1963-01-17 - Village Board Regular Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF TIE VILLAGE OF BUFFALO GROW, IN THE COUNTIES tr.. OF COOK AND LAKE,.ILLINOIS, HELD THURSDAY, JANUARY 17TH, 1963, IN THE LOUISA MAY ALCOTT.PUBLIC SCHOOL IN BUFFALO GROVE, ILL. The President called the meeting to order at approximately 8:00 P.M. The roll was called and the following were found present: President Farrington; Trustees Frank, Huxhold, Weiskopf, Marsh, Racette, godrow Trustee Marsh moved that the minutes of the previous regular Board meting held on January 3rd, 1963, be approved. Trustee Racette seconded the motion. The President made a correction in the mlrnutes, which the Clerk noted. The roil was called and the vote was as follows: AYES: Trustees Huxhold, Weiskopf, Marsh, Racette, Zodrow NAYS: None ABSTAIN: Trustee Frank Mr. Charles Gramer, Chairman of the Plan Commission, stated there is no formal report. They have sent a letter to the Kildeer School District and to Mr. Gillen inviting them to the Plan Commission meeting of January 24th. Finance Committee report - Trustee Weiskopf stated there is no report, but that Mr. McHugh has prepared sole working papers for the Finance Committee, and that these have been given to the members of the Board for their review. Building Commissioner absent - no report. Public Improvements Committee - no report other than snowplowing is being handled.by Country Service and they have been called out once. Trustee Frank thanked the President and Mr. Racette for personally spreading the salt on the streets during his absence. Police and Safety Committee report read by Trustee Marsh. He stated further is Feb naForman y 15 h.will make the traffic survey. Village stickers cut-off date Fire and Health Committee - Trustee Huxhold, no report. Mr. George Hels read the activity report for the Fire Department and Rescue Squad. Trustee Huxhold turned over four honorary badges of the Fire Department to the Clerk, stating that six were purchased-one is with Mr. Breson and he is still checking on the sixth one. l v) Mr. Hels stated that the Fire Department still does not have the title for the pumper; that there seems to be some confusion in transferring it, and asked Mr. Raysa to check into this. Placing a snow fence along Buffalo Grove Road was discussed. It was ascertained that the snow fence in the park is not owned by the Village but by the Recreation Association. Trustee Frank stated he would make inquir7 to the County to find out if they will install the snow fence. -It % On the request from the Sheriff's Office for copies of our criminal ordinances, Trustee Marsh answered that this has not been completed. The snow tires and the seat belts have been installed on the police car. Trustee Frank stated that the salt spreading equipment is in shape; that a truck will be supplied and the salt spreading will be handled by paying someone in the Village at the rate of $2.50 an hour; that the salt will be spread on hills, at the stop signs and at the intersections, but not throughout the entire Village. The Finance Committee reports nothing further on the taking of a special census. Trustee Huxhold stated they are going to review the Fire Department Ordinance and will have some proposed amendments.The President stated that Derek Palmer's term has expired, and he, therefore, reappoints Mr. Palmer to the Plan Commission for a period of one year, on the recommendation of the Chairman of the Plan Commission. Trustee Weiskopf moved that the appointment be approved. Trustee Marsh seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Huxhold, Weiskopf, Marsh, Racette, Zodrow NAYES: NONE The President read Michael F. Hupfel's resignation as Director of Civil Defense. Trustee Huxhold moved that the resignation be accepted. Trustee Racette seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Huxhold, Weiskopf, Marsh, Racette, Zodrow NAYES: None The President read Curtis D. Bauer's resignation as Police Magistrate, effective January 31, 1963. Trustee Marsh moved that the resignation be accepted. Trustee Zodrow seconded the motion. On roll call the vote was as follows:. AYES: Trustees Frank, Huxhold, Weiskopf, Marsh, Racette, Zodrow NAYES: None The President thanked Mr. Bauer on behalf of himself and the Board for giving so freely of his time and for the work he has done for the Village. The President read a letter from the Lake County Public Works Committee on acquiring a site for the operation of-a sanitary landfill refuse disposal facility (Doc. No. 158). The Clerk was instructed to write a letter advising them that theVillage has no municipal garbage pick-up. A discussion was had on filling the vacancy in the office of Police Magistrate, �-- which is created by the resignation of Mr. Bauer. Various alternatives were discussed, such as holding a special election; electing a municipal justice at the next general election, since the Village is now in two counties; requesting the County Judge to assign a Justice of the Peace to act as Police Magistrate; and the creation of a municipal court. Following the discussion, Trustee Marsh moved that the Board pass a reso- lution calling on the County Judge to appoint a Justice of the Peace to act as Police Magistrate from.January 31, 1963 to April 16, 1963. Trustee Weiskopf seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Huxhold, Weiskopf, Marsh, Racette, Zodrow NOES: None Trustee Marsh moved that the meeting adjourn.
