1981-08-31 - Village Board Committee of the Whole - Minutes SUMMARY OF COMMITTEE OF THE WHOLE OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD MONDAY, AUGUST 31 , 1981 , AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS. President Clayton called the meeting to order at 7:38 P.M. Roll call indicated the following present : President Clayton; Trustees Marienthal , Stone, O'Reilly, Hartstein, Gerschefske, and Schwartz. Also present were William Balling, Village Manager; William Raysa, Village Attorney; William Brimm, Finance Director; Gregory Boysen, Director of Public Works; Frank Hruby, Director of Building and Zoning; Richard Kuenkler, Village Engineer; and Paul Kochendorfer, Village Treasurer. WINDSOR DRIVE VANDALISM Mrs. Gloria Lorenz, Mr. Robert Lorenz, and Mr. Brian Owens of Windsor Drive appeared to thank the Board for their support in eliminating the vandalism on Windsor Drive. Mrs . Lorenz reported that a Citizen 's Watch Group had been established, and a suspect had been apprehended. They wished to publicly thank the Police Department , with special thanks to Commander William Urry, who gave more than 100% of their time on this case. President Clayton thanked the residents for sharing this report with the Board, and said the Board was especially pleased to see the residents cooperating with the Police Department. PUBLIC HEARING - 1981 TAX LEVY ORDINANCE President Clayton called qhe Public Hearing to order at 7:40 P.M. President Clayton stated that this Public Hearing was published in the Countryside Reminder on August 20, 1981 . This Public Hearing complies with the new Truth in Taxation Act. Trustee Gerschefske suggested eliminating the purchase of vehicle stickers, and put it in with the Tlx Levy Ordinance. Discussion on the suggestion followed. President Clayton polled the Board; "Yes" indicates favor of further discussion of Trustee Gerschefske's proposal to eliminate vehicle stickers and gain that revenue through the Tax Levy; "No" indicates opposition: YES: Gerschefske NO: Marienthal , Stone*, O' Reilly, Hartstein, Schwartz *Trustee Stone stated that he thinks the idea could be a good one, but he does not wish to see staff spending a great deal of time trying to work out the various inequities which would arise. Mr. Brimm stated that he will be presenting the 1981 proposed Tax Levy Ordinance, in accordance with the Truth in Taxation Act, HB 1048. Mr. Brimm then went on to explain the 1981 Tax Levy Ordinance, documentation on which is on file in the Clerk's Office. President Clayton highlighted the fact that the Village of Buffalo Grove has been abating portions of the taxes for the past few years. Mr. Brimm answered questions from the Board, one of which was the inequity between Lake and Cook Counties. The rate for Lake County was $1 . 16 and the rate for Cook County was $1 .04; this difference will be credited to the next year's extension. COMMITTEE OF THE WHOLE AUGUST 31 , 1981 PAGE TWO It was suggested that the explanation of this differential between Lake and Cook Counties be published so that residents will understand what transpired. It was requested that Mr. Brimm report on what is to be done regarding the tax levy extension that is going to occur, because of the Water Fund for Lake Michigan Water, and how a credit is going to be received. Mr. Brimm anticipated, at this time, that this levy could be totally abated with an offsetting credit on all water bills in approximately June of next year. The Village will try to make it as equitable as possible between the two counties. It was suggested that the Village try and devise a formula for equalization between the counties; if this could be accomplished, the formula could then be brought to representatives in the General Assembly to seek legislation which would authorize Buffalo Grove, or other communities, to utilize such a formula to provide some type of equality. Mr. Brimm and Mr. Balling then answered questions from Mr. Michael Iskowitz, 601 Wyngate, Mr. John Erickson, 880 Shady Grove, Mr. Steve Putek, 812 Chaucer Way, and Mr. David Frishman , 511 Springside, regarding the Tax Levy Ordinance. It was pointed out that, with regard to cost efficiency, the Village of Buffalo Grove has the lowest employee/resident ratio in the Northwest Municipal Conference; other cost savings that the Village employs were also pointed out. Mr. Raysa pointed out that the purpose of this Public Hearing is to inform the public of the intent to adopt the Tax Levy Ordinance for 1981 .
