1965-07-01 - Village Board Regular Meeting - Minutes MINUTES OF A REGULAR BOARD SING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COUNTIES OF COOK AND LABS, ILLINOIS, HELD THURSDAY, JULY 1, 1965, AT THE MUNICIPAL SERVICE CENTER, 150 N. RAUPP, BUFFALO GROVE, ILLINOIS, The meeting was called to order at 8 a$5 P.M. All present stood and recited the Pledge of Allegiance to the Flag. The President appointed Rex Lewis to take the minutes of the meeting in the absence of the Village Clerk. The acting clerk called the roll and the following were found to be present: President Farrington; Trustees Huxhold, Marsh, Wilhelm, Lewis, ABSENT: Trustees Wieskopf, Racette, Trustee Marsh moved that the minutes of the meetings of June 3, 7, & 17 be approved as submitted. Trustee Wilhelm seconded the motion and the vote was as follows: AYES: Trustees Huxhold, Marsh, Wilhelm, Lewis. NAYS: None far $.3s979032 Trustee Lewis reed Warrant #90. Trustee M rsh moved that Warrant # 90 be approved subject to correction of the Trustees salaries to acconat for three meetings in the past month instead of the two paid for on the warrant. Trustee Huxhold seconded and the vote vas as follows: AYES: Trustees Huxhold, Marsh, Wilhelm, Levis, NAYS: None k Martin McHugh then gave the Treasurer"e report. Balance of all funds June 3O, 1965 was $23,,6880 5. Arlie L. Page, Chief of Police then gave his report. Total hours far the month of June were 1689 or 56.3 Mash hours worked-a day. Mr.. Page stated that he has not had the time to check too carefully into the Garbage Can Lid ordinance but will attempt to devote sone time to it in the near future. Trustee Nuxholdstated that he and President Farringtcn had attented a nesting with the Whheling Rural Fire District to study the problems involved, Two possible alternatives to the present fire fighting arrangement were briefly presented. (1) Deannex from the Wheeling Fire District: This would mean housing, establish our oun tax structure, furnish our own Fire Fighting equipment and personnel, complete village control, (2) Remain in the Wheeling Fire District with our own station:. This would mean housing, we furnish personnel, Local district will provide us with leased equipment that we will gradually pay for, tax rate will remain the same but district :rill reimburse us what we pay than to operate on. Trustee Huxhold presented an estimate for a Chassis and Equipment for the Boards consideration. ) Ia stessed the possibility of terms. Mr. Huxhold requested that the Chief of the Fire Dept. be permitted to. give a monthly report at the Village Board meetings. Granted, -The Village Board is urged to attend the next meeting of the Fire and Safety Committee on July 8, 1965 in the Municipal Service Center to discuss problems and possible solutions . of the Fire Department. 77oZ - 2 Trustee Marsh stated that the Police Coivission has the proposed Ordinance on Arm ready if the Board cares to pursue it tonight. He also aksed that the requests for Police art on special funs' tto ns be turned in as soon as possible sothat the Dept. Van provide adequate man power. The Dept. mould like 30 days notice if possible on special requests. The bake sale sponsored by the Police Ave. was an outstanding success. The equipment purchased with the profits will be displayed in the near future. Plans for Buffalo Grove Police Dept. day at the Rodeo at Arcadia fares are progressing well. OLD B SIRESSs } 'resident Farrington stated that there were two preAnnewation agreements that had been in the mill for some time and felt it desirable to get these Beetled one way or the other in the near future. Information from the Baptist Church was turned over to Mr. Raysa is be presented at the Planning Commission meeting. Mr. Schmidt was instructed to have his attorney, Mr. Meyer, attend the next Planning Commission hearing on July 22 in this build ing at BOO P.M. The Village Board will hold it c s public hearing on July 29 at 8:00 P.M. in this building and asked that Mr. Schmidt and rep. of the Baptist Church be present. Derek Palmer, reporting for public improvements, stated that four parkwasy had been rested partially. In his opinion, 2 were veil done, 1 fair, and 1 poor. Mr. Raysa suggested we could give notice to Utility that they have two weeks to do or we will do it and brill theme Trustee Marsh Moved the Board Authorise restoration of Parkways damaged by broken mains, eta.