1982-11-08 - Village Board Committee of the Whole - Minutes SUMMARY OF COMMITTEE OF THE WHOLE OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD MONDAY, NOVEMBER 8, 1982, AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS. President Clayton called the meeting to order at 8:36 P.M. Roll call indicated the following present: President Clayton, Trustees Stone, O'Reilly, Hartstein, and Schwartz. Trustees Marienthal and Gerschefske were absent. 1983 VILLAGEWIDE CONTRACTUAL STREET MAINTENANCE PROGRAM Mr. Balling summarized the present status of the project, and the progress that has been made since April of 1982. The firm of Baxter and Woodman has been retained to answer two basic questions: 1 . To look at the Novak & Dempsey recommendation, particularly focusing on the 1983 maintenance element, and to design improvements pursuant to that recommendation. 2. To examine the streets identified as reconstruction where staff felt additional study needed to be undertaken. Mr. Balling pointed out that the next step in the process would be an authorization to bid the 1983 element. Mr. Frank Wellwerts of the Baxter and Woodman Company then gave his presentation to the Board. Mr. Wellwerts stated that the plans have been submitted to IDOT, and verbal approval has been given on the estimates and the project specifica- tions. He then outlined the five strategies recommended: 1 . Slurry seal - recommended for those streets that have been recently reconstructed, i .e. streets that are in basically good condition. 2. 2" New Surface - pavements that have reached a point of surface deterioration, requiring total pavement removal of the bituminous portion. 3. 2" overlay 4. Placement of a 2" new surface with pavement fabric, which goes one step beyond strategy #2. 5. 2" overlay and pavement fabric. Mr. Wellwerts stated that there is a significant difference between the Novak & Dempsey report and the Baxter and Woodman report with respect to the reconstruct streets; basically, they have downgraded the Novak & Dempsey report, using more of a maintenance approach, rather than a reconstruct approach. Their estimate for this approach is approximately $1 ,302,000. President Clayton asked about the effect on the cost if this is delayed past 1984. Mr. Wellwerts stated that it is very difficult to estimate construction costs; he stated that, more important than the construction cost, is the possibility that the streets will deteriorate to the point where a different approach may be necessary. Mr. Wellwerts also explained the differences in recommendations between their report and the Novak & Dempsey report; he did state that they are in general concurrence with the maintenance portion of the Novak & Dempsey report. In answer to a question from a resident, Mr. Wellwerts stated that they are paying particular attention to upgrading the streets which have bus routes. Mr. Wellwerts stated that the slurry seal will not provide a 10 year life expectancy, but that the other options would provide the 10 year life expectancy. \.,/ �/ COMMITTEE OF THE WHOLE `..' President Clayton polled the Board: "Yes" indicates favor of having on our next agenda the authorization to bid; "No" indicates opposition: YES: Stone, Hartstein, Schwartz NO: O'Reilly ABSENT: Marienthal , Gerschefske ADJOURNMENT President Clayton adjourned the meeting at 9:01 P.M.
