MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE , COUNTIES OF COOK
AND LAKE , STATE OF ILLINOIS , HELD MONDAY , MAY 4 , 1970 , AT
THE MUNICIPAL BUILDING , 50 RAUPP BLVD . , BUFFALO GROVE , ILLINOIS .
President Thompson called the meeting to order at approximately
8 :05 P .M . All present stood and recited the Pledge of
Allegiance to the Flag . The Clerk called the roll and the
following were found present :
President Thompson ; Trustees Felten , Thorud , Armstrong , Fabish
ABSENT : Trustees Gleeson , Cimaglio
Also present were Village Manager , Richard Decker, Village
Attorney Richard Raysa , and Village Engineers R. E . Hattis ,
represented by Mr . Brandon .
President Thompson then announced that Trustee H. Cimaglio ' s
father had passed away and in order for the board members
to have time to pay their respects , he would , with the consent
of the board members , abort the agenda and adjourn the meeting
at the earliest possible time , holding over agenda items
until the next meeting . There were no objections to the
procedure .
1 . Approval of the minutes of the meeting of April 13 , 1970 .
Trustee Fabish moved that the minutes of the meeting of
April 13 , 1970 be approved as submitted . Trustee Felten
seconded the motion and questioned Section 13 regarding the
Fire Truck payments . Manager Decker answered stating that
the Bank had agreed to defer payments for six months .
The Clerk called the roll and the vote was as follows :
AYES : Trustees Felten , Thorud , Armstrong , Fabish , President
Thompson
NAYS : None
ABSENT : Trustees Gleeson , Cimaglio
2 . Agreement with Miller Builders
Attorney Raysa stated that the agreement had been redrafted
and that the attorney for Miller Builders was in agreement
with the redraft . He stated the only item missing was the
percentage figure for the dollar value of the building permit
fees . President Thompson asked that the agreement be copied
so that the Trustees have time to peruse it prior to the
next board meeting , at which time the figure will also be
available for insertion .

3 . VFW / Poppy Sales (Doc . #70-30 )
President Thompson stated the Village is in receipt of a
letter from the V . F . W . requesting permission to conduct a
Poppy Sale on May 15th and May 16th within the Village .
Trustee Armstrong moved permission be granted to the V . F . W . for
their Poppy Sale and that the solicitation f-e be waived .
Trustee Felten seconded the motion and on voice vote the
motion carried unanimously .
4 . Mrs . Allen Rose request to solicit funds for Park Equipment
( Doc . #70-31 )
President Thompson then stated that Mrs . Allen Rose was
requesting permission for members of the Stratmore Homeowners
Association to canvass the Village for funds to buy playground
equipment for the Parks . Trustee Fabish moved that permission
be granted to the S . H .A . to solicit funds . Trustee Armstrong
seconded the motion .
Trustee Felten questioned why the letter had not beenwritten
by an Officer of the S . H .A . and stated he would like to know
how the funds would be controlled .
Trustee Armstrong stated he felt that they would be properly
handled and President Thompson stated that the organization
is recognized in the Village . Trustee Felten stated he did
not question the integrity of the organization but felt it
might set a precedent for other organizations making similar
requests in the future .
There being no further discussion , the Clerk called the roll
and the vote was as follows :
AYES : Trustees Felten , Thorud , Armstrong , Fabish
NAYS : None
ABSENT : Trustees Gleeson , Cimaglio
President Thompson then stated that because of the circumstances
involved , he reserved the right to restrict questions from
the audience and would entertain a motion to adjourn .
Trustee Fabish moved the meeting be adjourned , seconded by
Trustee Felten . The motion carried unanimously .
