GROVE, COOK COUNTY, ILIINOIS, HELD LONDAY, APRIL
23, 1962, IN THE LOUISA LAY ALCOTT PUBLIC SCHOOL
IN BUFFALO GROVE, ILLINOIS
The President called the meeting to order at apnroximately 8:20 p.m,
In the absence of the Village Clerk, Trustee Weiskopf moved that
Mrs. Rosalie Kaszubowski be made acting clerk. Trustee Marsh
seconded the motion. On roll call the vote was as follows :
AYES: Trustees Frank, Huxhold, Gillen, Weiskonf, Marsh
NAYS: None
The Clerk then called the roll and the following were found
present :
President Farrington; Trustees, Frank, Huxhold, Gillen, Weiskopf,
Harsh
ABSENT: Trustee Bochnisk
President Farrington then read Ordinance 0-62-8 Liquor License
Ordinance amending Ordinance 0-60-12. Trustee Marsh moved that
Ordinance 0-62-8 be aoaroved. Trustee Huxhold seconded the motion.
On roll call the vote was as follows :
AYES: Trustees Frank, Huxhold, Weiskonf, Marsh
NAYS: Trustee Gillen
President Farrington stpted that the total cost for the landscaping
of the nark received from Nick Brandon was :];1832.00. He stated that
since this is cacital inlroverent exceeding : 1500.00 it would
require a 2/3 vote to authorize it inasmuch as bids were not being
solicited. Trustee Frrnk moved that solicitation of bids for the
establishment of a lawn in the ark be dispensed with. Trustee
G-11en seconded the notion. on roll call the vote ups as follows :

Trustee Frank then moved thrt a contract be negotiated with Nick
Brandon to establish a lawn in the nark in accordance with the
proosal. Trustee Gillen seconded the motion. A discussion was
held on the requirement of a contract completion bond. The roll
UPS called and the vote was as follows :
AYES: Trustees Frank, ILuxhold, Gillen, Weiskopf, Marsh
NAYS: None
Marsh stated his affirmative vote was made on the recommendation of
the Senior Trustee and Village President that a bond would not be
required in this case.
President rrrrington then rend the re-sort from the Zoning Board
of Anneals recommending that the variations on Lot 9 Unit 6 and

Lot 614 Unit 5 be allowed with the assurance that this would
not take place again and that at no time will any open porch
be enclosed. Trustee Marsh moved that the variation be granted
on the recommendation of the Zoning Board of Appeals. Trustee
Huxhold seconded the motion. On roll call the vote was as follows:
AYES: Trustees Frank, Huxhold, Gillen, Weiskopf, Marsh
NAYS: None
President Farrington then stated that since the liquor license
fee of the Bowling Alley was increased from :400.00 to zA0000.00,
they have asked if this can be paid semi-annually. T,ustee
harsh moved that the fee on Glass A licenses be acceptable in
semi-annual payments. Trustee Huxhold seconded the motion.
Trustee Frank asked that the motion be amended to include payment
to be made on or before May 1st and on or before November 1st.
Trustee harsh amended his motion and Trustee Fuxhold seconded.
On roll call the vote was as follows :

Trustee Bochniak arrived.
The President stated that with the unanimous consent of the board,
any business could be acted on. There were no objections.

