MINimTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD 0? TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COOK COUNTY, ILLINOIS, HELD THURSDAY, &MEMBER 20, 1962, IN THE LOUISA MAY ALCOs`T SCHOOL IN BUFFALO GROVE, ILLINOIS. The President called the meets to order at 8:00 p,m0 The roll vas called and the £albm ng mere found to be present: President Farrington, Trustees Frank, Bochniak, Huxhold, Gillen, Woiskopf, Marsh Li Absent Naze Trustee Gillen moved that the minutes of the previous regular Board meeting held on September Eta? 1962 be approved. Trustee Marsh seconded the motion and it was unanimously carried. The age limit of most regular police is 34, (Opinion) At the present time we mould go along with this limit, but could increase it should the necessity arise. B. Our present staff consists of 1? man including the Police Chief. C. The Police Chief discussed school traffic safety. 2© The Fire Department : The Fire Department will investigate points involved in installing a fire ladder from the second floor of the Farm House which houses the Buffalo Grove Branch of the Wheeling Public Library. 3. The Disaster Control Commission on is still working on their report, Public I comma Commission on Report: Trustee Frank presented the following Tteis�:�scu E+1 e t mr meeting: 1. Stop signs s have been instell ed at two intersections in the V711 n(Raupp Bernard Drive and Raupp & St. Marys) 2, The sidewalk ordinance vas discussed. A number of technical questions will be reviewed by the Village Fngi nseer. 3. Discussed the advisability, due to the large turnouts at the Park, of the need of a public coeort station. The matter was referred to the Village Engineer for an estimate as to cost to be reported on at a later date. 14. Investigated the cost of installing 27 trees in Unit 5. The cost price of $15000 per tree is based on the purchase of Silver Maple or Chinese Elm However, neither tree i s listed on our Control Ordinance Recommendations, It was the feeling of the Commission that they should be a part of the list in order to get a growth of trees in the Village as soon as possible. 50 The price for pruning all trees in the Village would be 50 : per tree, The cost for tilling and fertilizing g would be 50 per tree, A, The present value of the trees(replece t cost) in the village at this time, based on trees 23 in diameter, is $9,000cOO. B. Trees are on Vilna property rand are the responsibility of the Village,' 6. A price of $350,00 for fertilizing the entire Village Park was advanced. 76 The Commission discussed the matter of the black topping of driveways between the ei desalk and the street but postponed action until latex'. 42) Questions: 1. President Farrington presented a letter pertaining to the legality of a special aeeesoient for the cost of the black topping. He felt that a clarification of the letter was necessary before action could be considered, 2. Trustee Huxhold asked if there was anything that could be done to illuminate the stop signs recently installed,xi,, since there had been reports that they were hard to see at night. Trustee Frank stated that the signs met the State requir+nants and Standards for stop signs and could see no reason therefore to illuminate them. 3. Trustee Gillen asked mint action was to be taken relative to the 2? trees needed in Unit 5 Trustee Fraank stated that the Commissian found out the coot of such trees and the care of the present trees but did not discuss the merits of installing the 27 trees. b0 President Farrington stated that the need for the trees could not be questioned but perhaps the cost could be. Trustee Frank suggested the question of cost be referred to the Finance Committee. 50 President Farrington will ask the Village Forester to give en opinion an the type of trees to be installed in light of the recent removal in the Village of a Chinese Elm which was removed because it was infected with Dutch Elm disease. Park Commission: 16 Mr0 Stal enberg stated that Hr. Bill Hennings will assist in the renovation of the Park Baseball diamonds° 2. He also requested that $100.00 be made available for incidental purchases by the Park Co sic, Fire De 1. The Yire' Department has obtained from the State a series of fire aids and will present recommendations at the next meeting. 2. The Department has received formal notice of three pieces of %mates that win be made available in the near future and will investigate them. 3. The Firemange dance till be held on November 170 at St. Marys. Questions: (-2 to Trustee Huxhold asked about the routine of chocking fire hydrants in the Village. Trustee Frank replied that this was under the jurisdiction of the Public Improvements Commission and that it was being performed twice a year by the Buffalo Utility Company° 29 Trustee Marsh referred to the bill of $25.00 for lettering the ambulance and asked where it was done andieho authorized the expenditure, The representative replied that it had been done prior to his tenure of office but that he would investigate and report° 3� (3) Building Commission: No report. Finance Committee; Trustee Weiskopf stated that the committee will discuss VIELage S c rat its next meeting and report. Public Improvments Commission: (added) Trustee Frank asked that anyone who is i.nterestea Ln the contract for snow plowing the Village streets should submit bids. The only bid to date is from Country Services II. Old Business: 10 Moved by Trustee Marsh that the purchase of a band lawn mower for 130.00 by the Park Commission be approved, Seconded by Trustee Bochniak. The roll was called and the vote was as follows: Ayes: Trustees Bochniak, Gillen, Weiskopf, Marsh Nays: Trustees Frank, Huxhuld 2. The fact that 63 dog tags have been sold this year as compared to 72 lett year was pointed out. It was felt that this is less than it should be but to rectify the situation will be a difficult problem. 