MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF BUFFALO GROVE , COUNTIES OF COOK
AND LAKE, ILLINOIS , HELD MONDAY, MARCH 1 , 1971 , AT THE
MUNICIPAL BUILDING , 50 RAUPP BLVD. , BUFFALO GROVE, ILLINOIS .
The President called the meeting to order at approximately
8 : 10 P.M. All present stood and recited the Pledge of
Allegiance to the Flag. The Clerk called the roll and the
following were found present :
President Thompson; Trustees Felten, Thorud, Armstrong ,
Fabish, Cimaglio
Absent : Trustee Gleeson (arrived 8 : 25 P .M. )
Also present were Mr. R. Brandon of Hattis Engineers and
Mr . R. Raysa, Village Attorney
1 . Memo from Mr. Davis reference streets
The Board was in receipt of a memo requested outlining priority
on repair of Village streets . Trustee Felten asked that the
Village Engineer check the asphalt on Checker Drive since it
appears to be above the curb line . Trustee Armstrong moved
that the Board direct Hattis Engineers to survey items three
through seven to determine what road repairs must be done and
assign tentative costs to determine the availability of MFT
funds . Trustee Cimaglio seconded the motion and upon roll
call vote the motion carried unanimously.
2 . Miscellaneous
Trustee Felten asked that the Board of Health recommended
ordinance concerning food vending vehicles be placed on the
agenda for the next meeting . President Thompson stated
that he told the citizens that the agenda would be closed
to everything other than the proposed Ranch Mart Apartments
in order to provide ample time for any discussion that would
be forthcoming . Mr . Raysa stated that he would not be able
to have the Ordinance ready until the meeting of the 15th.

NEW BUSINESS
3 . Proclamation for ORT
President Thompson then read a proclamation reference ORT,
proclaiming March 17 , 1971 as ORT Day in Buffalo Grove
in recognition of the far -reaching achievements of Women' s
American ORT .
4 . Proclamation - Nurses Club
President Thompson then read a proclamation for the
Nurses Club , proclaiming the week of March 7 , 1971 as
WHEELING-BUFFALO GROVE NURSES WEEK in the Village , pledging
the support of the citizens toward continued efforts of
this fine organization.
5 . Communications r Library District
Mrs . Joyce Finnegan then made a presentation reference
annexation of lands to the Library District in order to
encompass the Lake County portion of Buffalo Grove into the
District . Presently, those residents are not members of any
Library District .
8 : 25 P .M. Trustee Gleeson arrived and was present for the meeting.
Mr . Doetsch, the head librarian of the District then gave a
presentation reference added services the Library District hopes
to provide with expansion of their facilities . The specifics
reference the proposed referendum to annex land into the
Library District were explained by Mrs . Finnegan. She stated
that both the proposed area residents and member area residents
will vote on the referendum. Trustees questioned why, areas
such as Mill Creek and Berkshire Trace Apartments were not
included and Mrs . Finnegan replied that they would be considered
at a later date . Following further questions , Mrs . Finnegan
asked that the Board give its support to the referendum and
j stated further information will be presented as it becomes
�/ available .
6 . Resolution - IMRF
President Thompson then read Resolution R-71-01 being a
Resolution approving prior credits for employees under IMRF .

Trustee Gleeson moved the Resolution be approved. Truste
Cimaglio seconded the motion and upon roll call vote the motion
carried unanimously.
7 . Civil Defense Commission
Li President Thompson stated he would appoint members of the Civil
Defense Commission for the length of terms recommended by the
Commission. The following appointments were made :
Mr . Stephen M. Brooks - Director - 2 year term
Mr . Larry Schwartz - Deputy Director - 1 year term
Mr . John Farrow " Operations Officer - 2 year term
Mr, Don Duvall , Shelter Operations 1 year term
Mr. Donald Schindler , Medical Svcs . - 2 year term
Trustee Cimaglio moved the appointments be confirmed. Trustee
Fabish seconded themotion and upon roll call vote the motion
carried unanimously.
8 . Communications - Mr. R. McIntosh
Discussion followed reference a letter from Mr. McIntosh
requesting that consideration be given to establishing a
recreational vehicle classification for vehicle tags . Mr.
McIntosh stated his State License Plates are considerably
less than an automobile and he did not think he should have
to pay a truck fee in the Village . President Thompson asked
that the Attorney check into the situation and report back
to the Board on the 15th of March. Trustee Gleeson asked
that other Communities be contacted to determine what they are
doing .
9 . Miscellaneous
President Thompson stated the letter reference the Sewerage
Treatment Plant is for information only, there is no action
required.
The Fire Department has forwarded a proposed lease to be entered
into by the Village and the Fire District for housing of the
Fire Department Trucks in the Village Hall . A copy will be
forwarded to the Attorney for his recommendations , to be
discussed at the meeting of March 15th.

President Thompson then stated he would request an Executive
Session for the purpose of discussing negotiations reference
purchase of land for flood retention. He stated no decision
will be made .
Questions from the audience were called for. There being none ,
Trustee Cimaglio moved the Board enter into Executive Session
for the purpose of discussing land acquisition. Trustee
Gleeson seconded the motion and it carried unanimously.
Time ; Approximate]y 9t00 P .M.
10 : 00 P.M. The Board returned to the Council Chambers . There
being no further business before the Board and no questions
from the audience , Trustee Cimaglio moved the meeting be adjourned.
Trustee Armstrong seconded the motion and upon roll call the motion
carried unanimously .
