1959-07-09 - Village Board Regular Meeting - Minutes MINUTES OF THE ADJOURNED REGULAR MEETING OF JULY 2ND, 1959, L. OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS, HELD THURSDAY, JULY 9TH, 1959, AT 182 BUFFALO GROVE ROAD, BUFFALO GROVE, ILLINOIS. The President called the meeting to order at the office of Buffalo Grove Home Builders, Inc . and U. S. Post Office Substation, Buffalo Grove, Illinois. On roll call the following were found present: President Bunescu; Trustees Walters, Dorner and Bochniak Trustee Dorner moved that the meeting adjourn to 182 Buffalo Grove Road, to reconvene there immediately. Trustee Bochniak seconded the motion and it was unanimously carried. The meeting reconvened at 8:15 P.M. at 182 Buffalo Grove Road. The President called the meeting to order. On roll call the following were found present: President Bunescu; Trustees Walters, Dorner, McGahan, Bochniak and Frank Absent: Trustee Schreiber The President stated that Trustee Schreiber would be in later. �-- The President stated that since the last Board meeting the Trustees had studied the proposed Ordinance Authorizing and Providing for the Execution of an Annexation Agreement, and the Annexation Agree- ment, and it was the opinion of the Trustees that the matter should remain dormant for the present. The President read a proposed Ordinance Regulating the Cutting of Weeds and Grass and Prohibiting the Maintenance of Refuse and Junk. Discussion followed as to the height of weeds and grass, etc. Trustee Frank asked if this Ordinance would be applicable against the individual home owners. The answer was yes - that it is primarily to keep the Village looking better. Following the discussion, Trustee Walters moved that Ordinance No. 0-59-15, being an Ordinance Regulating the Cutting of Weeds and Grass and Prohibiting the Maintenance of Refuse and Junk be adopted. Trustee Bochniak seconded the motion. On roll call the vote was as follows : AYES: Trustees Walters, Dorner, McGahan, Bochniak NAYS: Trustee Frank Sgt. Barnett reported that the Traffic and Safety Advisory Board had done some preliminary work and have a meeting shceduled for Tuesday evening to begin their work on a set of traffic and safety regulations. /07 The President introduced visitors to the meeting: Mr. McIntyre and Mr. Willis from Wheeling, Mrs . Dorothy Arnez from the Chicago American, and Mr. Dan Taggart of Arlington Country Club. Trustee Bochniak presented the proposed appropriation for the current fiscal year. Discussion followed on each item. Trustee Schreiber arrived and announced that he is present for the meeting. Following the detailed discussion on the appropriation for the current fiscal year, the Village attorney was directed to draft an Appropriation Ordinance to be presented at the next meeting. Discussion followed on the taking of a census . Trustee Bochniak stated that he had a meeting of the Finance Committee, and that it was their recommendation that a special federal census not be taken at this time, but instead a census be taken of all territory annexed since July 2, 1958. He stated they felt that the amount of additional revenue to be obtained by taking a special federal census did not warrant the expenditure required for this census. Upon discussion, it was recommended that $30.00 be paid to a census taker. Thereupon, Trustee McGahan moved that Ordinance No. 0-59-16, being an Ordinance to Take a Census, be passed. Trustee Dorner seconded the motion. On roll call the vote was as follows : AYES: Trustees Schreiber, Frank, Bochniak, McGahan, Dorner and Walters NAYS: None The President read a letter from Brundage & Short (Doc. No. 43) , setting forth the amount of time spent as special counsel, and the rate charged per hour. Following discussion, the President stated he would like a meeting with Brundage & Short to find out if a compromise on the payment could be reached. James McGahan, Zoning Committee. Trustee McGahan stated that a hearing was held on Jute 17th, 1959, to consider the side yard limits in Unit I, but as yet he has no report on the meeting. A discussion was had on broadening the insurance coverage on the emergency vehicle. Trustee Dorner moved that the meeting be adjourned to Thursday, July 16, 1959, at 7:30 P.M., at 182 Buffalo Grove Road. Trustee Frank seconded the motion. On roll call the following were found present: President Bunescu; Trustees Bochniak, Dorner, Frank, McGahan, Schreiber and Walters Absent: None Trustee Dorner moved that the reading of the minutes of the meetings held July 2nd and July 9th, 1959 be waived until the next regular meeting. Trustee Frank seconded the motion and it was unanimously carried. The President appointed Dorothy McHugh as census taker. Trustee Walters moved that the appointment be approved. Trustee McGahan seconded the motion. On roll call the vote was as follows : AYES: Trustees Bochniak, Dorner, Frank, McGahan, Schreiber and Walters NAYS: None The President requested that Mrs. Ann Grizzell be shown in the minutes as a committee of one to maintain liason with the school board. She has volunteered to go to all the school board meetings and will report on them. The President read a letter dated July 16, 1959, addressed to the Village Board, Buffalo Grove, Illinois, which stated in substance that the property known as the Arlington Country Club and Daniel I. Taggart, Elsie Taggart and Daniel I. Taggart, Jr. are withdrawing from the Petition for Annexation into the Village of Buffalo Grove. (Letter attached to Petition for Annexation filed June 29, 1959) Trustee Walters moved that the meeting adjourn to Monday the 20th of July, 1959, at the office of the Buffalo Grove Home Builders, Inc . Trustee Walters withdraws his motion. The President read the proposed Annual Appropriation Ordinance. Following discussion, Trustee Bochniak moved that Ordinance No. 0-59-17, being the Annual Appropriation Ordinance be approved as read. Trustee Walters seconded the motion. On roll call the vote was as follows: AYES: Trustees Bochniak, Dorner, Frank, McGahan, Schreiber, Walters NAYS: None 1 Trustee Walters moved that the meeting adjourn.
