brimm, and Mr. Balling answered questions from the Board
regarding the Legislative Fund. Trustee Stone stated that he was in favor
of having fireworks in the Village on the 4th of July, and suggested that
$1,000.00 be allocated for Fireworks for the Fourth; Trustee Hartstein stated
that he also is in favor of the Village supporting the Fireworks for the
Fourth. The Village Clerk reviewed the fund-raising activities which the
Fireworks for the Fourth Committee has undertaken. President Clayton polled
the Board: "Yes" indicates favor of adding $1,000.00 to the Legislative
Budget to provide for a donation to Fireworks for the Fourth; "No" indicates
opposition:
YES: 6 - Marienthal, Stone, O'Reilly, Hartstein, Glover, Reid
NO: 0 - None
Office of Village Manager - 405
Mr. Balling reviewed the expenditures for the Office of the Village Manager.
Trustee Hartstein questioned what has been done from a marketing standpoint
to aggressively seek industry for the Village. Mr. Doyle and Mr. Balling
reviewed the steps which have been taken in that regard. Mr. Doyle and Mr.
Balling answered other questions from the Board regarding the budget for the
Office of the Village Manager. Trustee Stone questioned the large amount for
Subscriptions. Mr. Doyle stated that they were now subscribing to the ICMA
Management Information service, in lieu of the PIN System; Trustee Stone asked
that an evaluation of the new service be given to the Board.

Finance & General Services -- 410
Mr. Balling reviewed the Finance & General Services budget, and then he and
Mr. Brimm answered questions from the Board on same. There was discussion
as to items being brought before the Board when a line item exceeds budget;
and Mr. Brimm reviewed the Debt Services.
Legal - 411
Mr. Balling reviewed the Legal Services budget; there were no questions on
same.
Fire Services - 421
Mr. Balling reviewed the Fire Services budget. There was lengthy discussion
on various aspects of the Fire Service budget, with the end result being that
more information is necessary. The information requested is as follows:
. . .a written explanation regarding transferring of funds;
. . .a more concrete explanation of the C.A.D. system;
. . .a comparision of figures with regard to the various methods of financing
the loan;
. . .what kind of safeguards there will be so that this does not become a
permanent loan;
. . .where we stand with respect to the 53c figure, including debt.
Police Services - 431
Mr. Balling reviewed the contents of the Police Services budget. Chief McCann
explained the need for the new personnel requested, stating that new vehicles
will not be needed for the new officers, and there will not be an increase in
command personnel; he also answered other questions from the Board regarding
the budget. Mr. Dennis Depcik of Omni-House answered questions from the Board
regarding the request of Omni-House.
Building & Zoning - 441
Mr. Balling reviewed the Building & Zoning portion of the budget. Mr. Hruby
answered questions from the Board, and explained the need for the new personnel.
There was a question with regard to salaries on line item 01-11; this will be
reviewed, and a report will be made to the Board.
Engineering Services - 445
Mr. Balling reviewed the Engineering Services budget. Mr. Kuenkler answered
questions from the Board regarding the budget. With regard to the total budget,
it was requested that the Board be apprised, for informational purposes, when
an account goes over budget, even though there may be funds in the total
department budget to cover same.
Building Services - 451
Mr. Balling introduced the Building Services budget. Mr. Balling and Mr.
Rigsby answered questions from the Board regarding this portion of the budget.
Mr. Rigsby pointed out that there is a typographical error on line item 08-16,
and the correct figure is $11,784.00.

Street Operations and Maintenance - 461
Mr. Balling reviewed the Street Operations and Maintenance budget, and he and
Mr. Rigsby answered questions from the Board on same.
ADJOURNMENT
Moved by Marienthal, seconded by Glover, to adjourn the meeting. Upon voice
vote, the motion was unanimously declared carried. The meeting was adjourned
at 10:57 P.M.
