1961-11-16 - Village Board Regular Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS, HELD THURSDAY, NOV. 16, 1961 AT 8:00 P.M. , IN THE LOUISA MAY ALCOTT SCHOOL IN BUFFALO GROVE, ILLINOIS President Bunescu called the meeting to order at 8:10. Mrs. Patricia A. Breson was appointed acting village clerk for the evening and set her fee at $5.00. A note was to be included in the minutes to the village clerk to pay Mrs. Breson for being acting clerk on Sept. 7, 1961. Trustee Bochniak made the motion that she be paid. Trustee Huxhold sec- onded. AYES: T lustees Gillen, Wieskopf, Bochniak, Farrington NAYS: None Trustee Bochniak made a motion that the minutes of the last meeting be approved. Trustee Farrington seconded. AYES: Trustees Wieskofp, Bochniak, Huxhold, Farrington NAYS: None ABSTAIN: Trustee Gillen Trustee Frank came in at 8:12 Trustee Wieskopf made the suggestion that the village clerk have pencil and paper at the meeting so that if someone from the audience had a ques- tion they could write it down and give it to the board. Trustee Bochniak made a motion that the recognition of people from the audience be left in the hands of the village president. Trustee Farrington seconded. AYES: Trustees Franjc, Farrington, Huxhold, Bochniak, Gillen, Wieskopf NAYS: None. Plan Commission Report was given by Chairman G. Racette. The plan com- mission was consider the rezoning of property behind the bowling alley so that the Buffalo Utility Co. could put another well there. The plan com- mission granted the rezoning on the condition that the utility co. add another piece of land the size --50x110 to the proposed area. Trustee Farrington made the motion that the rezoning be granted. Trustee Wieskopf seconded. Trustee Gillen wanted to review the are in which the well was going to be place and want this postponed until the next board meet- ing. Trustee Frank asked when this was proposed to the plan commission? Chairman Racette said about one month ago. The vote was taken on the motion. fe AYES: Trustees Frank, Farrington, Wieskofp, Huxhold NAYS: Trustees Gillen, Bochniak The Public Improvement Report was given by Trustee Farrington. He said that there was no meeting, but stated that the parking lot at the park would be flooded again this year for ice skating, and that there would be lights and a warming house, and some music. Public Iliealth and Safety Report was given by village president A. Bunescu. He stated that Chief Breson found an ambulance in Edgerton, Wis. and wanted the board to appropriate $500 for the vechicle. Trustee Bochniak made the motion to appropriate the $500. Trustee Frank sec- onded. AYES: Trustees Frank, Farrington, Wiespokf, Huxhold, Bochniak, Gillen NAYS: None Trustee Frank wanted to know when the rescue squad nedded the money? Chief Breson stated it would be needed upon delivery. Delivery to be about Dec. 15, 1961. Trustee Huxhold made the motion that the $500 be put on the December war- rant so the rescue squad would have the money. Trustee Wieskofp seconded. �-' AYES: Trustees Frank, Huxhold, Farrington, Wieskofp, Bochniak, Gillen. NAYS: None President Bunescu said the rescue squad was covered in the village liability insurance. Resignations from the police department were read, three which were written before the investigation and two written after the investigation. Officers Donald Ebert, Ernest Stetz, and William Davis, are three written before investigation. Officers Salvatore Sansone, and Sgt. James Hansen written after investigation. Trustee Huxhold made a motion the resignations be approved. Trustee Gillen seconded. AYES: Trustees Gillen, Huxhold, Farrington, Frank, Wieskofp, Bochniak NAYS: None Trustee Bochniak wanted to go on record stating he was sorry to see these men resign and especially Sgt. Hansen. Chief Barnett submit a letter to the board to approve two appointments as regular reserve officers--Officer Wiese, and office D'Amore. Both men took the required test. 3 7 c/ Trustee Bochniak made the motion that these men be promoted. Trustee Hu kold seconded. AYES: Trustees Frank, Farrington, Huxhold, Wieskofp, Gillen, Bochniak NAYS: None President Bunescu state that the public health and safety committee felt that the Volunteer police department should get some compensation for their time' and