HELD FRIDAY MAY 12, 1961, OF THE PRESIDENT AND BOARD OF TRUSTEES
OF. THE VILLAGE OF BUFFALO GROVE, COOK.COUNTY, ILLINOIS, AT
8:00 P.M., IN THE LOUISA MAY ALCOTT PUBLIC SCHOOL IN.BUFFALO
GROVE, ILLINOIS.
The President called the meeting to order. On roll call the following were
found present:
President Bunescu; Trustees Frank, Farrington, Gillen, Huxhold
Absent: Trustees Walters and Bochniak
The President stated that the main reason the meeting was adjourned to this
specific night vas to receive and pass upon the report of the Plan Commission
on a preannexa*ion zoning hearing held this evening at 7:30 P.M.
The President then read the report of the Plan Commission (Doc. #102)
recommending that the Board act favorably on the preannexation zoning petition
of William F. and Anna Heinzelman. The Chairman stated that the Plan Commission
was unanimous in its decision.
The President then read the Petition for Annexation signed by William F.
Heinzelmann and Anna Heinzelmann, requesting the annexation of certain territory
contiguous to the Village of Buffalo Grove. No map was attached, but Mr. Raysa
explained that a plat was attached to the Petition when it was submitted but
he took it off to give to the Village Engineer, who is having an origins
vellum made which will bear a surveyor's stamp; that the map can be presumed
to be in the hands of the Village; and that he has informed Mr. Heinzelmann's
attorney that Mr. Heinzelmann will have to bear the cost of the map and
surveyor's fees.
The President then read Ordinance No. 0-61-9, being an Ordinance annexing
certain territory as described in the Petition for Annexation and as further
described in the Ordinance.
Trustee Gillen brought up the subject of the three overhanging signs and the
angular parking in front of Bill's Buffalo House. Mr. Charles Heinzelmann
stated that up to now that strip of land belongs to the County. If it goes
into the Village, they will gravel or asphalt it and have parallel parking only.
Trustee Huxhold moved that Ordinance No. 0-61-9 annexing certain territory be
approved as read. Trustee Farrington seconded the motion. On roll call the
vote was as follows:
AYES: Trustees Huxhold, Gillen, Farrington, Frank
NAYS: None
The President then read Ordinance No. 0-61-10, being an ordinance amending
Zoning Ordinance No. 0-61-7, rezoning the property herein annexed as "B 1n
Business District, Limited Retail. Trustee Gillen moved that Ordinance No.
0-61-10, being an ordinance amending 0-61-7, the Zon�.ng Ordinance, be
approved. Trustee Huxhold seconded the motion. On roll call the vote was
as follows:
AYES: Trustees Farrington, Gillen, Frank, Huxhold
NAYS: None
The President then read Ordinance No. 0-61-11, being an Ordinance amending
the Liquor Control Ordinance. Following discussion, Trustee Gillen moved that
Ordinance No. 0-61-11 amending the Liquor Control Ordinance, be approved.
Trustee Farrington seconded the motion. On roll call the vote was as follows:
AYES: Trustees Huxhold, Gillen, Farrington, Frank
NAYS: None
A discussion was had on a PA system for the Board meetings. It was recommended
that one be put in on a trial basis.
The Chief of Police spoke on radar equipment, stating that he has found a radar
with a 40 ft. pickup which belonged to Addison, Illinois. Due to modernization
Addison now has an 800 ft. radar. This particular unit had been completely
overhauled for about $140.00 before it was traded in two months later. In a
Village such as ours it would be ideal. Wheeling has this type. He will sell
this set for $50.00 and guaranty it for 30 days. He is a member of the Illinois
Police Communications System and would like to represent us at all of these
communication meetings. He will also give us maintenance on our radio for
$8.00 per Month. He is much closer to us than Village Electric and has access
to a lot of used equipment. He represents a few of the police departments in
the area, including Addison. Our present electrical timing device has many
broken parts and the needles are not accurate. Any equipment used to check
and clock speeders must be periodically checked by a competent person who has
a license. He will give us this service on the radar. He does a complete line
of police work, radios, ham operators. We could use this unit anyplace within
our jurisdiction. It must be attached in the car, but it could be taken from
one car to another. The unit is about 4 or 5 years old.
Trustee Farrington moved that the Police Department be authorized to purchase
the radar equipment for $50.00. Trustee Gillen seconded the motion.
Trustee Frank stated that he is not in favor of this expenditure. He expressed
concern over the Police Department's lack of judgment and poor knowledge of the
law. He is afraid if this unit is purchased there will be a waive of petty
arrests, citing as an example, their present enforcement of the ordinances at
the stop sign and their attempted enforcement of the garbage can ordinance.
He is afraid that if someone goes thru the Village at 21 or 22 miles an hour
that an arrest will be made.
Trustee Farrington stated he feels that in general the Police Department
has been accepted as an efficient organization. Trustee Gillen stated he does not
feel as Mr. Frank does and that perhaps some people have been held to the
letter of the law, however, he also notices that he doesn't ride down a lane
of garbage cans on Sunday.
The roll was called and the vote was as follows:
AYES: Trustees Gillen, Huxhold, Farrington and President Bunescu
NAYS: Trustee Frank
The President stated that at the last Board meeting the Village Board had
approved a request from Buffalo Grove Home Builders for a variation of the
Fence Ordinance. However, it has been noted that the fence is close to one
fire plug.
Following discussion, Trustee Farrington moved that the ruling of the previous
Board meeting be amended to the effect that the fence in front of the model
homes be built around or up to a point no closer than 5 ft. on either side of
the fire plug. Trustee Gillen seconded the motion.
Trustee Frank suggested that this motion be amended to include removal of
the entrance gate on Bernard Drive because that is within 3 or 4 ft. of a
fire plug. Trustee Farrington refused to amend his motion.
The roll was called and the vote was as follows:
AYES: Trustees Huxhold, Gillen, Farrington and President Bunescu
NAYS: None
ABSTAIN: Trustee Frank
The Clerk was directed to notify the petitioner in writing of the modification
of the approval.
Trustee Huxhold moved that the variation be completed by the end of 14 days
from this time on. Trustee Farrington seconded the motion. On roll call the
vote was as follows:
AYES: Trustees Farrington, Gillen, Huxhold and President Bunescu
NAPS: None
ABSTAIN: Trustee Frank
Trustee Farrington moved that the meeting adjourn. Trustee Huxhold seconded
the motion and it was unanimously carried.
