1962-07-05 - Village Board Regular Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD CF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS, HELD THURSDAY, JULY 5TH, 1962, IN THE LOUISA MAY '—' ALCOTT PUBLIC -SCHOOL IN BUFFALO GROVE, ILLINOIS The President called the meeting to order at approximately 8:00 P.M. The roll was called and the following were found present: President Farrington; Trustees Bochniak, Huxhold, Gillen, Weiskopf, Marsh Absent: Trustee Frank Trustee Gillen moved that the minutes of the previous regular Board meeting held on Juno 21, 1962, be approved. Trustee Marsh seconded the motion and it was unanimously carried. Trustee Bochniak moved that the Board authorize the expenditure of $24.00 for lettering the police car. Trustee Huxhold seconded the motion. On roll call the vote was as follows: AYES: Trustees Bochniak, Huxhold, Gillen, Weiskopf, Marsh NAYS: None Trustee Bochniak moved that the Board authorize the sum of $25.00 for the purpose of acquiring a stencil machine. Trustee Marsh seconded the motion. On roll call the vote was as follows: AYES: Trustees Bochniak, Huxhold, Gillen, Weiskopf, Marsh NAYS: None Trustee Frank arrives and is present for the meeting. Trustee Marsh moved that the Board approve the payment of a $20.00 inspection fee to Norman Schwinn for the inspection of the electric signs. Trustee Bochniak seconded the motion. Discussion followed on the amount of the fee. Trustee Weiskopf stated this is based on 20% of the inspection fee charged owners. The roll was called and the vote was as follows: AYES: Trustees Bochniak, Huxhold, Gillen, Weiskopf, Marsh NAYS: Trustee Frank Trustee Weiskopf read Warrant #53. Trustee Bochniak moved that Warrant #53 in the amount of $1473.32 be approved for payment. Trustee Weiskopf seconded the motion. On roll call the vote was as follows: B Huxhold, G Weiskopf, Marsh AYES: Trustees Frank, Bochniak, uxhol Gillen,s � P � � NAYS: None The Police Magistrate's report was read. For the month of June, cases continued % • from May 4; cases in June 33; Change of Venue to Wheeling 5; convictions: 18 in Buffalo Grove Court and 2 out of the 5 in Wheeling Court; dismissals 7; continuances to July 7; total turned over to Village Clerk $447.00, of which $175.00 came from Wheeling Court. The monthly police activities report was read. President Farrington on behalf of the Board commended the Police Department and Rescue Squad on the excellent job they did on the 4th of July in their handling of the crowd, estimated at 1000 to 1200, who attended the fireworks display in the park. He added a special note of thanks to the residents for their interest and attendance at this first function held in the park. He further thanked Mr. James Conroy who donated the fireworks and his time,. and Mr. James Stoltenberg for arranging this display in the park. Paul Soucy, Chief of the Volunteer Fire Department read his report. Civil Defense - no report Chairman of the Plan Commission read his report Trustee Weiskopf read the Finance Committee report. Trustee Frank reported on the mosquito abatement program, stating there was P a write-up in the Chicago Tribune and as a result of this he has received several letters from people throughout the area. He stated that currently the New Yorker has a series of articles on this subject and recommends that these be read. The President read a letter from the Department of Public Works and Buildings, dated June 25, 1962 (Dec. No. 145), replying to the Village's request for a stop light and/or stop signs at Buffalo Grove Road and Dundee Road, and stating . 1 the reasons for denying the request at the present time. Mr. George Moser presented the final plats of Messrs let and 2nd additions to Buffalo Grove Unit 7 for approval. He stated he has complied with the requests of the Board regarding the necessary changes and would like to have the Board approve these. Discussion followed. It was the majority feeling of the. Board that the final plats should be referred to the Plan Commission for their review. Trustee Marsh moved that the final plats as submitted by George Moser be referred to the Plan Commission for expedient action, and that the Plan Commission meet on July 10, 1962 at 8:30 P.M., at the home of Eugene Racette for this purpose. Trustee Gillen seconded the motion and it was unanimously carried. The President read a report from the Chicago Better Business Bureau on the Illinois Federation of the Blind and asked the Board if they will permit the soliciting of orders for items made by the blind. It was the majority opinion of the Board that permission should be granted. Trustee Bochniak moved that every person soliciting for this organization come in and apply for a regular solicitors permit and that the Village waive the $2.00 fee. Trustee Waiskopf seconded the motion, and it was carried by a majority of the Board. Trustee Frank moved that this charitable organization not be allowed to solicit in the Village of Buffalo Grove. Trustee Gillen seconded the motion. On ,._. roll call the vote was as follows: //7 AYES: Trustees Frank, Huxhold, NAYS: Trustees Bochniak, Weiskopf, Marsh ABSTAIN: Trustee Gillen Mr. John Hooper stated he would report at the next meeting on the change in the prevailing wage rate scale. The Agreement for Easement for the Buffalo Utility Company has been referred to the Utility Company'. Trustee Marsh suggested, in view of the interest shown on July 4th, that the park dedication be held over the Labor Day weekend, instead of July 28th, in order to allow the Village to make proper arrangements. He requested the Chair and Public Relations to go all out for this dedication, and offered his services. No one opposed this suggestion. The President stated that the Park Dedication will be held on the Labor Day weekend, and directed Trustee Marsh to work with Public Relations and the Chairman of the Park Commission on this. Mr. Hooper was asked about the status of the sidewalk on Buffalo Grove Road and stated it is in process of being drawn up and will be presented to Public Improvements Committee at the next meeting. Trustee Weiskopf moved that Ordinance No. 0-62-13, the annual Appropriation Ordinance, be passed. Following discussion, Trustee Weiskopf withdrew his motion. A letter from Dyiae Tree Service, Inc. re removal of trees, was referred to Public Improvements. The President read a letter from Eay's Animal Shelter, Inc. (Doc. No. 146). The Chief of Police stated that no animal has been brought there in the last year. Trustee Frank moved that no contribution be sent to Kay's Animal Shelter. Trustee Bochniak seconded the motion. On roll call the vote was as follows: Ah S: Trustees Frank, Bochniak, Huxhold, Gillen, Weiskopf, NAYS; None ABSTAIN: Trustee Marsh The President read a letter from William Breson, thanking the Board for their letter of thanks. Trustee Bochniak moved that the Village send an official commendation to Mr. James Conroy for his work on the 4th of July. Trustee Marsh seconded the motion and it was unanimously carried. Trustee Gillen moved that Public Improvements Committee be directed to come with an estimate of what it will cost the Village to put in trees in those parkways in Unit 5 where no trees have been planted. Trustee Marsh seconded the motion and it was unanimously carried. Trustee Gillen volunteers his services to Public Improvements in locating these parkways without trees. A discussion followed on the purchase of a new base station radio for the police department. Following discussion, Trustee Bochniak moved that the Board authorize up to $700.00 for acquisition of a base station radio for the Police Department. Trustee Marsh seconded the motion. Following discussion, Trustee Bochniak amended his motion to read that the Board authorize up to $730.00 for acquisition of the base station radio. Trustee Marsh seconded, the amended motion. The roll was called and the vote was as follows: AYES: Trustees Bochniak, Huxhold, Weiskopf, Marsh NAYS: Trustees Frank, Gillen Trustee Bochniak moved that the meeting adjourn to July 12, 1962, at 8:00 P.M. in the Louisa May Alcott Public School.
