IINOIS, HELD THURSDAY, NOV ER5 164 AT THE MUNICIPAL SERVICE
CENTER, 150 N. RAUPP BLVD. , BUFFALO GROVE, ILLINOIS.
The meeting was called to order at approximately 8 : 15 P.M. All
present stood and recited the Pledge of Allegiance to the Flag.
The Clerk called the roll and the follonting were found present :
President Farrington; Trustees Rueckel, Racette, Marsh, Huxhold,
Frank
Absent : Trustee Weiskopf (arrived 8 :45 P.M. )
Trustee Marsh moved the minutes of the meeting of October 15th be
approved. Trustee Racette seconded the motion. On roll call the
vote was as follows :
AYES : Trustees Racette, Marsh, Huxhold, Frank
NAYS : None

In the absence of Trustee Weiskopf , President Farrington read Warrant
M. Trustee Rueckel moved Warrant #82 in the amount of $7 ,808.72
be approved for payment. Trustee ' acette seconded the motion and it
was unanimously carried.
Police Chief, Arlie L. Page, gave his report for October. Total
hours logged were 1660, not including time spent attending Class ,
or training on the Police Shooting flange. Three members attended
a Tear Gas and Riot Control Demonstration conducted by the Arlington
Heights Officers attended three separate Cook
Police Department.
County Circuit Courts during the month of October. The Chief then
presented plans to the Board for a ' lite a bike' program to be
conducted in conjunction with the '?heeling V.F.W. Discussion followed
regarding an Ordinance regarding bicycles.
Derek Palmer, Park Commissioner, stated a Teen-Club has bean formed.
He requested that those interested in being supervisors contact him
or a member of the Park Coiimi,ssion. A juke-box will be donated for
use by the Teen-Agers.
Trustee 'leiskopf arrived and was present for the meeting.
Plan Commission stated several meetings were held in October, all
l devoted to the new Zoning Ordinance which is near completion. The
Commission recommends that a sidewalk be constructed from Golfview
Terrace, South to the shopping center along Buffalo Grove Road.
Chai roan, Charles Wilhelm, requests re-appointment of Ken Lewis and
Norm Kortus and the appointment of Ray Burbey.
Public Improvement Chairman, Harry Rueckel, stated that only one bid
for snow plowing has been received to date. A sum of $400.00 is
requested for replacement of trees. A request has been received

from the owners of the shopping center that street lights be
installed on the East side of Duffalo Grove Road across from the
two driveway entrances to the shopping center.
Finance Committee Chairman, Trustee Weiskopf, stated there was a
tie vote on the approval of $400.00 for tree replacement. They
recommend that the fee for trucks 5500 lbs and under empty weight
be reduced to $7.50. Those trucks over will remain at $15.00.
The Finance Committee also recommends that the Duilding Permit Fee
be raised 25% on new buildings with the exception of room additions ,
garages , and out buildings .
Trustee Huxhold, Fire & Health Committee Chairman, stated that the
fireman have been working and training and getting quite a bit of
experience working with other departments. He reminded residents of
the Annual Dance . on November 14th. President Farrington suggested
a meeting with the Trustees of the Fire District to inform them of
the progress our department has made in training.
Discussion followed regarding the study on Mosquito Abatement. President
Farrington asked that a thorough study be made and a comprehensive report
given. buffalo Grove is being watched by the State since we are
the only community in the District not availaing ourselves of the
services .
OLD BUSINESS
President Farrington questioned 1r. Raysa as to a reply from the
State's Attorney' s Office regarding the Municipal Justice. Mr. Raysa
stated he spoke to the Assistant State 's Attorney and it is quite
obvious that they are not going to do anything about the case since
there is not adequate evidence. :._ . anyse instructed to request
the file be returned.
President rarrington then stated that School District 21 is desirous
of a school site in buffalo Grove as soon as possible. He questioned
when final plans for Unit 7 would come through. Trustee Frank stated
it would be at least 60 days and upon final approval, the school
site would be deeded over to the `!illsge.

complaint of the Mildeor School District. The court stated.

president arrington then read Ordinance 0-C4-13 repealing Ordinance

to the Village of Duffalo Grove. Trustee Huxhold moved. that Ordinance
0-64-19 be approved and p . s ed. Trustee ;acette seconded the motion
and it was un-sni. ously carried.
The treasurer's report was then given, due to the delayed arrival
of the Treasurer. Cash in bank at the end of October was S42,319.48 ;

Trustee Veiskopf then requested. that the Vehicle License Ordinance

members of the Police and Fire Department one passenger automobile
vehicle sticker at no charge for the year 1955. Trustee Huxhold
seconded the motinn and it was unanimously carried.

curbing of the parking lot, to be opened on Thursday, November 12,
1964 at the Municipal Service Center at 2 :00 P.M. Trustee Marsh
seconded the motion and it was unanimously carried.
Trustee `deiskopf moved the Attorney be directed to amend the Ordinance
to increase building permit fees 25%. Trustee Dacette seconded the
motion and it was unanimously carried.
Trustee ' ueckel moved- the board authorize installation of two 4,000
lumen streetlights

of street lights in the improved section of Unit o and Moser's 2nd.
Trustee Marsh seconded the motion and it was unanimously carried.
Trustee aueckel was directed to contact Mr. Sietz and get the work
done.
Trustee aueckel moved we appropriate $400. 00 for approximately 20
trees . Trustee aacette seconded the motion. A lengthy discussion
followed regarding the time of the year for planting purposes and
wwI-ct per thr, money .?as available or not. Following- this discussion,
Trustee Frank moved the motion be tabled. Trustee ''eiskopf seconded
the _Motion. On roll call the vote was as follows :

NTF ' BUSINESS
President Farrington then stated that it would be desirable for the
Village engineer to occu-v a portion of the Village Offices in the
Pa Building. Mr. Raysa stated it would be permissible for the
Engineer CO use part of the building Jrovided he paid a reasonable
compensation. Trustee Frank stated his views opposing the use of
the office by Mr. Hooper for his own business. Following further
discussion, the Village Engineer stated he would move only his
Buffalo trove files into the Office.
A letter from the Zoning Board of Appeals (Doc. 4249) was then read
recommending approval of a variation in side yard limit for Mr.
'I. Rowland. Trustee Neiskopf moved the variation be granted. Trustee
^ueckel seconded the motion and it was unanimously carried
Upon the recommendation of the Chairman of the Plan Commission,

Upon the recommendation of the Chairman of the Plan Co:.:�-nission,
President Farrington appointed Ray Burbey to the Plan Commission for
a term of one year. Trustee Racette .:-moved the appointment be
approved. Trustee 7eisho seconded the a motion and it was 1
carried
Upon the recommendation of the Tire and Health Committee Chairman,
President Farrington appointed Robert Krause, James Raupp, Charles
?la ner ae members of the Buffalo Crave Volunteer Fire Department,
having completed their si%> months probationary period. Trustee
eishopf moved the appointments be confirmed. Trustee T-uxk'iold seconded
the motion and it was unanimously carried.
There being no further business and no questions from the audience,
