1965-08-05 - Village Board Regular Meeting - Minutes MINUTES OF A MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF BUFFALO GROVE, COUNTIES OF COOK AND LAKE, ILLINOIS,
HELD THURSDAY, AUGUST 5 , 1965, AT THE MUNICIPAL SERVICE CENTER,
150 N. RAUPP BLVD. , BUFFALO GROVE, ILLINOIS.
The meeting was called to order at approximately 8: 10 P.M. All
present stood and recited the Pledge of Allegiance to the Flag.

The Clerk called the roll and the following were found present:
President Farrington; Trustees Huxhold, Weiskopf, Wilhelm, Lewis
ABSENT: Trustees Marsh, Racette (Trustee Marsh arrived 8: 25 P.M. )
Trustee Wilhelm moved the minutes of the meetings of July 1st and
July 29th be approved. Trustee Weiskopf seconded the motion. On
roll call the vote was unanimously carried with Trustee Weiskopf
abstaining for the approval of the minutes of July 1st.
Trustee Lewis then read Warrant #91. Trustee Weiskopf moved that
Warrant #91 in the amount of $6, 967 . 55 be approved for payment.
Trustee Lewis seconded the motion and it was unanimously carried.
In the absence of the Treasurer, Trustee Lewis read the monthly
Treasurer ' s report. Cash in bank at the end of July was $28,468 .65 .
MFT Allotment is $61, 557 .30 .
Chief Arlie L. Page then gave the monthly Police Department report.
Total hours worked by the personnel were 1688 or 54.5 man hours
per day.
Trustee Marsh arrived and was present for the meeting.
Trustee Marsh stated he had no Police & Traffic report since there
was not a quorum at the last scheduled meeting.
Trustee Lewis announced in the absence of the Park Commissioner that
the park program will continue through August 27th. He stated the
park commission is working on Buffalo Grove Day and all interested
persons are invited to attend the meetings. He also stated that
interest has dropped in the park program. He stated that perhaps
the free program will be eliminated next year since the biggest
turn-out was for the baseball lessons and baton twirling lessons .
Both of these were paid sessions . Trustee Marsh complimented the
Park on the excellence of the baseball lessons since there was much
interest shown by the boys .

Trustee Lewis reported that the books are now at the auditors for
the annual audit.
Public Improvement Chairman, Trustee Weiskopf, reported that the
Village now has the use of a truck for the cleaning of parkway
trees and miscellaneous tasks.
In the absence of the FireChief, a member of the Department gave
the first monthly report of the Fire Department. Total hours worked
during July were 431 with an additional 265 hours spent working on
the annual picnic .
President Farrington then stated with the indulgence of the Board
members , he wished to deviate from the agenda somewhat and introduce
Mrs . Meyer, a representative of the "Over 50 Club" which is an
organization wishing to start a branch in the Buffalo Grove-Wheeling
area.
Mrs . Meyer then took the floor to explain the "Over 50 Club" . She
stated it was good therapy for the old people and expressed hope
that a branch could be started in the area since there are funds
available for that purpose. It was suggested that the Park
Commission look into the availability of the Field House as a meeting
place and the start of such a branch. Mrs. Meyer thanked the Village
President and Board members for their attention to the presentation
as well as the members of the audience.
OLD BUSINESS
President Farrington then read Ordinance 0-65-11 being an Ordinance
approving a pre-annexation agreement with the Mid-Missions Baptist
Church. Trustee Marsh moved the Ordinance be approved and passed.
Trustee Lewis seconded the motion. On roll call the vote was as
follows:
AYES: Trustees Huxhold, Weiskopf, Marsh, Wilhelm, Lewis,
President Farrington
NAYS: NONE
President Farrington then read Ordinance 0-65-12 , being an Ordinance
annexing certain territory to the Village. Trustee Weiskopf moved
the Ordinance be approved and passed. Trustee Marsh seconded the
motion and the vote was as follows:
AYES: Trustees Huxhold, Weiskopf, Marsh, Wilhelm, Lewis
NAYS: NONE

