1960-03-03 - Village Board Regular Meeting - Minutes MINUTES OF A REGULAR HEFTING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS, HELD THURSDAY, MARCH 3, 1960, AT 8:00 P.M., AT 182 BUFFALO GROVE ROAD, BUFFALO GROVE, ILLINOIS. The President called the meeting to order. On roll call the following were found present: President Bunescu; Trustees Dorner, Frank, McGahan, Bochniak, Schreiber and Walters. Absent: None Trustee Bochniak moved that the minutes of the previous regular meeting held February 4, 1960, be approved as written. Trustee McGahan seconded the motion. On roll call the vote was as follows: AYES: Trustees Walters, Schrieber, Bochniak, McGahan, Frank and Dorner NAYS: None The Treasurer read his report covering the period from 2-4-60 thru showing cash in bank of $5,185.90 and motor fuel tax allotment of $2,606.64. `-r Civil Defense Director stated that he had checked the list of items available in the Government's Surplus Warehouse in Springfield. He stated there was nothing on the list that Civil Defense needed, and therefore would not make the trip to Springfield that week. Police Magistrate Bauer gave his report, stating that during the month there were 8 arrests - 5 dismissals and 3 guiltys - and that a total of $2.00 in fines was turned over to the Village. Chief Barnett read the police activities report for the month of February, and turned in a report on the number of man hours put in by the policemen during the month of February. Chief Barnett stated that another police phone is in operation in Sgt. Hansen's home. Upon the recommendation of the Chief of Police, President Bunescu removed Willard P. Fechtner from probation and placed him on the reserve police. Trustee McGahan moved that the appointment be approved. Trustee Bochniak seconded the motion. On roll call the vote was as follows: AYES: Trustees Dorner, Frank, McGahan, Walters, Schreiber and Bochniak NAYS: None Trustee Bochniak read Warrant #25. Trustee Walters moved that Warrant #25 be approved. Trustee Bochniak seconded the motion. Discussion followed on some of the items. An error made by the Clerk was noted and corrected. Trustee Walters moved that Warrant #25 be approved as amended. Trustee Bochniak seconded the motion. On roll call the vote was as follows: AYES: Trustees Bochniak, McGahan, Frank, Walters, Schreiber and Dorner NAYS: None Discussion was had on the publication of the zoning map. Trustee Walters moved that the Village Engineer be authorized to print up 25 copies of the zoning map and give them to the Village Clerk where they will be made available to the public at $1.00 a copy. Trustee Frank seconded the motion. On roll call the vote was as follows: AYES: Trustees Dorner, Frank, Walters, Schreiber, Bochniak and McGahan NAYS: None The President stated that 369 vehicle stickers have been sold to date. The proposed Police Department Ordinance came up for discussion. Attorney Raysa stated that it was not completed, that it would be dons that week and that he would mail a copy to each member of the Board. Plan Commission report. A week ago Thursday there was a joint meeting between the Plan Commission and the Board with Mr. Baughman. He was asked at that time to show the progress he had made on the contract. He came up with a base map and a partially completed land use map. The next step will be the zoning of the Village. Some time ago he submitted the preliminary plan ordinance which is being edited. The President read proposed Ordinance No. 0-60-2, which is an ordinance relating to the building of fences. Discussion followed and various changes were made. The proposed ordinance was given to the Village Attorney for redrafting. Trustee Bochniak reported that the Finance Committee has selected three men to act with the Finance Committee in an advisory capacity to assist in formulating a budget for the Village and to generally assist the Finance Committee. He stated that Richard Murbach, George Cagney and Robert Brosius were the men selected, and that their backgrounds and training would be `./ valuable in rendering this assistance. The President then appointed Richard Murbach, George Cagney and Robert Brosius as advisory members of the standing committee on public finance. Trustee Bochniak moved that the appointments be confirmed. Trustee Walters seconded the motion. A discussion followed as to the official capacity of this committee. It was ascertained that this committee would have no official standing, would not be morn in, and would act merely as consultants and in an advisory capacity. Following discussion, the roll was called and the vote was as follows: / 6) AYES: Trustees Walters, Dormer, Schreiber, Frank and Bochniak NAYS: Trustee McGahan Chief Barnett stated that he was going thru the procedure necessary to obtain a rebate of gasoline tax from the State and would have more information at the next meeting. Trustee Dorner announced that the street signs are here, and have been for 10 days, but because of the snow, they cannot find the street corners. However, the signs will beerected as soon as possible. The President stated that he has had no further word on the speed limit signs on Buffalo Grove Road. The County Commission hearing was yesterday, but he has no way of knowing what their action was. There being no further business, Trustee Walters moved that the meeting adjourn.
