OF THE VILLAGE OF BUFFALO GROVE, ILLINOIS, HELD MONDAY, SEPTEMBER 22, 1980,
AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS.
President Clayton called the meeting to order at 7:35 P.M. Roll call
indicated the following present.: President Clayton; Trustees Marienthal ,
Stone, Hartstein, Kavitt, and Gerschefske. Trustee O 'Reilly was absent.
Also present were: William Balling, Village Manager; William Sommer,
Assistant Village Manager; William Raysa, Village Attorney; Police Chief
Harry Walsh; Police Sergeant. John Crimmins; Gregory Boysen, Director of
Public Works; Richard Kuenkler, Village Engineer; Keith Maclntyre, Engineering
Inspector; and James Benes and Darryl Wright of James J. Benes and Associates.
Mr. Balling reported that the Special Meeting tentatively scheduled for
September 29, 1980 has been cancelled. The meeting was to have been held
to award the bid for the North Fire Station. The bids are still being
reviewed, and will be on the agenda for the October 6, 1980 Regular Meeting.
Mr. Balling also stated that the Village has received the forecast for the
Year 2000 population projection from NIPC. He stated that staff and the
Plan Commission are working to make sure that these numbers reflect accurately
the growth profiles for Buffalo Grove. He reported that the projection by
county totally compliments Buffalo Grove's planning.
Mr. Balling reported that the Village was notified by the Superintendent
of the Lake County Public Works Department indicating that an additional
sanitary sewer treatment charge was being proposed for the Des Plaines River
treatment plant. He then explained t;he impact of this proposed charge.
TRAFFIC SAFETY SEMINAR
Mr. Balling gave a brief introduction to the purpose and scope of the Traffic
Safety Seminar, and then highlighted his memo to the President and Board of
Trustees dated September 18, 1980.
Police Chief Harry Walsh then gave a review and evaluation of the local
street enforcement program, and capsulized his memo to Mr. William R. Balling
dated September 18, 1980. Mr. Greg Boysen then reviewed the traffic engineering
strategies in Buffalo Grove, and indicated reference to Village Engineer
Richard Kuenkler's memo to William R. Balling of September 18, 1980.
Mr. James Benes and Mr. Darryl Wright gave a summary of their critique on the
traffic enforcement program in. Buffalo Grove. They pointed out the conclusions
and recommendations in their report to Mr. William Balling, dated September 16,
1980.
Mr. Balling then asked Mr. Raysa to highlight the basic statutory parameters
which he has been able to identify. Mr. Raysa referred to three letters
which he has written to the staff concerning speed, stop signs, traffic
warrants; he also discussed the powers that a municipality has concerning
traffic; and he highlighted the liability aspects to the Village.
Lengthy discussion took place between the Board, the Staff, and the consultants
regarding the warrants which govern speed limits, and the placing of stop
signs. The advantages and disadvantages of both the 25 and 30 mile per hour
speed limit were discussed. Mr. Boysen identified ways in which staff works

with developers in order to design streets which facilitate smooth traffic
flow throughout the Village.
Mr. Don Biere, a resident on Brandywyn, stated that he hopes the traffic
will be continued to be monitored as that area becomes more populated, and
that another stop sign will be added when necessary.
President Clayton polled the Board: "Yes" indicates favor of a Village-
wide reduction in the speed limit to 25 miles per hour; "No" indicates
opposition:
YES - None
NO - Marienthal , Stone, Gerschefske
ABSENT - O'Reilly
Trustees Hartstein and Kavitt stated that they could not vote one way or
the other until there were more studies done regarding the speed limit.
President Clayton again polled the Board: "Yes" indicates favor of a
study to look into the necessity for the 25 mile per hour speed limit;
"No"indicates opposition"
YES - Hartstein, Kavitt
NO - Marienthal , Stone, Gerschefske
ABSENT - O'Reilly
All reports referred to in the above discussion are on file in the Clerk's
office.
RECESS
President Clayton declared a recess from 9:00 until 9: 15 P.M.
LAKE COUNTY COMPREHENSIVE PLAN FOR VERNON TOWNSHIP
President Clayton stated that-the next item Tor discussion is review and
discussion of the County alternatives for Vernon Township. She stated that
the report on same from staff which was contained in Board packets was very
thorough. She then asked for Trustee comments regarding the subject; they
are follows:
. . .Concern with VAGA's participation in the plan, and Buffalo Grove's
participation with VAGA.
. . .Concern that Lake County is trying to lock members of VAGA into a land
use plan.
President Clayton polled the Board: "Yes" indicates favor of the Village of
Buffalo Grove not using VAGA as the vehicle for our input into the Lake County
Master Plan; the Village will , as an individual municipality, provide that
input directly to the County. Buffalo Grove will request public hearings on
`./ the Master Plan so that individual citizens can have input. "No" indicates
opposition:
YES - Marienthal , Stone, Hartstein, Kavitt, Gerschefske
NO - None

It was the consensus of the Board that in order to satisfy the enabling
resolutions of VAGA, the Village will direct mail the written comments
to the County, with a copy to each of the VAGA communities.
After discussion, President Clayton polled the Board: "Yes" indicates
favor of referring the alternate plan, along with our staff report, to the
Plan Commission for their consideration; "No" indicates opposition:
YES - Marienthal , Stone*, Hartstein, Kavitt, Gerschefske
NO - None
ABSENT - O'Reilly
*Trustee Stone voted "Yes", but stated that he would like the Plan Commission
to have his comments on Fiore. They are as follows:
Trustee Stone stated that a great deal of the Village's input to
Lake County will be affected by whether or not the Fiore annexation
takes place. He feels it is a little bit premature to send this to
the Plan Commission until it is decided whether or not Buffalo Grove
will annex the Fiore property. He feels that the Village's input
on this area will be different if the property is not annexed. For
instance, if the Fiore parcel is annexed to Buffalo Grove, Buffalo
Grove Road will likely become a 4-lane highway. This will benefit
the residents living on the Fiore property, but will also bring
an influx of traffic from other suburbs through Buffalo Grove; however,
if the property is annexed, Buffalo Grove will receive tax monies
for it. If the property is not annexed to Buffalo Grove, and Buffalo
Grove Road is made a 4-lane highway, there will still be an influx of
traffic into Buffalo Grove, but there will be no tax benefits.
Mr. Balling stated that tonight 's comments will be communicated to VAGA. It
was also stated that it is hoped that VAGA will return to the original purpose
for which it was organized.
