1979-10-22 - Village Board Committee of the Whole - Minutes SUMMARY OF COMMITTEE OF THE WHOLE HELD BY THE VILLAGE BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE ON MONDAY, OCTOBER 22, 1979, AT THE MUNICIPAL BUILDING, 50 RAUPP BOULEVARD, BUFFALO GROVE, ILLINOIS President Clayton called the meeting to order at 9:12 P.M. Present were President Clayton; Trustees Marienthal , Stone, O'Reilly, Hartstein, Kavitt. Trustee Gerschefske was absent. Also present were William Brimm, Finance Director; William Raysa, Village Attorney; Frank Hruby, Director of Building and Zoning; Gregory Boysen, Director of Public Works; Bart Delaney, Planning Coordinator; Jim Truesdell , Staff Planner; Ray Gustafson, Civil Engineer. OMNI-HOUSE - QUARTERLY REPORT President Clayton introduced Harry Wells, Exeuctive Director for Omni-House. Mr. Wells then introduced Dennis Depcik, Program Director for Omni-House, and Marla Tracy, liaison between Omni-House and both the Police Department and Buffalo Grove High School . Mr. Depcik went into some detail of the Program Report which was distributed. He said that the services to Buffalo Grove are increasing. Ms. Tracy gave a brief description of her job as liaison. One of her functions is working with an activity group of 7th grade girls at Cooper Junior High. She then went into some detail of her handling of a particular case. President Clayton thanked the representatives for their attendance tonight, and also for the fine job they are doing in Buffalo Grove. PLANNING AND ZONING WORKSHOP President Clayton introduced Mr. Lane Kendig, Director of Planning in Lake County. Mr. Kendig gave a slide presentation on cluster housing. The presentation featured different types of development from all over the country, with a few developments from Europe. At the end of the slide presentation, Mr. Truesdell asked what things can be used to encourage developers to go into this type of housing. Mr. Kendig stated that he thinks there are two ways to go about it; one way is a voluntary basis. If the site has any difficulties at all , clustering can be economically advantageous to the developer. Another way to obtain this type of housing is simply to mandate it. Mr. Kendig stated that it is very important to establish the character of the Village at an early date, because that character will remain with the Village for the remainder of its life. President Clayton thanked Mr. Kendig for his presentation. President Clayton stated that she had invited Mr. Bob Coffin, Village President of Long Grove, to describe the area of Long Grove that abutts the proposed annexation. Mr. Coffin discussed this area, and showed some drawings of various areas of Long Grove. COMMITTEE OF THE WHOLE OCTOBER 22, 1979 PAGE TWO A presentation by Mr. Truesdell on Land Planning Paractice and Promise was originally planned for tonight 's meeting. Due to the lateness of the hour, this was postponed to another date. COMMERCIAL AND INDUSTRIAL REVENUE BONDS Mr. Ed Baer, Regional Co-ordinator for the Illinois Department of Business and Economic Development, gave a presentation on Commercial and Industrial Revenue Bonds, and the opportunities of same for Buffalo Grove. Background material on this discussion is on file in the Clerk's office. Mr. Baer stated that these bonds are a tool which can be used to both control and encourage development in the community. These bonds give a community the opportunity to approve tax exempt paper that is then sold to a financial institution. The tax exempt status reduces the interest paid on the bond. Mr. Baer discussed the differences between Industrial and Commercial Bonds, and also the differences between the powers of home rule and non-home rule communities. Mr. Baer gave a brief description of the process involved in obtaining these bonds. Trustee Marienthal asked if Mr Baer's office will avail themselves to any community that desires to put together an Industrial Revenue Bond. Mr. Baer answered that they will work with the community throughout the entire process. Mr. Brimm clarified with Mr. Baer that a resolution of intent can be developed between a developer and a community prior to annexation. Mr. Baer stated that is correct. Trustee Hartstein asked what Buffalo Grove could do to be prepared, should the situation arise where this bonding would be beneficial . Mr. Baer stated that the thing to do would be to pass a general resolution of intent. He also stated that the Village Attorney is the key person in the entire process. President Clayton asked if there were any risk to the community if a developer were to default. Mr. Baer said that could be referred to in the initial intent. However, he did say that there have been a few cases where the municipality was held liable because everyone did not do their job properly. This has never happened in the State of Illinois. Mr. Brimm stated that it is the responsibility of the municipality to thoroughly check on the people to whom these bonds would be issued. President Clayton asked what the advantages would be in being a home-rule community. Mr. Baer briefly described some of these advantages. Mr. Baer passed out copies of a handbook which basically covers what he has talked about. President Clayton thanked Mr. Baer for his presentation. ADJOURNMENT Moved by O 'Reilly, seconded by Kavitt, to adjourn the meeting. Upon voice vote, the motion was unanimously declared carried.