President Farrington then read Ordinance 0-65-13 , being an
Ordinance amending the Zoning Ordinance as amended Trustee
Marsh moved the Ordinance be approved and passed. Trustee Huxhold
seconded the motion and on roll call the vote was unanimously carried.
Trustee Weiskopf moved that the building permit fee be waived for
the Joyce Kilmer School in Buffalo Grove. Trustee Lewis seconded
the motion and it was unanimously carried.
Trustee Marsh then presented various methods of financing the
new Police Vehicle. He stated the dealer has agreed to a 30, 60,
90 day basis at no interest rate, or it can be purchased on time.
Trustee Weiskopf stated that rather than purchasing something on
time, a Tax Anticipation Warrant should be considered. Following
further comment, Trustee Weiskopf moved the dealer be informed that
he will be paid on a 30 , 60 , 90 day basis or sooner at the Village ' s
option and the Village Clerk be authorized to execute the necessary
documents when the car is delivered. Trustee Marsh seconded the
motion and it was unanimously carried.
President Farrington then read a letter from the School District #21
Superintendent, Mr. Kenneth Gill, Doc #65-12 , thanking the Village
Board for their cooperation with the School District in securing
the Joyce Kilmer School Site.
NEW BUSINESS
President Farrington stated he had been in contact with the Town-
ship Road Commissioner, Mr. Stancliff, regarding the maintenance of
Checker Road and where the funds can come from. He stated they
had agreed that the Township would repair Checker Road if the
Village would bear half the cost or approximately $350 .00 . There-
upon, Trustee Weiskopf moved the Board authorize the sum of $350 .00
matching funds with the Township for the repair of Checker Road,
said amount to be taken out of the Road and Bridge Account. Trustee
Wilhelm seconded the motion and it was unanimously carried.
Repair to Arlington Heights Road was then discussed. Public
Improvement Committee is to follow-up.
Mr . Raysa reminded Board members that the Tax Levy Ordinance must
be passed and filed before the 2nd Tuesday of September.
Mr . Raysa also stated that Villages can now collect the 1 tax
applicable to renting or leasing of property provided the proper
Ordinance is passed. The Finance Committee was directed to follow-
up with the Attorney regarding such an Ordinance.

Arlington Golf Course has granted the easement for the widening
of Buffalo Grove Road. State approval is pending.
Mr . Thomas Milbourn, a resident of Bernard Drive was then recognized
and presented a petition signed by 33 homeowners of the area
asking the Board to investigate the conditions that exist along
Bernard Drive from Raupp westward, regarding violations of traffic
laws and effect an adeivate solution. President Farrington stated
the Board, the Police and the Police & Traffic Committee recognize
the problem and he is sure the Police & Traffic Committee will
welcome the opportunity to review it and look into it. Further
comments followed. Trustee Marsh stated the problem would be
a topic of discussion at the Police & Traffic meeting at 8: 00 P.M.
on Tuesday, August 10th and all those interested are invited to
attend. He stated the Committee will report back to the Board
the progress toward a solution.
The Treasurer ' s report must be published by September 1st.
President Farrington then read a letter from Ronald Olsen of
the Fire Department asking that his resignation as Captain be
accepted due to personal commitments but stating he will remain
a member of the Volunteer Department. Thereupon, President
Farrington removed Ronald Olsen as Captain of the Volunteer Fire
Department. Trustee Huxhold moved the resignation be accepted
for removal approved. Trustee Weiskopf seconded the motion and
it was unanimously carried.
President Farrington then read a recommendation from the Chairman
of the Fire & Health Committee that Lt. Wayne Winter be promoted
to the rank of Assistant Chief. Thereupon, President Farrington
appointed Wayne Winter to the rank of Assistant Chief. Trustee
Huxhold moved the appointment be confirmed. Trustee Marsh seconded
the motion and it was unanimously carried.
Upon the recommendation of the Fire & Health Committee, President
Farrington appointed Robert Krause to the rank of Lieutenant.
Trustee Marsh moved the appointment be approved. Trustee Wilhelm
seconded the motion and it was unanimously carried.

President Farrington then introduced the youngest members of the
audience, Michael and Mark Farrington. He then introduced Mrs .
Joan Farrington, his wife, stating this is the first meeting they
have been able to witness since his work with the Village Board
began.
There being no further business Trustee Wiskopf moved the meeting
adjourn to August 19th at 8:00 P.M. at the Municipal Service
Center . Trustee Huxhold seconded the motion and it was unani-
mously carried.
