1980-10-13 - Village Board Committee of the Whole - Minutes ./ `/ SUMMARY OF COMMITTEE OF THE WHOLE OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD MONDAY, OCTOBER 13, 1980, AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS. President Clayton called the meeting to order at 7:30 P.M. Roll call indicated the following present: President Clayton; Trustees Stone, O'Reilly, and Hartstein. Trustees Marienthal , Kavitt, and Gerschefske were absent. Also present were William Balling, Village Manager; William Sommer, Assistant Village Manager; Frank Hruby, Director of Building and Zoning; Gregory Boysen, Director of Public Works; William Raysa, Village Attorney. President Clayton reported that she had attended a Northwest Municipal Conference meeting last Wednesday. She stated that Evanston and Des Plaines have been very successful in countersuing for attorney fees in various instances, and suggested that it might be something for Buffalo Grove to look into. President Clayton also reported on a Northwest Suburban Water Venture meeting that she had attended on Thursday evening, stating that action had been taken to accelerate the program. She said that cutting one month off of the timetable would save $1 ,000,000. President Clayton then introduced Mr. Engber, the attorney representing the Fiore family. Mr. Engber then stated that the purpose of his being at tonight's meeting is to advise the Village and the media as to certain aspects concerning the Fiore property. Mr. Alfred Fiore, Mr. Charles Fiore, Jr. , and Mr. John Fiore were also in attendance. Mr. Engber explained what had transpired over the last few months with Citrust, and also the future intentions of the Fiore family. President Clayton thanked the gentlemen for being present, and stated that the subject would be discussed, and that the Village would get back to them with their input. CABLE TV PUBLIC INFORMATION REPORT President Clayton stated that this meeting is to familiarize the public regarding Cable TV. Mr. Sommer introduced the Cable TV committee, and then gave a brief background of what has taken place regarding Cable TV in the Village. Mr. Sommer then introduced Mr. Al Dunikoski from Harper College, who served on the Northwest Municipal Conference Cable Television Task Force. Mr. Dunikoski gave a brief presentation on Cable TV, and also showed a film oil same. Vicki Kaiser from Warner Amex showed a film demonstrating how the cable would be laid in the areas where the utilities are underground. Mr. Hruby gave a brief description of the installations of underground cable that he has had the opportunity to observe. Mr. Sommer pointed out the statements from various public agencies which were contained in Board packets. - • - COMMITTEE OF THE WHOLE OCTOBER 13, 1980 PAGE TWO Mr. Dave Phillips of the Wheeling Park District stated concerns and objectives of that agency, and urged regional cooperation in the Cable TV venture. Mr. Yeske, consultant with Northwest Central Dispatch, commented on the security system which Cable TV will be making available to homeowners. He also urged the Cable TV committee to get input from Chief Walsh and Chief Winter regarding their uses for the system. Mr. Yeske then answered questions from the Board and the staff. Chief Walsh pointed out that false alarms in security systems have dropped tremendously since the Board passed an ordinance regulating same. He stated that he hoped the same regulations would apply to the alarm system available with Cable TV. Mr. Bill Reid urged the Board to maintain its present approach to franchising, which is the regional approach. Mr. Bob Huffman of Children 's Channel TV explained what their role would be in Cable TV, and how they could help. Mr. Sommer thanked the participants for their presentations this evening. ADJOURNMENT Moved by Hartstein, seconded by O'Reilly, to adjourn to Executive Session to discuss possible litigation. Upon voice vote, the motion was unanimously declared carried.
