PURPOSE ROOM OF THE LOUISA MAY ALCOTT SCHOOL, BUFFALO
GROVE, TT.T.TNOIS.
The President called the meeting to order. On roll call the following
were found present:
President Bunescu; Trustees Darner, McGahan, Farrington, Bochniak, Frank
Absent: Trustee Walters.
Trustee Bochniak moved that the minutes of the regular board meeting held
December 1, 1960, and the minutes of the adjourned regular meetings held
December 8th and December 15th, 1960, be approved as written. Trustee
Farrington seconded the motion. On roll call the vote was as follows:
AYES: Trustees Frank, Bochniak, Farrington, McGahan, Dorner
NAYS: None
The Treasurer read his report covering the period from December 1, 1960
thru January 5, 1961, showing cash in bank of $8,124.780 investment of
$5,000.00, and motor fuel tax allotment of $5,003.80.
Chief Barnett stated that the total number of hours worked in the month of
December was 709.5, excluding the Chief's. The Chief then read the Police
Activities Report for the month of December, 1960.
The Chief stated that the Cook County Rabies Control has approved a canvass
of the Village. This will be conducted by Mr. Tiernan, who will make a list
of all families owning dogs, and also a list of those who have and have not
had rabies shots. After they complete their investigation, this list will be
turned over to the Police Department.
The Chief stated that Kay's Animal Shelter, upon a call from the Police
Department, will pick up any animal, find a home for it, or dispose of it,
free of charge. Upon the Chief's recommendation, Trustee Frank moved that
a check for $25.00 be sent to Kay's Animal Shelter to help defray the cost of
• taking stray dogs off the street. Trustee McGahan seconded the motion. On
roll call the vote was as follows:

The Police Magistrate was called upon for his report and stated that there
were 6 continuances from November; 4 arrests in December; 7 convictions;
L.. 1 dismissal; 2 continuances; and that a total of $31.00 was turned over to
the Village.

Trustee Bochniak read Warrant #35. A discussion was had on picking up
stray cats. The Police Department was instructed hot to answer such calls
L..• unless the cat was a menace to public health.
Trustee McGahan moved that Warrant #35 in the amount of $2227 .28, be
approved for payment. Trustee Bochniak seconded the motion. On roll cal]

