1962-10-18 - Village Board Regular Meeting - Minutes MINUTES OF A REGULAR 22ETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF TH' VILLAGE OF BUFFALO GROVE, COOK COUNTY, TT,LTNOIS, HELD THURSDAY, OCTOBER 18TH, 1962, IN THE LOUISA MAY ALCOTT PUBLIC SCHOOL IN BUFFALO GROVE, TT.T7NOIS. The President called the meeting to order at approximately 8:00 P.M. The roll was called and the following were found present: President Farrington; Trustees Bochniak, Huxhold, deiskopf, Marsh Absent: Trustees Frank and Gillen Trustee Weiskopf moved that the minutes of the previous regular Board meeting held on October 4th, 1962 be approved as corrected. Trustee Huxhold seconded the motion and it was unanimously carried. Trustee Frank arrived and was present for the meeting. The President read Trustee Bochniak's resignation as a member of the Board. The President spoke of Trustee Bochniak's exceptionally good work for the Village, and expressed his deep regret that Trustee Bochniak would no longer be a member of the Board nor a resident of the Village. The Trustees joined the President in expressing their regrets. Trustee Weiskopf moved that the Board accept the resignation of Trustee Bochniak. Trustee Huxhold seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Huxhold, Weiskopf, Marsh NAYS: None ABSTAIN: Trustee Bochniak The President stated that a replacement has not as yet been selected for Trustee Gillen's position on the Board. He stated, however, that with a potential new annexation and with the work normally before the Board, he felt that the person replacing Trustee Bochniak should have the greatest working knowledge of any available. He thereupon appointed Eugene Racette to fill the unexpired term of Trustee Bochniak. Racette thereupon resigned as Chairman of the Plan Commission. Trustee Huxhold moved that the Board accept the resignation of Eugene Racette from the Plan Commission. Trustee Marsh seconded the motion and it was unanimously carried. Trustee Huxhold moved that the appointment of Eugene Racette to fill the unexpired term of Trustee Bochniak be approved. Trustee Marsh seconded the motion. On roll call the vote was as follows: AYS: Trustees Frank, Huxhold, Weiskopf, Marsh and President Farrington NAYS: None The Village Clerk administered the oath of office to Mr. Racette and he thereupon took his place as a member of the Board. L/LI The President called for Committee reports. Public Safety Committee - no report. Public Improvements Committee. The Chairman, Trustee Frank, stated there was no meeting; however, he reported that three more lights are being installed in the park because of night football games. Plan Commission. Trustee Racette stated that the Plan Commission had a meeting on the 2nd and the 9th of this month, the purpose being to get the feeling of the school boards needs in both Lake and Cook Counties in relation to the proposed Glen Grove subdivision. The first meeting was informal. At the second meeting Mr. Siegel who represented the investors of Glen Grove answered quite a few questions. Fire Department report was read by Chief Soucy. The report contained infor- mation on the pumper which the Fire Department proposes to purchase; infor- mation on the dance to be held November 17th; and a request that the Board reserve the date of June 3, 1963 for the Sells Bros. Circus. The circus would be held in the park and a percentage of the proceeds would go to the Fire Department. Following a discussion, the Board informally approved the holding of the circus on June 3, 1963 pending all differences being ironed out. Chief Soucy stated that within three weeks the date must be confirmed. Following discussion on the proposed purchase of the pumper, the Chief stated that the pumper will be in the Village next week for the Board's inspection. Police Chief - no report. 6... Building Commissioner - no report Park Commission - Chairman absent - no report. On the new comprehensive traffic ordinance, Mr. Raysa and the Chief of Police request more time to study it. On the proposed new Park Ordinance, Mr. Raysa stated he must confer with the Park Commissioner. The President stated thatthe sidewalk along Buffalo Grove Road from St. Mary's Pkwy. to the bridge has now been completed. The President stated that a fire hydrant and two drinking fountains have been installed in the park by- the Buffalo Utility Company. The President read a notice from the Zoning Board of Appeals of Cook County re a public hearing to be held on October 31, 1962 involving property located on the Southeast Corner of Buffalo Grove and Dundee Roads, and stated that the parties involved are taking steps to have this notice repealed. The President stated that the Building Commissioner has requested a membership in the International Association of Electrical Inspectors for the electrical inspector and that the annual dues would be $10.00. Trustee Marsh moved that the Board approve the expenditure of $10.00 for membership in the International Association of Electrical Inspectors for the electrial inspector. Trustee Huxhold seconded the motion. On roll call the vote was as follows: .... AYES: Trustees Huxhold, Weiskopf, Marsh, Racette NAYS: Trustee Frank Following