1967-04-12 - Village Board Regular Meeting - Minutes 1041 MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BUFFALO GROVE, COUNTIES OF COOK AND LAKE, ILLINOIS, HELD ON WEDNESDAY, APRIL 12, 1967, AT THE MUNICIPAL SERVICE CENTER, 150 N. RAUPP BLVD. , BUFFALO GROVE, ILLINOIS. President Farrington called the meeting to order at approximately 8:35 P.M. All present stood and recited the Pledge of Allegiance to the Flag. Trustee Marsh moved that Andrea Witt be named Clerk Pro-tem in the absence of the Village Clerk. Trustee Weiskopf seconded and it carried unanimously. The Clerk called the roll and the following were found present: President Farrington; Trustees Huxhold, Weiskopf, Marsh, Wilhelm, Lewis RESIGNED: Trustee Palmer Trustee Wilhelm moved that the minutes of February 22, March 8, 22, 29 and April 4 be approved. Trustee Lewis seconded. Trustee Weiskopf stated that there is a correction to be made in the minutes of March 22. On the last page it states that he made a motion when it should have been Trustee Wilhelm. On roll call, all the minutes were approved with the correction except Trustee Marsh abstained on the minutes of March 29. Trustee Weiskopf read Warrant #111 which totaled $17 ,090.16. Trustee Huxhold questioned the amount of $6, 658.50 to be paid to JJK Enterprises for snow plowing. Trustee Wilhelm stated that he had checked the bill out and it is correct. Trustee Marsh stated that he thought we were going to take this out of Road and Bridge instead of the General Fund. Trustee Weiskopf stated that the Treasurer has been instructed to pay one-half of the bill immedi- ately out of the'`General Fund. He stated that we will apply for funds from the State to pay the balance. Trustee Weiskopf questioned the amount to be paid for playground equipment. Trustee Lewis stated that this was for equipment bought last summer. We are still holding out about $75 .00 because of a defective mat. Trustee Weiskopf moved that Warrant #111 be approved as read with Trustee Lewis seconding. The motion carried unanimously. Correction: The money will come out of the Road & Bridge and Vehicle Sticker funds . G /// 1042 Trustee Weiskopf read MFT Warrant #16 in the amount of $161.00 . Trustee Marsh moved that MFT Warrant #16 be approved as read. Trustee Weiskopf seconded and the vote was unanimous. Trustee Weiskopf then read Waterworks Warrant #7 in the amount of $19, 165.01 and moved that it be approved. Trustee Lewis seconded the motion. Trustee Wilhelm stated that he had never seen a balance for this account and wondered if there is enough money to pay this amount. Engineer Hooper stated that we are following the schedule and there is money available. In answer to a question from President Farrington, Mr. Hooper stated that when the pump is delivered it will be two to three weeks before we have interim operation and some time after that we will have proper operation. On roll call, the motion carried unanimously. Mr. Martin McHugh stated that after paying the warrant of today the Waterworks account will have a balance of $348. 53 and that treasury bills amounting to $20,000 .00 will be due us on June 22. He then gave the Treasurer ' s report. There were receipts of $9, 327 .86 and disbursements of $5, 562.43 leaving a balance of $28, 186.76 at the end of March. Total accumulated MFT is $57, 151.47 . Sgt. Walter Bruns gave the Police report for the month of March. There were a total of 1867 hours worked. Chief Winters gave the Fire Department report. He stated that they had their first fire as an active department today and 12 men responded to the call. He also informed the Board that a fireman will take over the phones in the Police Station from midnight to 8:00 A.M. Saturday nights . There was no Plan Commission report. Trustee Weiskopf distributed copies of the budget worksheet that the Finance Committee has worked up as a guide line for the actual budget. He brought everyone ' s attention to the fact that the Committee has added a salary of $11,000.00 for a Village Manager. This salary has been distributed in the different departments that would benefit from the hiring of a Village Manager. 1043 Trustee Wilhelm gave the report from the Public Improvement, Committee. He stated that the parkway repair was to have been started this week but because of the rain it has not been possible. Mr. Ken Rodeck announced that Buffalo Utility Company has started the cleanup on Buffalo Grove Road. OLD BUSINESS Alex Stasal questioned whether we still pay the bill for the light at Route 83 and Aptakisic Road. Trustee Wilhelm answered that we still pay for it even though the land has been annexed to Wheeling. He stated that it only costs about $2. 