1960-12-08 - Village Board Regular Meeting - Minutes MINUTES OF THE ADJOURNED REGULAR MEETING OF DECW BRR 1ST, 1960, OF THE PRESIDENT AND BOARD OF TRUSTIES OF THE VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS, HELD THURSDAY DECEMBER 8TH, 1960, AT 8:00 P.M., AT 182 BUFFALO GROVE ROAD, BUFFALO GROVE, TI LINOIS. The President called the meeting to order at 8:17 P.M. The Village Clerk being absent, Trustee McGahan was asked to call the roll and record the minutes. On roll call the following were found present: President Bunescu; Trustees Frank, Dorner, Walters, Bochniak, McGahan Absent: Trustee Schreiber The President read a letter dated December 8, 1960 from Edmond Venetianer, Building Commissioner (Doc. No. 81) requesting that a Building Code Committee be established for the purpose of recommending new building codes for the Village, and further recommending certain individuals to serve on such a committee. The Clerk arrived at 8:22 P.M., relieving Trustee McGahan of his duty as recorder of the minutes. The President thereupon appointed the following to serve as members of the Building Code Committee, hereby established for the purpose of recommending new building codes for the Village of Buffalo Grove: James Arnold Norman Schwinn Jack Lane G. Trice 0. J. Chiappe Albert Frank Edmond Venetianer The President asked Mr. Venetianer to contact Raymond Rosene to serve as a member of this Committee. Trustee McGahan moved that the appointments be confirmed. Trustee Alters seconded the motion. On roll call the vote was as follows: AYES: Trustees Bochniak, McGahan, Walters, Dorner and Frank NAYS: None The President thereupon appointed Edmond Venetianer to serve as chairman of the Building Code Committee. Trustee McGahan moved that the appointment be L.. confirmed. Trustee Walters seconded the motion. On roll call the vote was as '71/ AYES: Trustees Frank, Dorner, Walters, McGahan and Bochniak Immo NAYS: None Village Engineer John Hooper stated that Deerfield had a Tarco Salt Spreader for sale. The original cost was $200.00 and they will sell it for $35.00. Mr. Hooper checked it with the maintenance man, who estimated that it would cost about $15.00 and would take about 3 hours to put it in running order, plus a 6 volt battery. It is a two man operation plus a truck to carry it. Mr. Hooper spoke to Trustee Frank who indicated he would provide the truck. It will take 2 men and between 6 to 10 bags of salt for all of the inter- sections of the Village. Discussion re hiring men to operate this equipment. Trustee McGahan moved that John Hooper be authorized to negotiate with Deerfield to purchase the used Tarco Salt Spreader for the sum of $35.00, plus $15.00 to put it in running order, and to purchase a 6 volt battery; the total sum not to exceed $75.00. Trustee Bochniak seconded the motion. On roll call the vote was as follows: AYES: Trustees Bochniak, McGahan, Walters, Frank and Dorner NAYS: None John Schmalzer, Chairman of the Park and Recreation Commission, reported that Country Service had revised their bid on the excavation and grading of the parking area and skating rink from $950.00 to $450.00. He also stated that he is waiting for two other bids. Trustee McGahan moved that the Board increase its authorization for the grading of the parking area to be used as an ice skating rink from 3200.00 to $500.00. Trustee Walters seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Dorner, Walters, Bochniak, McGahan NAYS: None The President read a letter of resignation as a Trustee of the Village of Buffalo Grove from Robert C. Schreiber. Trustee Walters moved that the resignation of Robert C. Schreiber as a trustee of the Village of Buffalo Grove be accepted. Trustee Bochniak seconded the motion. On roll call the vote was as follows: AYES: Trustees Bochniak, Walters, Frank, McGahan, Dorner NAYS: None The President thereupon appointed William J. Farrington to serve as a Trustee for the duration of Robert C. Schreiber's term. Trustee Walters moved that the appointment of Mr. William J. Farrington to replace Robert C. Schreiber as Trustee be affirmed. Trustee Bochniak seconded the motion. On roll call the vote was as follows: AYES: Trustees Dorner, Frank, WYalters, McGahan, Bochniak and President Bunescu NAYS: None Trustee Bochniak reported that upon further contact with the ?)heeling State Bank, Mr. Benson at the Bank stated that anything under 90 days would bear interest at 1%; from 90 days to 6 months 2i% interest and over 6 months, 3% interest. Therefore, the $5,000.00 would be invested in a 120 day Certificate of Deposit at 2i% interest. A discussion was had on appointing a Village historian to gather statistics and historical data, prepare periodic reports, and distribute them to the residents of the Village. Opinion of the Board members varied -- some felt that this should be done, while others felt that this should be left to the newspaper reporters covering the meetings to adequately and impartially inform the residents of the actions of the Board. The President read the report of the Plan Commission, dated Decem be r 7, 1960 (Doc. No. 82), recommending the adoption of the Subdivision Regulation Ordinance. The President asked if all the members of the Board have read and are aware of the contents of the ordinance. All of the members of the Board indicated that they have read and are aware of the contents of this Ordinance. r... Trustee Walters moved that the Subdivision Regulation Ordinance, being Ordinance No. 0-60-13, be adopted. Trustee McGahan seconded the motion. Discussion followed. On roll call the vote was as follows: AYES: Trustees Bochniak, Walters, McGahan, Frank and Dorner NAYS: None Trustee McGahan moved that the Subdivision Regulation Ordinance be available at the Village Clerk's office, and that anyone requesting copies be required to pay $2.00 per copy. Trustee Walters seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank Dorner, Walters, Bochniak, McGahan NAYS: None Trustee Dorner moved that the meeting adjourn to next Thursday, December 15th, at the same place and time.