proposed a slary from the Chief down to the patrolmen. The money is to come from a 5% utility tax, which would amount to about $24 per household for one year, making a total of approximately $12, 000. By paying these men, the chief of police would have more authority with the men, it would build the moral of the department and would creat a waiting list for the department. Trustee Frank stated that the investigation by the public health and safety com- mittee was a white wash and that the resignations presented added to his believe. He also felt it was illogical to pay volunteers and not have better coverage when with the amount the village woudl get they could hire two full time men and have better coverage. He further stated that by paying these volunteers the Home- owners party would have 20 paid precinct captains in 2 yrs. Trustee Huxhold stated that he would like to have the proposed tax publicized so the villagers could give their opinion. A motion was made by Trustee Huxhold to have apublic meeting on Dec. 7, the next board meeting, for discussion on this topic. Trustee Wieskofp seconded. AYES: Trustees Frank, Farrington, Huxhold, Wieskofp, Bochniak NAYS: Trustee Gillen Trustee Gillen made a report on the Court Report . There was 92 pages at 80c/ per page plus the $15, making a total of $73. 63 for just one copy. He said the village could not afford the court reporter. Ordinance 0-61-26 was read and Trustee Huxhold made a motion the ordiance be adopted as amended. Trustee Bochniak seconded. AYES: Trustees Huxhold, Farrington, Bochniak, Wieskofp NAYS: Trustees Frank, Gillen Chief Breson submitted a bill to the village for mileage to Wisconsin to see the ambulance for a total of $17. 44. Amount to be included on Dec. Warrant. Trustee Huxhold made the motion he be paid. Trustee Farrington seconded. AYES: Trustees Frank, Huxhold, Farrington, Wiskoep NAYS: Trustees Gillen, Bochniak Trustee Frank pointed out that the adoption of the plumbing code was done illegally, because 3 copies have to be on file with the village clerk for 15 days before it can be passed. Trustee Huxhold made a motion that the vote be reconsidered. It was seconded by Trustee Wieskofp. AYES: Frank, Wieskofp NAYS: Gillen, Bochniak, Huxhold President Bunescu said the clerk should have 3 0o pies on file for 15 days and then record it as being passed. Trustee Gillen said there was no word from Mr. Garbis about reseeding the park. Trustee Farrington said he wanted to contact the man before contacting the bonding company. The village clerk wanted the board to know that she had received the 1962 vehcile stickers and wanted them to set a selling date. Trustee Farrington wanted the date deferred until after the public meeting of Dec. 7. Trustee Gillen wanted to know why? When he received no answer he made a motion that they be reduced to $5. 00 for passenger vechicle. There was no second. Trustee Bochniak made the motion they go on sale Dec. 1. There was no second. Trustee Frank presented a letter to the board from one of the village builders about the village dening him continuing work on houses that had building permits in unit 6. The building commission said that he had orders from the village president. Trustee Frank wanted to know if the village president took this decision upon himself or if the board had decided this. Attorney Racza said he felt that he should be permitted to finish building those houses. Trustee Farrington made a motion that the liquor license for the village taverna have unlimited hours on New Year's Eve this year. Attorney Racza was granted permission to draw up a resolution for that evening. Trustee Huxhold want to know if the snow removal service was taken care of for this year. The village clerk was instructed to contact Country Service to see if they would do the service. Trustee Huxhold also wanted the public improvements committee to know that two sidewalks nedded repairing at St. Mary's and Lincoln terrace and Francis Ct. and Glendale. 1- 0s. 3 R/ Trustee Farrington requested that $200.00 be appropriated for the `• Park Commission for flood lights, wiring, etc. for lighting the ice skating pond. Trustee Gillen moved that the Board authorize $200.00 for lighting the ice skating pond. Trustee Bochniak seconded the motion.