50 per month and feels that this is a very small amount to start quibbling with Wheeling over. Trustee Marsh announced that the insurance policies for the Village expire in three days. He stated that the company that carried this business did not choose to renew. He further stated that other markets were explored and that available to us is rather limited. He managed to secure a committment and a quotation from the Trans-America Insurance Company. He stated that a basic premium of $1, 924.33 will be charged. This premium will give us the coverage we have had in the past except for the Fire Depart- ment. At the end of a year, it would be audited and we would possibly have to pay additional premium. Trustee Marsh moved that the Board authorize the placing of the policy to go into effect on April 16 through Trans-America Insurance Company through the office of A. I. Cole. Trustee Huxhold seconded. After some discussion, the roll was called and the motion carried unanimously. President Farrington stated that some time ago the Board talked of raising the Village Clerk' s salary for the forthcoming term. He stated that he had recommended a fee of $3,000.00 to the Finance Committee to question and come back with an answer. Trustee Weiskopf stated that in the budget guide which he passed out this evening they had doubled the present rate which brings it up to $2,400 .00 per year. Trustee Marsh stated that he thinks the salary proposed is inadequate because with the projected growth of the Village the present hours of the Clerk will not be sufficient. He stated we would be binding the Clerk to the sum of $200.00 per month when at a later date it might be necessary for her to work a 40-hour week. Trustee Marsh asked if there was any way whereby the Clerk could be given additional 1044 salary when the workload became heavy and she had to put in more hours. Mr. Raysa stated that once it has been set the Clerk ' s salary cannot be raised during her 4-year term of office. He stated that.the Board could set up an ordinance whereby the salary would be step-laddered. Trustee Wilhelm stated that he would like to see it step-laddered. President Farrington stated that in Wheeling the Village Clerk also acts as Tax Collector and draws an additional salary for this. Mr. Raysa stated that the Collector can be appointed at any time and separate salary paid for this job. President Farrington stated that municipalities are known for underpaying the people they employ. He would like to see the Clerk' s salary averaged out over a 4-year period with any additional work being done by a part-time deputy. He feels that $3,000 .00 is a fair sum for the Clerk. It might be a little high the first year, but with the increase of the work expected of her it will be very low by the end of her term. He stated that the job is a very tedious one that does not know any hours. He does not feel it is fair to ask anyone to do the job for less. Trustee Marsh stated that he feels the salary should be higher than $2,400.00. He would like to see it set at $5 ,000 .00 per year. Trustee Huxhold stated that the 3 candidates for the office had been asked if the present salary was adequate, and they all answered that it was. He feels that $2,400 .00 would be appropriate to him as long as they would have the opportunity to use the Tax Collector ' s salary if it becomes necessary. Trustee Weiskopf moved that the Village Clerk' s salary be in- creased to $2,400 .00 per year with Trustee Huxhold seconding. President Farrington stated that he thinks it is ridiculous and a shame. He stated that we can well afford $3,000.00 and yet a motion is made to authorize only $2,400.00 . On roll call, the vote was as follows: AYES: Trustees Huxhold, Weiskopf NAYS: Trustees Marsh, Wilhelm, Lewis Trustee Wilhelm moved that the Board direct the Village Attorney to amend the Ordinance setting the Village Clerk' s salary at $3,000 .00 per year. Trustee Lewis seconded and the motion carried unanimously. Correction: On roll call, the vote was as follows: AYES: Trustees Weiskopf, Wilhelm, Lewis NAYS: Trustees Huxhold, Marsh /G/ 1045 NEW BUSINESS President Farrington announced that as a result of the recent flood there have been 2 men from the State who are investigating the creek. The State is going to send more people and they will see if something can be done to let the water flow better during heavy rains. President Farrington then read a letter from Buffalo Utility Company in which they stated that the flooding in their sanitary sewer mains during the storm was undoubtedly caused by blocked storm sewers and the fact that the land west of Cherrywood has not been graded properly. Engineer Hooper stated he would like to reply to the letter with a letter and answer the implications in writing. Trustee Wilhelm stated that he is convinced that the rodding of the sewers will not take care of the situation as he gets calls about basement flooding when there is no rain. Trustee Weiskopf announced that his basement has flooded on 2 occasions when there was no rain. President Farrington