BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE,
COOK COUNTY, ILLINOIS, HELD MONDAY, MARCH 31, 1958, AT
8:00 P.M. IN THE OFFICES OF BUFFALO GROVE HOME BUILDERS,
INC. AND U. S. POSTOFFICE SUB—STATION, BUFFALO GROVE,
ILLINOIS.
The following Officers and Trustees took their Oath of Office before
Byron S. Matthews, Notary Public.

Thereupon, the President called the meeting to order at 8:13 P.M.
ROLL CALL: President Clohesey; Trustees Conti, McHugh, McGahan, Miller,
Dorner and Frank.
ABSENT: None.
Thereupon, the Board of Trustees determined by lot which of their number
shall serve until the regular election of Trustees in April, 1959, and
which of their number shall serve until the regular election of Trustees
in 1961. Following this Trustee McHugh moved that Resolution No. R-58-1
be adopted. Seconded by Trustee Miller.
Ayes: Trustees Conti, McHugh, McGahan, Miller, Dorner and Frank.
Nays: None
A discussion was had as to the date to be set for holding regular meetings
of the Board of Trustees; number to be held each month; notice; place;
special meetings; duties of the President; meetings to be open to the
public; quorum; standing committees of the Board of Trustees; rules of
order governing meetings; official bonds to be posted. After discussion,
Trustee McGahan moved that Ordinance No. 0-58-1 be passed. Seconded by
Trustee Frank.
Ayes: Trustees Conti, McHugh, McGahan, Miller, Dorner and Frank.

Discussion was had on committee heads. Tentative appointment was made of
the following Trustees to head the commi ,,tees set opposite their respective

Streets Herbert Dorner
Trustee Dorner suggested that the Trustees be given more time to consider
the duties of the various standing committees before taking over the
chairmanship to permit each Trustee to assume the duties for which he feels
best suited. Trustee Dorner moved that the appointment of these chairmen
be set over until the next meeting of the Board of Trustees. Seconded by
Trustee Miller.
Ayes: Trustees Conti, McHugh, McGahan, Miller, Dorner and Frank.
Nays: None
Trustee Frank moved that Byron S. Matthews and Thomas A. Matthews be (poc,.
retained as the Village Attorneys to do any legal work necessary from time r�jj
to time, charging for each such work their regular rates for their services;
and further that they be paid a retainer fee of $50.00 per month to cover
attendance of at least one meeting a month, and to be available for consul—
tation and conference at all times. Trustee McHugh seconded the motion.
Ayes: Trustees Conti, McHugh, McGahan, Miller, Dorner and Frank.
Nays: None
Trustee McGahan brought up the question of public liability insurance for
the Village. Trustee Dorner offered to check into this with insurance
companies and to report his findings at the next meeting.
Trustee Frank moved that the Wheeling State Bank be made depositary for
the Village funds. Seconded by Trustee McHugh.
Ayes: Trustees Conti, McHugh, McGahan, Miller, Dorner and Frank.
Nays: None
An offer was made by Mr. Frank on behalf of Buffalo Grove Home Builders, Inc.
to advance $100.00 as an advance payment of building permit fees to become
due. Trustee Frank moved that the Village Clerk be authorized to accept the
$100.00 as an advance payment of building permit fees; and further moved
that the Village Clerk be authorized to open the bank account at the Wheeling
State Bank, to receive money, and to deposit it in said bank. Seconded by
Trustee McHugh.
Ayes: Trustees Conti, McHugh, McGahan, Miller, Dorner and Frank.
Nays: None
Trustee Frank moved that the Village Clerk be authorized to purchase the
Village Seal and Minute Book, Roberts Rules of Order, stationery, stamps
and supplies for the Village. Seconded by Trustee McGahan.
Ayes: Trustees Conti, McHugh, McGahan, Miller, Dorner and Frank.
Nays: None
A discussion was had on compensation to be paid to the officers and
Trustees of the Village. Mr. Matthews was called upon for an opinion.
He gave as a guide the amounts paid by other Villages of similar size to
its officers and trustees as salary and compensation. After further

discussion, it was moved by Trustee Frank, seconded by Trustee McHugh
and unanimously carried that this matter should be held over for consider—
ation at the next meeting of the Board of Trustees.
A discussion was had re the 19 homes not within the Village limits. It
was agreed that in the interests of friendship contact should be made to
ascertain their desires. No official action was taken; however,
unofficially, the President, Trustee McHugh and Police Magistrate Bauer
agreed to extend a friendly hand.
Trustee Dorner moved that the meeting adjourn. Seconded by Trustee
McGahan and unanimously carried.