orVillage Clerk, checks could not be signed. He recoinended that
a third signature be tl^orized. he had checked into the legality
of this and obtained the necessary forms from the bank. Trustee
Frank moved that the President be authorized to s ;;n checks. Trustee
Huxhold seconded the motion. The roll was called and the vote
was es follows :
AYES: Trustees Frank, Bochniak, Huxhold, Gillen, Weiskopf, Marsh
NAYS: None
Trustee Weiskopf than read Ordinance 0-62-9, Food Delivery Vehicle
License. It would require vehicles delivering foodstuffs into the
village to obtain a vehicle license. A ` 15.00 fee was suggested
which is also the fee raid by village truck owners. Trustee Gillen
moved that Ordinance 0-62-9 be oassed. Trustee Marsh seconded the
motion. A lengthy discussion was held and Trustee Marsh moved
that the original motion be tabled and referred to the Public
Safety Committee for their recommendation. Trustee Frank seconded
the motion. After furthur discussion Trustee Marsh amended his
motion to read the origianl motion to pass Ordinance o-62-9 be
tabled. Trustee Frank seconded. On roll call the vote was as
follows :
AYES: Trustees Frank, Marsh
NAYS: Trustees Bochniak, Huxhold, Gillen, Weiskopf
President Farrington then read the Ordinance as amended. Trustee
Gillen withdrew his motion. Trustee Bochniak moved that the
Ordinance be passed as amended. There being no second the
motion was not voted on.
`•/' A discussion was held on how to dispose of the old Police Vehicle.
Trustee Weiskopf was directed to see if any legalities were
involved in the sale of the vehicle. The vehicle was to be
on display in the parking lot of the model homes on Buffalo Grove
Road, Saturday and Sunday.
Mr. Venetianer, Building Commissioner, requested authorization
from the board to join the Suburban Building Officers Conference
of America at an annual fee of ` 10.00. He stated he felt it
would enable him to do a better job es building commissioner
because of the various training meetings. Trustee Bochniak felt
it this were allowed a precedent would be set and all committee
heads end people working for the village would ask authorization
to join organizations. He also felt that since the commissioner's
job was e prying one, he should stand the expense. Venetianer
felt his stipend es commissioner didn't warrant his paying this.
Trustee Frank stated it would be a good precedent to set if it
would benefit the village. Trustee Weiskopf agreed the village
should pay for training sessions but not luncheons or dinners.
President Farrington said he believed the technical training would
be of great benefit because most of village business is concerned
with building. Mr. Venetianer also asked authorization to attend
a course given by the Central YMCA on Building and Construction
for p fee of $55.00. Trustee Marsh moved that the board authorize
the expenditure of 155.00 for the Commissioner to enroll in the
course at the Central YMCA commencing in May or June. Trustee
Huxhold seconded the motion. On roll call the vote was as follows :
AYES: Trustees Frank, Bochniak, Huxhold, Gillen, Weiskopf, Marsh
NAYS: None
Trustee Yersh moved that the board approve the expenditure of } 10.00
to enroll the commissioner and the municipality in the Suburban
Building Officers Conference of America es an active member. Trustee
Weiskopf seconded the motion. On roll call the vote was as follows:
AYES: Trustees Frank, Gillen, Weiskopf, Marsh
NAYS: Trustees Bochniak, Huxhold
Mr. Venetianer also asked for authorization for en expenditure of
$ 9.00 for a dozen conies of the Building Officers Conference Code.
Trustee Frank recommended this be token out of the $200.00
authorization for �-urchase of supplies by the building commissioner.
Mr. Venetianer was so directed.
Trustee I-i uxhold inquired about the legality of narking school
busses end trucks in driveways without being housed or garaged.
Trustee Frank suggested it be referred to the Village Attorney
end perhaps courtesy tickets issued. He also stated that the
Village should take action of the situation at 73 Bernard Drive.
Mr. Venetianer was directed to investigate this and refer it to
the Police Dennrtment.
Trustee Harsh stated that in further checking into insurance rates
for the Volunteer Fire and Rescue Squad, the American Casualty
Com�aany and Continental Casualty Comp>^ny were the lowest for the
type of coverage desire:. Trustee Marsh moved that the Board
approve the sun of = 131.00 for insurance coverage for the
Volunteer Fire and Rescue Squad of Buffalo Grove with the American
Casualty Company of Reading, Pennsylvania. Trustee Frank seconded
the motion. On roll call the vote was es follows :
AYES: Trustees Frank, Bochniek, Nuxhold, Gillen, Weiskopf, Marsh
NAYS: None
Trustee Frank asked Trustee Bochniak whether the Safety Committee
had decided what could be done about the children ,laying in the
streets. Trustee Bochniak said a Newsletter wil:i,. be circulated
the first part of Hay telling the parents of the danger involved
end th^.t it is in violation of the law, punishable by fine.
President Farrington read a letter from the Buffalo Utility Company
asking the village to write a letter to the Sanitary Water District
stating that it will police t_-_e issuance of permits if the
sew^^;e treatment affluents used are found to be undesirable.
Trustee Weiskonf Moved the meeting; be adjourned. Trustee Gillen
seconded the motion and it wa.s unanimously carried.
