1967-06-07 - Village Board Regular Meeting - Minutes 1085 MINUTES OF A SPECIAL MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COUNTIES OF COOK AND LAKE, ILLINOIS, HELD ON WEDNESDAY, JUNE 7 , 1967, AT THE MUNICIPAL SERVICE CENTER,150 N. RAUPP BLVD. , BUFFALO GROVE, ILLINOIS. The meeting was called to order at approximately 8:05 P.M. Trustee Wilhelm moved we dispense with the usual formalities. Trustee Lewis seconded the motion and it carried unanimously. The Clerk called the roll and the following were found present: President Thompson; Trustees Wilhelm, Lewis, Felten, Gleeson, Thorud ABSENT: Trustee Huxhold Trustee Wilhelm asked if we are permitted to conduct normal business at a Special Meeting. Attorney Raysa said this is per- mitted as long as all the members are present or are notified of the meeting and what business would be conducted at the meeting. President Thompson stated that Trustee Huxhold had been notified of the meeting and would have been present except for a recent death in the family. Trustee Wilhelm made a motion that we adopt Ordinance #0-67-19 amending the meeting night to the second and fourth Mondays of each month with the exception of June, July, August and September when the meeting would be only the second Monday of the month. Trustee Lewis seconded the motion and it carried unanimously. The Ordinance will be effective as of the second Monday of July. Trustee Gleeson made a motion that we adopt Ordinance #0-67-20 amending the Building Code to includea paragraph on foundation wall vents for heated crawl space. Trustee Thorud seconded the motion and it carried unanimously. NEW BUSINESS President Thompson read a letter from Mr. Martin McHugh in which he is resigning the position of Treasurer of Buffalo Grove as of July 15, 1967 . Trustee Gleeson stated that Mr. McHugh was resigning as of the 15th of July in order to bring the books up to date for the audit and asked if we could appoint another Treasurer for the current fiscal year. Attorney Raysa stated that the new Treasurer r G 9 - 1086 would have to be appointed as of July 15, 1967 . Trustee Thorud stated that the Treasurer McHugh' s bond expired as of June 7, 1967 . Attorney Raysa stated that perhaps we could get an interim bond for the period until July 15th with an adjustment on the premium. Trustee Gleeson moved that we accept the resignation of Mr. Martin McHugh effective July 15, 1967. Trustee Lewis seconded the motion and it carried unanimously. Trustee Felten moved that we send a letter of commendation to Mr . Martin McHugh for his past services to the Village. Trustee Gleeson seconded the motion and it carried unanimously. President Thompson stated that Mr. McHugh had been doing the house numbering in the past and that he felt the most logical commission to do this work would be the Plan Commission. President Thompson stated that he would like to see this work appointed to some person or commission by the next Board meeting as both Levitt & Sons and Meritex Corporation need house numbers. Trustee Gleeson stated that he would talk to the Plan Commission Chairman, Alex Stasal and see if there would be any objections. President Thompson stated that he would like to appoint as Village Treasurer, effective July 15, 1967, MR. EDWARD DREHER of Cherrywood Lane who is at present a member of the Finance Committee. Trustee Wilhelm moved that the appointment be confirmed. Trustee Lewis seconded the motion and it carried unanimously. President Thompson stated that he had recently met with Mr. Kenneth Gill, Superintendent of School District #21. Mr. Gill stated that the School District will provide a crossing guard at Dundee Road and Betty Lane for those children from Buffalo Highland who will be attending Kilmer School in Buffalo Grove. Mr. Gill stated that it is the obligation of the School District to provide such crossing guards when it involves non-residents of a Village coming into a Village. A discussion of crossing guards as it involves our Village children going to and from both Alcott and Kilmer Schools followed. At the present time we do not have any committment as far as crossing guards for the next school year. Trustee Lewis stated that the Traffic and Safety Committee would get together with Harold Smith and Frank Harth and discuss the problem of the crossing guards. President Thompson stated that in recent days he had had an oppor- tunity to be in and around the Village and found that all three schools, St. Mary' s, Alcott and Kilmer, are guilty of having children 1087 on the streets before and after school, and felt that we should educate the children and their parents. Trustee Lewis stated that the children at Alcott School have improved since the advent of the crossing guards. Trustee Lewis stated that we should talk it over with the two PTA' s and feels that perhaps we could use three crossing guards -- one near Kilmer, one near Alcott and one some- where on Raupp Blvd. Trustee Lewis stated that he would talk to Mr. Gill in regard to the installation of some kind of lights at Dundee Road and Betty Lane, even if it is just caution lights. President Thompson stated that we would table any further dis- cussion until Trustee Lewis has an opportunity to talk with Mr. Gill. Trustee Lewis stated that Mr. Gill has offered to meet with this Board to give us a full outline of TORCH, where it would benefit us and where it wouldn' t. OLD BUSINESS Engineer Hooper reported that he had the State Engineer inspect our bridge on Raupp Blvd. and the State Engineer stated that upon inspecting the bridge he would expedite the approval as much as possible. President Thompson asked if the agreement with St. Mary' s Church was ready for signature and Engineer Hooper stated that he needed information on the annexation of the Church to the Village which he would get from the Clerk. President Thompson stated that the temporary road would not be topped and would be posted for No Vehicular Traffic with the exception of emergency vehicles. President Thompson then read a letter from the Northeastern Illinois Planning Commission in which they thanked us for the contribution of $150.00. At the request of the Governor of the State of Illinois, Presi- dent Thompson proclaimed July 4th be "Bells on Independence Day" stating that at the hour of 1:00 P.M. on July 4th all bells will be rung for one full minute to proclaim Independence Day. Engineer Hooper reported that the Lake County Public Works will let us know what they can do within the limitations of the com- mitments we have to assimilate our sewage in Lake County. Trustee Wilhelm stated that originally we were trying to get the Metro- politan Sanitary District to service the Village. Attorney Raysa ��, 7 1088 stated that the only way the Metropolitan Sanitary District can service an area outside Cook County is to amend the Sanitary District Act. Trustee Wilhelm stated that if we can' t find an answer here we will have to build our own sewage treatment plant. President Thompson brought up the fact that we are overmanned on the Plan Commission -- we have appointed ten (10) members when in fact we should only have appointed nine (9) . Trustee Wilhelm stated that he would beagainst the idea of increasing the size of the Plan Commission. President Thompson stated that he knew of one man that might resign because of personal business com- mitments and that he would talk to him. Trustee Thorud stated that at the Legislative Committee meeting they had discussed the Paddock Directory for Wheeling-Buffalo Grove. It seems that threatening calls have been received by Villagers with teen-age daughters. Trustee Wilhelm suggested that the Clerk send a letter to Paddock Publications informing them of some of the things that have happened as a result of the Directory and of some of the inaccuracies as far as the Village of Buffalo Grove is concerned. Trustee Wilhelm turned his suggestion into a motion and it was seconded by Trustee Felten. The motion carried unanimously. Attorney Raysa advised the Board as to the two lawsuits now pending, i.e. , between Gregg Builders and the Village of Buffalo Grove, Cook County and John Hooper in which they are claiming that Buffalo Grove Road is built on their property. The second lawsuit is between the Buffalo Utility Company and the Village of Buffalo Grove and John Hooper in which they want damages for their having to remove and re-install their water lines as a result of the construction of Buffalo Grove Road. Discussion followed. k Trustee Gleeson moved that we adjourn the meeting. Trustee Lewis second the motion and it carried unanimously.