Eugene Huxhold, Chairman of the Plan Commission gave his report, stating
that a meeting had been set for January 4, 1961, at 182 Buffalo Grove Road
to consider a comprehensive amendment to the Zoning Ordinance. He stated
that no one appeared, so the meeting was adjourned to January 30th, 1961,
at the same place at 8:00 P.M. The proposed Comprehensive Amendment to the
Zoning Ordinance was put on file with the Village Clerk, so that all
interested parties could read it before the 30th.
Mr. Huxhold further stated that on Monday, January 9, 1961, a public hearing
will be held at 182 Buffalo Grove Rd., at 8:00 P.M., to consider the rezoning
from residential to business of the area for the bowling alley as well as
1550 ft. along Dundee Road.
Trustee Bochniak stated that due to the holiday and other problems, the
•..• committee appointed to review the police salaries and to consider the hiring
of a full time policeman has not met, but plan to have a meeting as soon as
possible. Trustee McGahan stated that Mrs. Kloeftus would like to attend
this meeting.
James Arnold stated that as yet there has been no meeting of the committee
set up to review the building code.
Mr. Schmalzer, Chairman of the Park and Recreation Commission stated he has
no report other than the ice skating rink is now in operation. The President
stated that the Board would like to go oh record as publicly thanking the
Buffalo Grove Home Builders for flooding the pond and putting up lights.
These lights have a timing device and are set to go off at 9:00 or 9:30.
Following discussion, Mr. Schmalzer was directed to draft a set of rules
and regulations for the use of the pond and give them to the Police Department
to enforce.
The President read a letter from John Hooper, Village Engineer, dated
January 5, 1961 (Doc. No. 84) reporting on the bridge leading to the park.
Briefly, it states that the bridge be retained with slight modifications,
and that it be used by both pedestrian and light vehicular traffic as an
accessway to the park. Further recommendations are made for the future.
.... Trustee McGahan moved that John Hooper be authorized to obtain quotations
on the cost of re-enforcing the bridge. Following discussion, Trustee
McGahan withdrew his motion.
Mr. Venetianer, Building Commissioner, arrived and stated that a meeting
of the committee to review the building code has been set for next
Wednesday. He stated further that there has been very little activity in
building during the month of December.
Mr. Venetianer stated that he would like to recommend that any electrical
work done in a home, whether by a contractor or "do-it-yourself» should
require a permit and an inspection. He feels this is a fire safety measure.
A lengthy discussion followed.
Sgt. DeKneef gave his report on the curfew laws of neighboring towns and
made recommendations for a curfew law in the Village of Buffalo Grove.
The attorney was directed to draft an ordinance setting up a curfew law
of 9:30 up to age 13, and 10:30 weekdays and 12:00 on Fridays and Saturdays
for ages 14, 15 and 16.
John Hooper reported that the salt spreader is ready to be picked up.
A discussion was had on the dutch elm disease. Chief Barnett will bring
in a further report.
Following discussion, Trustee Farrington moved that B. G. Gremley & Assoc.
be authorized to prepare a survey and legal description of the eastern
half of Buffalo Grove Road to Dundee Road and the south half of Dundee Rd.
to the western extremity of the Village limits, at a cost not to exceed
$50.00. Trustee Bochniak seconded the motion. On roll call the vote was
as follows:
AYES: Trustees Dorner, McGahan, Farrington, Bochniak and Frank

The report has not been received on the 1960 Federal census.
Trustee Farrington stated that he will check with Public Service on the
street lights in Unit V.
On the aerial at 277 Lincoln Terrace, Hooper stated that everything above
ground is perfectly safe, but he has not as yet received any of the plans
and specifications.
A discussion was had on whether or not there are too many streets lights on
Buffalo Grove Road at Bernard Drive and whether these lights are properly
placed.
The subject of the historian was brought up, and Mr. Raysa stated that since
our last meeting, the Village of Oak Park has put out quite a progress report
and Mt. Prospect has done the Gamy thing. He understands that another Village
is about to do this.
Street lighting along the right of way leading into the park was discussed.
It was felt this was the job of the Plan Commission in line with public
service to work out the lighting system throughout the Village. It was
suggested that Mr. Seitz be present at the next meeting.
A discussion was had on filing a petition with the State and County to
put up a light at Aptakisic Rd. and Route 83.
Trustee McGahan introduced Bob Forman, a resident of the Village, who
is with the National Safety Council. He stated that the National Safety
Council could not assist in acquiring the light at Aptakisci and 83.
Stop signs at intersections within the Village were discussed.
It was discussed and the attorney was directed to have the election
ordinance ready for the February meeting.
It was reported that not too many vehicle stickers have been sold.

Trustee moved that the Board authorize an expenditure not to
exceed $75.00 for tuition and books for the enrollment of the Building
Commissioner in a building construction class at the Central YMCA.
Trustee McGahan seconded the motion. On roll call the vote was as follows:

A letter of resignation from Special Policeman Guihan was read. Trustee
McGahan moved that the resignation be accepted. Trustee Farrington
seconded the motion. On roll call the vote was as follows:

The President read a letter from John Hooper (Doc. No. 85) stating briefly
that he has reviewed the plans from the bowling alley and finds no major
deviation from code requirements. He made some recommendations and when
these are complied with, the building permit can be issued. The letter
was given to the Building Commissioner.
A discussion was had on serving liquor on election day.
Trustee Bochniak moved that the meeting adjourn to Monday, January 9, 1961,
at 8:30 P.M., at 182 Buffalo Grove Road. Trustee Farrington seconded the
motion and it was unanimously carried.