„ subject to the approval of the Public Iw rov+ its Committee, and bill the offender r if need be. Motion seconded by Trustee Huxhold. Vote as follows: AYES: Hu*hold, Harsh, Wilhelm, Lewis. NAYS: None .resident Farrington asked Mr. Hooper about the status of the sidewalk to shopping center. Mr. Hooper stated that Skokie Valley was waiting to get a signed contract from Mr. Prank. The possibility of envoking the sidewalk ordinance to force compliance was discussed. Mr. Rasa will contact Mr. Frank at once to see what his intentions are. Trustee Marsh stated that Elmwood Drive had been for some time very dry bet was so rough that it was difficult to get an automobile through the street. There was also a large hole on Bernard drive, south side, about 40 feet east of the Elmwood intersection that was a deffinite hazard. Trustee Marsh moved that the Village Board instruct the balding Commissioner to issue no more permits until all streets meet with the approval of the Village der. Trustee Hwcholad seconded. Vote was as follows: ABS: Trustees Hushold,, Marsh, Wilhelm, Lewis. NAYS: None Mr. Rages was instructed to notify the Bundles involved of the Board's deciseion. ae possibility of Notifying Mortgage Companies involved was discussed. Mr. Ra yea will .1nvestigate and use this information if possible to get corrective measures taken. President Farrington stated that all 'street Signs in Units 6 and 7 ware n w ins Public improvements will take care of the sign knocked damn at corner of Bernard and Hiawatha. Mfr. Hooper stated that Skokie Valley had promised to seal coat July 5, 1965. All holes Village Streets will be patched. Skokie Valley will notify residents on Parking regulations. Trustee Marsh moved that Resolution lnifft, deeding the school land from Unit T for building porpoises be approved as read. Seconded by Htnchold. Vote as follows: ATM' %Arad. Marsh., Wilhelm, Lewis NAIS: None 7 7 3 3 A meeting at the Adminstration Building of School District 21 with the Board of Education and Buffalo Grove Village Board. Mutual problems were discussed by the group with ne particular solutions arrived at. Wed July 14 was set aside for the board to study the proposed zoning ordiance. Moved by Trustee Wilhelm and Seconded by-Trustee Marsh-that the Village Board accept the Board of L cal Improvements recommendation-that the Village, pay the balance not paid by Cook aunty on the Improvements to Buffalo Grove Road. Vote, as follows:- Ayes: Huxhold, Marsh, Wilhelm, Lewis. _ Nays: None Moved by Trustee Huxhold that Mr. Hooper be given authorization to advertise for Rids as soon as we receive approval from the Authorities to widen Buffalo Orme Road, Seconded by Trustee Wilhelm. Vote as follows: Ayes: Huxhold, Marsh, Wilhelm, Lewis. Nays: None NEW BUSINESS: Trusteed Marsh moved that a sum not to exceed $330.00 be authorized for purchase of a Class "DK Fire Proof File Cabinet by the Village Clerk,. Seconded by Trustee Wilhelm. AYES: Huxhold5 Marsh, Wilhelm, Lewis. NAYS: None Trustee Wilhelm moved that we accept the resignation of Frank Pattarozzi from the Park Commission dueCarried._ lack of sufficient time to devote to the job. Huxhold seconded. Trustee Lewis wi l express thanks to Pater. Trustee Marsh Moved that the board accept the resignation of Franklin D. Vincent from the Buffalo Grove Police Dept. due to lath of time. Wilhelm seconded. Carried. Mr. Marsh will write acc1adesa Trustee Huxhold moved that a sum tot to exceed $528.90 be authorized for the Fire Dept. for the purchase of the Clothing listed." This will outfit the Dept. completely. All material remains property of Village. Trustee Marsh Seconded. Vote was as follows: AYES: Huxhold, Marsh, Wilhelm, Lewis. NAYS: None rustee Huxhold state that the Firemen$s Annual Picnic will be held at BMus Buffalo Mousse on July 18, and encouraged all to attend. There being no further business and no questions from the audience, Trustee Marsh moved the meeting be adjourned. Trustee Huxhodld seconded the motion and it was unanimously carried.