30 The Village Forester has agreed to prune the trees in the Village Parkway. $L It is requested that the plat for the planned shopping center be forwarded to the Planning Commission es soon as possible. 5, The following men were appointed to the Fire Rescue squad by President Farrington: Joe Pekovitch, Bernard Hernings, Joseph Agoohick, Robert Fisher, Julius W. Marsh Jr. Moved by Trustee Marsh and seconded by Trustee Frank that the above men be accepted. Motion carried unanimously. C. Moved by Trustee Marsh and seconded by Trustee Bochniak that the fee of $42050 to attend a trai ei ng school by the Building Commissioner be approved. Question: Trustee Frank asked the Commissioner if he expected to remain in this position for some time. The answer was ayes I expect to. Motion Carried unanimously. 7. A request by Superintendent of Schools Gill to permit the North West Mental Health Association to solicit in the Village from October 11: to October 20 was discussed. There was no opposition by the Village Boards 8. Moved by Trustee Marsh, seconded by Trustee Weiskopf that Fred C©tterel by appointed to the Park Commission. Motion carried unanimou4y. Ono New Business: to Movi4d by Trustee Bochniak that the Board authorise payment of $25.20 to a Police officer who appeared in court as a witness and missed a days work. This fact was attested to by the off/Gorge ecmployer. Motion seconded by Trustee Ru,hold. Question: Trustee Marsh stressed the importance of a Comprehensive Traffic Ordinance in the Village be adopted as soon as possible so that the Village can receive such fines as are levied and hence be able to compensate the Police Officers when called from such funds. President Farrington will check to see how soon the new Ordinance will be available© Motion carried unanimously. 5L 37 ( 4) 2, President Farrington read the request for the Board to consider his resignation from Trustee Gillen to take effect October 35 1962, President Farrington expressed the Boards thanks to Trustee Gillen for his service to the Village. Trustee Marsh moved that the Board accept The resignation of Trustee Gillen, seconded by Trustee Bochniak, Carried Unanimouey. 3, It was decided that the Board mould hold a special session to interview all interested and qualified candidates for the vacancy created by Trustee Gi3lens s resignation. The meeting mill be held on Tuesday, October 2, 1962 at Alcott School, President Farrington urged the Press to stress the importance of filling the position and that all Board members advertise the fact in every possible way. Trustee Gillen agreed to distribute a 1 page flyer to all residents in the Village, asking all interested persons to attend the meeting. 4 . President Farrington stated that a problem in the community has been nailed to his attention frequently of late, The acts of vandalism and mis-conduct perpetrated by certain juviniles in our community can no longer be laughed off or expelled with a shrug of the shoulder, Sim it is felt that parents have certain obligations the next cases will be taken before the Village Magistrate with the parents of the offenders, Trustee Gillen moved that the meeting adjourn. Marsh seconded the motion which wee carried unanimously, 0 Act' V' rk T�D September 7, 1962 Mr. William Farrington i.f Village President Buffalo Grove, Tllinois Dear Bill: Because of other commitments and duties associated with my regular employment, I find it necessary to resign my commission as a trustee of the Village of Buffalo Grove. Since this is an elected office, I deeply regret not being able to complete the term entrusted to me by the residents of this Village. For this reason, and to give the board sufficient time to decide upon my replacement, I have made October 3, 1962, as the effective date of my resignation. It has been both interesting and rewarding to me in many ways to have served as a member of the Board of Trustees. It was also most gratifying to have had a part in the many growth activities, such as the recent park dedication, that took place during my brief, but full, stay in office. I am sure that this resignation will leave a void in my life that will be difficult, if not impossible, to fill. Although the time that I can devote to village activities will now be limited, it is my sincere desire to serve the community in some other capacity in the near future. My best wishes and continued success to you, the members of the board and all the other hard working village officials for the outstanding job they have done, and I'm sure will continue to do in the future, to make Buffalo Grove the best place in which to live and raise a family.