discussion, Trustee Marsh moved that a telephone be installed in the home of the Village President for official business, the installation cost not to exceed $25.00, and the Village to pay the monthly bills. Trustee Huxhold seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Huxhold, Weiskopf, Marsh, Racette NAYS: None Trustee Weiskopf moved that the Board authorize not more than $66.00 for three lights to be installed in the park. Trustee Frank seconded the motion. On roll call the vote was as follows: AYES: Trustees Frank, Huxhold, Weiskopf, buarsh, Racette NAYS: None The President stated that he has contacted the Gas Company, given them the present population of the Village so that the number of therms allowed for Village consumption can be increased, and has talked to Mr. Moser who has agreed to convert the present oil heat in the Police Department, Library, `„. and Park Commissioner's offices to gas heat. The President requested the Public improvements Committee to repair the roof of the building with a minimum amount of expense. The President announced that he has called a flag manufacturer who will supply flags to the residents of the Village for $3.25 each. This will include a mounting pole, bracket and lanyard. He stated he would like every house to have a flag and hoped to have a 100% response. He stated anyone desiring to purchase a flag should call him. Trustees Weiskopf, Marsh and Racette volunteered to accept orders for these flags. At the request of the Chief of Police, the President appointed Armond "Gene" Burroughs as a Special Policeman for a period of six months. Trustee Weiskopf moved that the appointment be approved. Trustee Marsh seconded the motion and it was unanimously carried. The President appointed Dorothy Stasal as Police Matron for the Police Department. `./ Trustee Marsh moved that the appointment be approved. Trustee Frank seconded the motion and it was unanimously carried. Trustee Weiskopf moved that the Board authorize up to $260.00 for uniforms for four men and new shirts for the Police Department. Following discussion Trustee I1biskopf withdrew his motion and the matter remained pending. The President read a letter from Atherton Machinery & Equipment Corporation requesting any information on the community's industrial expansion. No action was taken. (Doc. No. 150) The President read a letter from the Civil Defense Agency (Doc. No. 151) requesting that a Civil Defense official attend a two-day Civil Defense Accreditation School on October 27th and 28th at nest Frankfort, Illinois. Following a discussion, it was the feeling of the Board not to send a man. The President read a letter from the Boy Scounts of America (Doc. No. 152) to solicit funds. Trustee Marsh moved that the meeting adjourn. Trustee Huxhold seconded the motion and it was unanimously carried. Village Clerk October 18, 1962 Mr. William J. Farrington, President Village of Buffalo Grove Buffalo Grove, Illinois Dear Bill: It is with deep regret that I find I must resign from my Trustee's position on the Village Board effective this day. I have just recently been advised of my immediate transfer to Minneapolis, Minnesota, by my company, The Minneapolis- Honeywell Regulator Company. The five years that my family and I have lived in Buffalo Grove will always be cherished among the best years of our young lives. Having been amongst the first families to move to Buffalo Grove, we have thoroughly enjoyed seeing the development of the Village to its present position. We are confident that Buffalo Grove is destined for bigger and better things beyond imagination, particularly under the fine leadership which you have demonstrated. Members of the Board, as well as those of various commissions and committees, must also be commended for the spirit under which they are operating to constantly improve the position of Buffalo Grove. Our hats are off to the volunteer members of the Police and Firemen Departments for their efforts in making this a safe community in which to live. It was my personal pleasure, within the last half year, to have worked closely with the members of these two departments and I can truly say that the Villagers have much to be grateful for because of the efforts and sacrifices these men and their wives put forth. My family and I will miss the many friends we have made by living and working in this community. It is our sincere hope that we will be as fortunate in Minnesota, as we were here, in being able to meet such fine people. I personally enjoyed the Village work which I had undertaken and would like to believe that it made some contribution to the sound development of this Village. If at any time I have taken a position which was contrary to the opinion of others, rest assured that my opinions were based solely on my honest conviction that I felt my position was in the best interest of the Village. I did not take any stand because of any personal animosities towards those who did not particularly agree with my views. My family and I wish you all the best of luck and are sincerely looking forward to making future return trips to this area in order to see for ourselves the progress which we feel confident you will continue to make.
