1962-07-19 - Village Board Regular Meeting - Minutes MINUTES OF A REGULAR MTING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS, HELD THURSDAY, JULY 19TH, 1962, IN THE LOUISA MAY ALCOTT PUBLIC SCHOOL IN BUFFALO GROVE, .TI TNOIS. In the absence of the Village President, the meeting was called to order by Albert Frank, senior Trustee. The roll was called and the following l were found present: i Trustees Frank, Bochniak, Huxhold, Gillen, Weiskopf, Marsh Absent: President Farrington Albert Frank presided at the meeting. Trustee Bochniak moved that the minutes of the regular Board meeting held on July 5, 1962 be approved. Trustee Marsh seconded the motion and it was unanimously carried. Trustee Gillen made a correction in the minutes of the meeting held on July 12th. Trustee Weiskopf moved that the minutes of the adjourned regular Board meeting, held on July 12, 1962, be approved as corrected. Trustee Huxhold seconded the motion and it was unanimously carried. Trustee Bochniak, Chairman Public Safety Committee, stated there is no report as the committee did not meet last Thursdary; however, the Chairman of Public Safety contacted the Chairman of Public Improvements regarding the soil erosion and deep crevice at the foot of the bridge leading into the park. Trustee Frank noted this. Trustee Bochniak stated that Trustee Frank has resigned from Public Safety Committee because of the conflict in meeting nights, and that his resignation has been accepted. Trustee Marsh aslaed the status of the drinking fountain in the park. Trustee Frank said he will have information on this at the nett meeting. Trustee Huxhold - no report Trustee Gillen - no report lir. Hooper stated that the seal coating in Unit 1 will be done the end of this month. No information on the acquisition of the police radio. Status of sidewalk between St. Mary'a and the creek. Plans have been presented to Public Improvements. Mr. Hooper still to furnish some Clue prints. Trustee Weiskopf reported to Public Improvements, stating there is an opening in the lower portion of the farmhouse, which should be boarded, and that the roof in the southwest corner has a rather large hole and is dripping water. /7 Trustee Weiskopf read the Annual Appropriation Ordinance. Trustee Bochniak moved that Ordinance No. 0-62-13, being the Annual appropriation Ordinance be approved. Trustee Marsh seconded the motion. On roll call the vote was as follows: AYES: Trustees Bochniak, Huxhold, Gillen, Weiskopf, Marsh, Frank NAYS: None Following a discussion, Trustee Bochniak moved that the Police Department be permitted to block off Forest Place, between Navajo Trail and Brucewood, between the hours of 8:00 P.M. and 12:00 midnight, on a date to be determined by the Village President, providing there is no objection from any of the residents in the area blocked off. Trustee Weiskopf seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Bochniak, Huxhold, Weiskopf NAYS: Trustees Gillen, Marsh The necessary proof of registration in another municipality having been presented by Wigdahl Electric Company, Trustee Huxhold moved that the Village refund the $15.00 registration fee to Wigdahl Electric Company. Trustee Marsh seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Bochniak, Huxhold, Gillen, Weiskopf, Marsh NAYS: None Trustee Frank read several notices of public hearings to be held by the Zoning Board of Appeals of Cook County on August 1, 1962. The heari ng notice on garbage incinerators was given to Mr. Raysa, who stated he would look into this and report. Trustee Bochniak moved that the Board consider the proposed Sign Ordinance for approval. Trustee Marsh seconded the motion. A discussion followed. The finance committee was requested to notify the Building Commissioner that his comments about a proposed scale for sign inspection fees be submitted at the next Board meeting for possible inclusion in the Sign Ordinance. Trustee Gillen moved that the motion before the Board be tabled. Trustee Bochniak seconded the motion and it was unanimously carried. A proposed Park Ordinance was given to the members of the Board by the Chair- man of the Park Commission. Trustee Gillen stated that the Chairman of the Park Commission asks the Board to consider the naming of the park after Pvt. Albert Leonard Emmerich. Pvt. Emmerich lived in the old section of Buffalo Grove; he was killed in the war; he worked with children and was well respected by the old residents. Trustee Marsh moved that the park be named after Pvt. Albert Leonard Emmerich. Trustee Gillen seconded the motion. A lengthy discussion followed as the name was not known to the members of the Board. Trustee Bochniak stated that the Park Commission has been discussing this name for over a year; that Pvt. Bmmerich's family- has been contacted and they have given their approval; that Mr. Schmalzer and Mr. Stoltenberg did the investigation. The discussion continued and it was suggested that further investigation be done, such as what constituted his activities with children. Trustee Frank asked the Board to suggest names for the park, and suggested that, since there are many veterans living in the Village, that the park be named for all of them, such as Veterans Memorial Park; or that, since the park is primarily for children, that it could be called Children's Park. Trustee Weiskopf moved that this be tabled to be brought up at the next meeting. Trustee Huxhold seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Bochniak, Huxhold, Weiskopf, NAYS: Trustees Gillen, Marsh Trustee Huxhold moved that the meeting adjourn.
