MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF BUFFALO GROVE, COUNTIES OF COOK AND LAKE, STATE OF
ILLINOIS, HELD MONDAY, MARCH 17, 1969, AT THE MUNICIPAL SERVICE
CENTER, 150 RAUPP BLVD. , BUFFALO GROVE, ILLINOIS
The President called the meeting to order at 8: 15 P.M. All present
stood and recited the Pledge of Allegiance to the Flag. The Clerk
called the roll and the following were found present:
President Thompson; Trustees Wilhelm, Lewis, Felten, Thorud
Absent: Trustees Huxhold, Gleeson (Trustee Gleeson arrived at 8: 25 P.M. )
1. APPROVAL OF MINUTES OF MARCH 3RD
Trustee Lewis moved that the minutes of March 3rd be approved as pub-
lished. Trustee Felten seconded the motion. Upon roll call, the
vote was as follows:
AYES: Trustees Lewis, Felten, Thorud, President Thompson
NAYS: None
ABSTAIN: Trustee Wilhelm
ABSENT: Trustees Huxhold, Gleeson
The motion carried.
2. POLICE DEPARTMENT REPORT
There were a total of 1, 946 hours logged by the Police Department
for the month of February, 1969. Trustee Felten asked Mr. Bannister
if he knew of any plans for ticketing the lack of vehicle stickers.
Mr. Bannister stated that Chief Smith had talked to him about this
matter and the Chief will bring in some extra people in another two
or three weeks to enforce this ordinance. Discussion followed.
Trustee Felten stated that an article appeared in the Paddock Publi-
cations showing that Chief Smith was overlooking the Levitt building
area and asked if the police get paid extra for this work. President
Thompson stated that they do get paid extra for protecting some of
the property but that he believes the Chief was on surveillance for
a crime. Discussion followed.
Mr. Bannister stated that the Village Prosecutor, Mr. Taylor, was
supposed to be present at the meeting tonight but that he had a
dinner he was supposed to attend and he indicated that he will be
present at the next Board meeting. In response to a queryby Trustee

Felten, Mr. Bannister stated that the survey firm is setting up the
traffic survey for Dundee Road and Buffalo Grove Road.
3. FIRE DEPARTMENT REPORT
There were a total of 425 hours logged by the Fire Department for
the month of February, 1969. Discussion followed on the Fire Pre-
vention ordinance and the Fire Marshall.
Trustee Gleeson arrived at 8: 25 P.M.
4. TREASURER' S REPORT
Trustee Gleeson read the Treasurer' s report in the absence of Edward
Dreher. There were a total of $273, 772. 69 in all funds as of the
end of February, 1969.
OLD BUSINESS
There being no old business, the meeting moved on to . . .
NEW BUSINESS
5. RESIGNATIONS FROM POLICE DEPARTMENT
President Thompson stated that the Police & Fire Commission have sub-
mitted two resignations from the Police Department. The first is from
Station Officer JAMES LENAHAN who has submitted his resignation because
he wishes to become more involved in the structure of Municipal govern-
ment. The President stated that due to the recommendation of the Police
and Fire Commission he would accept with regret the resignation of
James Lenahan and request that the Board concur in the acceptance.
Trustee Thorud moved that the Board concur in the acceptance of the
resignation from Station Officer James Lenahan. Trustee Lewis seconded
the motion and it carried unanimously.
President Thompson stated that the second resignation is from Reserve
Officer HENRY LAMBERT and again, with regret he would accept the
recommendation of the Police and Fire Commission and accept the
resignation from Henry Lambert. Trustee Gleeson moved that the Board
concur in the acceptance of the resignation from Reserve Officer Henry
Lambert. Trustee Lewis seconded the motion and it carried unanimously.