stated that there are words going on around town during the elections that we cannot afford to purchase the Utility. He stated that at the present time the Village has no control over the water system, and that this problem will not be corrected until we do. He feels that the talk about not being able to afford the purchase is no good. President Farrington read a proposed ordinance amending Ordinance 0-63-4. This amendment will raise the Village Clerk' s salary to $250 .00 per month. Trustee Wilhelm moved that Ordinance 0-67-16 be approved as read. Trustee Lewis seconded, and on roll call the vote was as follows: AYES: Trustees Weiskopf, Wilhelm, Lewis; President Farrington NAYS : Trustees Huxhold, Marsh Trustee Wilhelm moved that the Board authorize a sum not to exceed $623 .50 for the purchase of 29 street signs, double faced. Trustee Marsh seconded. There followed some discussion during which Trustee Wilhelm stated that he will be able to purchase the signs from a neighboring village which has the facilities to manufacture them and give us a better price. In /y5 1046 reply to a question from President Farrington, Trustee Wilhelm stated that about 75% of these signs are first-time because they have never had any and the rest are replacements . He stated some people in the White Pine area have been living there for 4 years with no street signs. He feels that the builder should be billed for the first-time signs. President Farrington stated he feels that the subdivision regulations should be changed so l , the Village will install all street signs and bill the builders. He does not want the Village to pay for these and not get repaid by the builders . On roll call, the motion passed unanimously. Mr. Raysa announced he would like to make a statement for the benefit of the press. He stated that he is not apologizing but he did not state what the press said he did. He did not say he received shabby treatment from the Utility Company. He said he came away from the meeting they had with a bitter taste in his mouth from something that was said by Mr. Dorner. He did not make the statement the way the press put it. Trustee Marsh moved that the meeting be adjourned. President Farrington asked Village Clerk Rosalie L. Kaszubowski to come into the meeting room from her office. Upon her arrival, Treasurer McHugh presented her with a bouquet of flowers and said that on behalf of the present Board of Trustees he wanted to give her the bouquet as a small token of their appreciation for all the dedicated hours she has given to the Village. The audience gave her a standing ovation. Mrs. Kaszubowski thanked them and said it had been a pleasure working with them for the last four years. She had no regrets and wished she could have given them more time but that is impossible when you have a family and children. President Farrington stated that from his experiences with Rosalie Kaszubowski and the time spent with her and viewing the way she handles situations--with no reflection on any of the candidates--it will be a long, long time before ( someone comes along who will be able to take the job of Village Clerk and handle it as well as Rosalie has . He stated she has an uncanny knack of recognizing the job to be done and doing it. He further stated she stands out head and shoulders over anyone else. Trustee Huxhold stated that he too feels with all due respect to the three candidates they will have some tough shoes to fill. Trustee Weiskopf announced that he would state simply as a Trustee and as a citizen, "Thank you". Mrs. Kaszubowski extended her thanks to her Deputy for her help in the last 6 months. She said it had made it easier for her to get the job done properly. Rosalie also said she wanted to thank the citizens for their courtesies and their patience. She has tried her best. Trustee Marsh stated that he would like to make one statement to the candidates for Trustee and that is to not be afraid to take a negative approach, it' s a lot more fun. He wished all of them luck. Trustee Weiskopf stated that it has been a long 5 years since he took office but also a lot of fun and good experience. He wishes everyone the best of luck and hopes they don' t get as tired of arguing as he has in the past 5 years . President Farrington stated that aside from any personal things involving his family, he feels the greatest single thing he has enjoyed doing was being Village President. He believes the Village has progressed and grown. The problems for the most part have been met and solved. Maybe the new Board will be able to solve the existing problems that remain. He felt that the contacts made in and out of the Village have been very rewarding. He further stated that if the pressures of business were not such he probably would continue as President and hopes he has not been offensive to anyone. Trustee Marsh moved to adjourn the meeting.