6. LETTER FROM CAMP FIRE GIRLS, INC.
President Thompson stated that the letter from Camp Fire Girls, Inc.
requested permission for the Camp Fire Girls to sell candy in the
Village during the period of March 28th through April 18th. Trustee
Felten moved that permission be granted to the Camp Fire Girls and
that the solicitors fee be waived. Trustee Gleeson seconded the
motion and it carried unanimously.
7. LETTER FROM BUFFALO GROVE GOLF CLUB
President Thompson read the letter from the Buffalo Grove Golf Club
in which they request permission to install a house trailer on the
golf course for transient workers. Trustee Wilhelm stated that he
is of the opinion that the Board should request additional information
from the Golf Club before making a decision. First of all, Trustee
Wilhelm stated that the Subdivision Regulations Ordinance prohibits
trailers and then he stated that there are three questions he would
like answered:
1. What type of sanitary facilities they intend to provide?
2 . The number of occupants they intend to house.
3. The marital status of the occupants.
President Thompson asked if this request should go before the Zoning
Board of Appeals. Trustee Wilhelm stated that he doesn' t think this
is a zoningquestion and that he thinks there are certain things in
the ordinance that would permit temporary living quarters. Mr.
Bannister stated that he thinks the golf course has put in a septic
tank by the maintenance shed. President Thompson stated that they
should not have put in a septic tank as they need permission to do so.
Mr. Bannister stated that maybe they are merely thinking about that
installation. Trustee Felten stated that by giving permission for
this installation of the house trailer we maybe causing a problem
for the Board in the realm of discrimination because we did have a
person living in a house trailer before and he was asked to move;
and he would like it known that he is against this kind of living
quarters. Trustee Wilhelm stated that he would like a concrete state-
ment as to the length of time they intend to use the trailer.
President Thompson directed Mr. Bannister to inform Mr. Hanneman,
Golf Course Superintendent, of the Village ordinance prohibiting
junk cars as there are some on the golf course property which should
be removed. President Thompson stated that the Board should wait on
their decision until Mr. Bannister has some definitive answers.
Trustee Wilhelm suggested polling the Board to find out their wishes.
President Thompson stated that a "yes" would be in favor of allowing

the quarters and a "no" would be against allowing the quarters to exist.
The following is the results of that poll:
YES: Trustees Wilhelm, Gleeson, Thorud
NO: Trustees Lewis, Felten
8. MUNICIPAL CONFERENCE MEETING DATES
President Thompson stated that the meetings of the Municipal Conference
will now be held on Fridays. The reason for moving the meeting dates
to Fridays is to ask the State Representatives to attend some of the
meetings. The President stated that Friday, March 21st there will be
a discussion with the State Legislators in reference to the state
problems and the new bills going into the House now for the turning
over to the municipalities of certain sections of state roads that
are within the corporate limits of municipalities. The meeting this
Friday will be at 8: 00 P.M. in the Rolling Meadows Village Hall and
the President urged the Board to attend.
9. MOTOR FUEL TAX FUNDS FOR SNOW PLOWING
Trustee Gleeson asked Mr. Bannister if any applications for Motor Fuel
Tax Funds have been made for the plowing of the roads. Mr. Bannister
stated none have been made but he will check the matter out.
10. IMPROVEMENTS FOR ARLINGTON HEIGHTS ROAD
Trustee Wilhelm stated that sometime ago he mentioned to the Board the
importance of improving Arlington Heights Road and that the Board
should ask the participation of the contiguous subdivisions involved,
chief among them being Wheeling Township. Trustee Wilhelm stated that
he thinks there should be some official notification on the part of
the Village to the various parties involved requesting their participation
for improving the Road. Trustee Wilhelm stated that if the Board
concurs in this, then he thinks the stage has been set so that the
Villages of Long Grove and Arlington Heights can be approached and
also Vernon Township. Trustee Wilhelm stated that he would like to
make it a matter of record at this time as he would hate to see a
repetition of separate planning which could later run into problems.
President Thompson stated that he would contact the people involved.
11. BUFFALO GROVE DAY 1969
Trustee Felten stated that the Chairman of Buffalo Grove Day 1969,
Mr. Rubino, has requested the President to select a liaison from the
Board to the committee. After discussion, the President appointed
Trustee Felten as the Board liaison to the Buffalo Grove Day Committee.

12. SURVEY FOR MUNICIPAL SWIMMING POOL
Trustee Felten stated that the Jaycee ' s have agreed to distribute
the swimming pool survey during their fertilizer sale and that he
has sent a letter and copies of the survey to all the newspapers
so that all the people will be informed.
13. EXECUTIVE SESSION
Trustee Felten moved that the Village Board go into Executive Session
for the purposes of discussing personnel. Trustee Thorud seconded
the motion and upon roll call, the motion carried unanimously.
The regular meeting reconvened at 9: 30 P.M.
14. ADJOURNMENT TO WORKSHOP SESSION
Trustee Felten moved that the regular meeting be adjourned to a
Workshop Session. Trustee Thorud seconded the motion and it carried
unanimously.
WORKSHOP SESSION
Discussion in the Workshop Session was held on the proposed Personnel
and Administration ordinance.
Trustee Wilhelm moved that the meeting be adjourned. Trustee Lewis
seconded the motion and it carried unanimously.
